2 WMO, Our Mandate As weather, climate and the water cycle know no national boundaries, international cooperation at a global scale is essential for the development of meteorology, climatology and operational hydrology as well as to reap the benefits from their application. WMO provides the framework for such international cooperation. Weather Weather forecasts are on our phones, radios, televisions and computers we need them to plan our day or simply to know what to wear. They provide essential information for planting and harvesting crop, for selecting routes over land, sea and air, for building roads and infrastructure, for making preparations against impending natural hazards, and for many economic sectors. The production of accurate and timely weather forecasts demands a lot more work and effort than you may think. The coordination of this worldwide effort is done by WMO. Climate Climates fluctuate all the time over seasons and years. Winters change to spring. Some summers are warmer than others. Scientists determine average climate from a calculation of conditions over a 30 year period. These averages create a baseline for comparing the current weather and climate. It helps answer questions like, Are we having a hotter month, season or year than average? WMO and the United Nations Environment Programme (UNEP) established the Intergovernmental Panel on Climate Change (IPCC) in 1988 to take stock of scientific knowledge of the threat of human induced climate change. The IPCC is now recognized as the authoritative international, scientific and technical voice on climate change. WMO hosts the IPCC Secretariat. The WMO World Climate Programme (WCP) aims primarily to enhance the production of climate services that focus end users, to facilitate ever more useful applications of climate information to derive optimal socio economic benefits. WCP facilitates international climate change research in order to provide better and more up to date climate information to enable decision makers to reach more informed conclusions as to the causes and impacts of climate change and to develop appropriate response strategies. It underpins the Global Framework for Climate Services (GFCS). Water Fresh water is vital for life. On average, a human being cannot survive more than three days without water. Water is also essential for livestock and agriculture as well as for the production of virtually all of our goods and services. Water is the most important and widely used source of renewable energy; hydropower represents approximately 16% of total electricity production worldwide. Fresh water resources are diminishing and deteriorating under demographic and climatic pressures. Decision makers responsible for the sustainable development of freshwater resources need access to accurate and reliable water related data. WMO supports an integrated, multidisciplinary approach to managing water resources. WMO promotes water resource assessments by National Hydrological Services who, in turn, provide the forecasts needed to plan water storage for domestic requirements, agricultural activities, hydroelectric power generation and urban development.

3 WMO, Our Focus Area Within its mandate in the areas of weather, climate and water, WMO focuses on many different aspects and issues from observations, information exchange and research to weather forecasts and early warnings, from capacity development and monitoring of greenhouse gases to application services and much, much more.. [Major Focus Areas] Environment Natural Hazard and Disaster Risk Reduction Ocean All life depends on a healthy planet, but the interwoven systems of atmosphere, oceans, watercourses, land, ice cover and biosphere, which form the natural environment are threatened by human activities. Moreover, while a fragile environment becomes more vulnerable to natural disasters, the natural disasters also degrade the environment in a pernicious circle of causes and effects. The observational data of weather, climate and the atmosphere that are collected through the WMO networks of observing, data transmitting and forecasting systems keep policy makers informed of the state of the environment so that they are in a better position to prevent its further degradation. WMO is the recognized, comprehensive source of unique global systematic observations on the state of a wide variety of geophysical phenomena, datasets and long term archives, and scientific and technical expertise in support of policy advice on various critical environmental issues.. Natural hazards are severe and extreme weather and climate events that occur naturally in all parts of the world, although some regions are more vulnerable to certain hazards than others. Natural hazards become disasters when people s lives and livelihoods are destroyed. Human and material losses caused by such disasters are a major obstacle to sustainable development. By issuing accurate forecasts and warnings in a form that is readily understood and by educating people on how to prepare against such hazards, before they become disasters, lives and property can be protected. WMO Disaster Risk Reduction activities are integrated and coordinated with other international, regional and national organizations. WMO coordinates the efforts of National Meteorological and Hydrological Services to mitigate human and property losses through improved forecast services and early warnings, as well as risk assessments, and to raise public awareness. The oceans cover about two thirds of the surface of the Earth and affect all of us. Adverse ocean phenomena have major impacts on the marine coastal environment and socio economic activities. When a large number of people live in the coast and depend on coastal resources and the marine environment, they are permanently at risk and vulnerable to extreme marine meteorological events. WMO cooperates with other international organizations involved with activities related to the oceans and primarily with the Intergovernmental Oceanographic Commission of UNESCO (IOC), the International Maritime Organization (IMO) and the International Hydrographic Organization (IHO)..

4 Regional Programme The overall objective of the Regional Programme (RP) is to ensure the efficient and effective functioning of the six Regional Associations (Africa, Asia, South America, North and Central America and Caribbean, South West Pacific, and Europe) of the WMO in coordinating meteorological, hydrological, climatological and related activities of their Members. The RP provides a framework for regional cooperation in the implementation of the WMO strategies, policies and programmes taking into account regional requirements, capacities and priorities.. [Examples of Ongoing Projects] Implementing the Global Framework for Climate Services (GFCS) at Regional and National Scales WMO Strategic Priority: Global Framework for Climate Services, Capacity Development Status: Ongoing Funding: CAD 6,138,000 Countries: Samoa, Cook Islands, Fiji, Kiribati, Tonga, Tuvalu, Vanuatu, Madagascar, Seychelles, Bangladesh, Maldives and 29 countries The Programme for implementing GFCS at Regional and National Scales aims to enhance resilience in social, economic and environmental systems to climate variability and change. The programme funded by a grant from Canada will implement GFCS in the Pacific, the Caribbean, South Asia and the Arctic. This will be achieved by providing improved climate information, predictions, products and services to support climate risk management and adaptation strategies, decision making and actions at national and regional level. Capacity Building of Afghanistan Meteorological Service for the Hydrometeorological Early Warnings WMO Strategic Priority: Disaster Risk Reduction, Capacity Development Status: Ongoing Funding: US$1,000,000 Countries: Afghanistan To mitigate the impacts of flash floods and build the capacities of Members, WMO is implementing the Flash Flood Guidance System (FFGS) project in cooperation with the Hydrologic Research Centre (HRC), based in San Diego, USA. FFGS is being implemented in several regions around the world. As part of the FFGS being implemented in South Asia, the project will support capacity development activities in Afghanistan to allow for the provision of early warnings of hydro meteorological hazards, including the strengthening of observing systems. WMO/JMA Project for the Installation of HimawariCast Receiving and Processing Systems WMO Strategic Priority: Disaster Risk Reduction, Capacity Development Status: Ongoing Funding: CHF 1,300,000 CHF Countries: Bangladesh, Cambodia, Kiribati, Federated States of Micronesia, Mongolia, Myanmar, Nepal, Papua New Guinea, Samoa, Thailand, Tonga, Tuvalu and Viet Nam Himawari 8 a new generation geostationary meteorological satellite of the Japan Meteorological Agency (JMA) has started its operation in July 2015 and observes East Asia and the Western Pacific. Himawari 8 enhances meteorological services by National Hydrological and Meteorological Services (NMHSs) in the region in a variety of fields such as weather forecasting, climate monitoring, disaster risk reduction and safe transportation. To enable countries in the East Asia and West Pacific region to receive and process Himawari 8 data for various purposes, especially for disaster risk reduction, JMA has provided funding to WMO to implement a project for providing data/imagery reception and processing equipment as well as skills and competency development for 14 NMHSs

Duties: Under the supervision of the Senior Coordinator, the Junior Professional Officer (JPO) will perform the following duties: (a) (b) (c) (d) (e) (f) Support the Senior Coordinator in following up activities related to the Regional Programme at Headquarters and coordinate the provision of support from Headquarters to the WMO Offices in the Regions in the implementation of scientific and technical programmes and in relevant administrative matters; Assist Regional Offices in the organization of regional events and activities, and ensure appropriate coordination with Departments at WMO Headquarters; Provide administrative and technical support at Headquarters for the planning, resourcing, implementation, and monitoring of WMO activities carried out in the Regions; Collaborate closely with the Project Coordination Unit regarding projects managed by the DRA Department in the Regions ( Assist in the preparation and formulation of proposals in coordination with the Regional Offices related to the Regional Programme, including disaster response and follow-up; regionally-focused capacity development activities; Inter-regional cooperation; Assist Regional Offices in the management of relevant parts of their budgets and extrabudgetary resources; Qualifications required: Education Master s degree or equivalent in meteorology, hydrology, climatology or in public or business administration/studies/management, international relations. Experience Some years of experience in a relevant field, preferably in an international environment. Other requirements Ability to effectively and efficiently work with Microsoft Office applications. Good communication skills. Desire and ability to work efficiently in a multicultural environment; very good writing/drafting skills essential.

6 Language skills Excellent knowledge of English or French (spoken and written) and a good working knowledge of the other language. Help and support the review of HR processes, promoting streamlining and quality. Assist with the definition and monitoring of identified performance indicators. HR Business-partnering: Contribute to the development and roll-out of an HR businesspartnering approach to WMO departments, working on local HR projects and initiatives with identified areas. Staff development: Assist in the development of a Secretariat Training Plan based on identification of core skills and management training needs; research and develop proposals for costed training exploiting also all UN based options; support the preparation and delivery of training events. Rules and Reporting: Participate in the review of existing human resource governance documents; Assist in drafting updates and amendments; Assist in the drafting of internal instructions and policy guidelines. Support in the drafting of formal documentation for WMO Executive Council and Congress. Qualifications required: Education MSc / MA or equivalent university degree from a recognized university or technical institute in Human Resource Management, Law or Business Administration. Experience Some relevant work experience in HR, corporate administration or employment-related law. Knowledge of policy making and involvement in change management / project initiatives an advantage.
