1 Bihar Gram Swaraj Yojana Society Bihar Panchayat Strengthening Project (BPSP) (Harding Road, Irrigation Barrck No.-1, Near Hazz Bhawan Patna-1) Tel Department of Panchayati Raj Government of Bihar Applications from eligible persons are invited for various positions on contract basis Bihar Panchayat Strengthening Project (BPSP) is an International Development Association (World Bank) assisted Project to be implemented in the State of Bihar. The project will emphasize to support State Government s capacity to promote and strengthen inclusive, responsive, and accountable Panchayat Raj Institutions in selected districts. Focus will be on providing basic office infrastructure and human resource to manage various programs; democratizing decision-making processes within the panchayat by facilitating results-oriented work by panchayats and their Standing Committees; facilitating cooperation by government officials; encouraging collective action among villagers; and strengthening the citizens capacity in monitoring panchayat operations and holding it accountable. The project is implemented through Bihar Gram Swaraj Yojana Society (BGSYS), registered under society registration Act The project will be implemented in every panchayats of 91 blocks in 6 Districts; Patna, Nalanda, Bhojpur, Saharsa, Supaul and Madhepura, in a phase wise manner. The Project has five components: 1. Panchayat Sarkar Bhavans 2. Gram Panchayat Capacity Building (Including core institutional capacity; Community Engagement; Communications & Mass Media and Financial Management) & Strengthening development capacity of Panchayat (In the area of Sanitation; Safe Drinking Water; Nutrition and Natural Resource Management) 3. State-level Policy Environment for Decentralization 4. Panchayat Performance Award 5. Project Management & Coordination [including M and E] BPSP is implemented by BGSYS which is chaired by Development Commissioner Bihar. The society has a Governing Body (GB) and an Executive Committee (EC) where the representatives from the various departments are members of the both bodies. In leadership of Project Director Cum CEO the BGSYS consists of a State Project Management Unit (SPMU), 6 District Project Management Unit (DPMU) and 91 Block Project Management Unit (BPMU). BGSYS is looking for dynamic and experienced professionals who have people centered attitude, ability to work in team and belief in working for the advancement of Panchayati Raj Institutions.

SPM- Procurement Education qualifications & Experience Post Graduate Degree/Post Graduate Diploma in HR / Personnel Management / MSW/LSW or Equivalent. administration and/ or HR management in which 3 years relevant experience at the CA/ ICWAI or MBA Finance or Equivalent. managing finance and account in which 3 years relevant experience at the CA/ ICWAI or MBA Finance/M. Com or Equivalent. managing Procurement Key Responsibilities The manager is responsible for helping the Director Finance & Administration in managing the affairs related to project, office administration and HR management issues. S/he will assist in developing and maintaining administrative and HR system of the society. S/he will be responsible for planning & recruitment of project staff, extension of contract, Implement and maintain efficient personnel database; S/he will be responsible for HR management of BPSP including compliance with all statutory requirements; S/he will assist in performance evaluation of the project staffs, develop training calendar for Society staff at different levels in close coordination with SPM-capacity building. S/he will be responsible for compliance of HR manual at all level. Support the Director (Finance & Admin) on financial matters relating to the project; make periodic visits to field offices for advising, solving problems and monitoring. Establish effective budget preparation and monitoring mechanism in the Project related to financial transaction; maintaining the accounts of the Project in a computerized accounting package. Generating periodic financial reports including Interim Un- audited financial report for submission to the management/government. Ensuring compliance with all statutory and tax laws, i.e. filing of returns, obtaining tax exemption certificates, deduction and deposit of TDS and service tax etc. Ensuring timely audit of the Project including audit of the Project Financial Statements. Support the Director (Finance & Admin) on procurement related matters, make periodic reviews of the procurement processes. Coordinate with other members of the SPMU and DPMU if required, for finalizing the Terms of

3 and/ finance and account Reference (TOR) of the services to be procured. in Sector Organization out of which 3 years Coordinate with other members of the SPMU in finalizing the technical specifications of the goods to be procured. experience at the S/he will be responsible for preparing and execution of procurement plan for the project/society. Coordinate the pre-bid conference, if proposed for the package, prepare the Minutes of pre-bid conference and circulate the same to all the bidders who have purchased the bid documents, under information to the World Bank (only for prior review cases). Maintain systematically the procurement related records and documentations for audit/ review by the World Bank. Capacity building of the Project staffs on procurement services/activities Capacity building of GPs for procurement of services and purchase of goods for the utilization of Performance award money. Strict compliance with procurement manual of the Society and World Bank guidelines. Handle the procurement related complaints, if any, received by the project as per the agreed procedure for the project. Procurement of consultancies for different components of the project. 4. SPM-Capacity Building Post Graduate Degree/Diploma in Rural Development S/he has to support operation & Communication Director for ensuring successful implementation of the capacity building plan. /Social Work/Social Science/HR S/he will be responsible for preparing capacity building plan for the Project. Management/Personnel Management/LSW or Equivalent. S/he has to review strategies, methodologies and process for preferred models & approaches of strengthening PRIs. Coordinate & liaison with various department & stakeholders. Organization of different trainings, workshops & seminars as per requirement. which 3 years experience S/he will be overall responsible for ensuring the at the State/National level quality of training, modules development, training will material and other capacity building related activities. 5. SPM- Master's in The main role includes Planning, Development and

SPM- Monitoring and Evaluation 7 PM-IT (Rs ) Communication /Mass Communication or related discipline. which 3 years experience at the State/National level will Master's / PG degree in Statistics/Economics/Social Science or, PG Degree/PG Diploma in Rural Development /Management/Social work/lsw or related discipline. which 3 years experience at the State/National level will MCA/B.Tech/BCA (computer Science/IT) or equivalent. 5 years experience in which 2 years experience at the District/State level will Implementation of the Communication initiatives. S/he has to support the project in identifying opportunities for enhancing sensitization and disseminating information through traditional performance forms and modern means. S/he has to periodically assess communication needs, compile and catalogue relevant communication materials used. S/he has to develop and implement systems for internal and external communications and feedback e.g. websites, and feedback systems. Preparation and publication of periodical newsletter. Publications relating to different components. Lead M&E activities at the state level, integrating Progress (physical & financial), Process and Results Monitoring according to agreed procedures. Develop overall M&E strategy and implementation of related activities within the project. Design M&E system for the Project and ensuring it is implemented effectively by program staff. Contribute towards the dissemination of Project learning and experience. Provide timely and relevant information to project management to enhance program quality. Responsible for coordinating with consultancies for developing and implementing appropriate MIS framework for the Project. Ensure process documentation, preparation of qualitative periodic progress reports. Support Director Admin & Finance in performance appraisal of the project staff. Monitoring the performance of the hired agencies for the project. Support SPM -M&E in collecting timely information and systematic capture into the database, at the state level, of all M&E information, including routine concurrent monitoring and periodic evaluation of Project progress, process and results. Compile all data including inputs from all project activities and sectoral, financial, procurement, social and environmental programs, as well as disputes and complaints received. Support SPM-M&E, in developing routines to

Skills in MS Office synthesize reports, analyze data, detect trends and flag outliers, for follow-up investigation. Support SPM - Capacity Building in capacity Building activities in PLANPLUS & PRIASOFT. Other work as & when assigned by the Project director, directors & SPMs. S/he has to manage cash transactions. S/he has to process the cheques. S/he has to help in making payments. S/he has to do the activities related to cash management. Eligibility Requirement (for positions 1 to 7) Good Knowledge in MS Offices & Good Communication Functional Competencies skill.
