4 CURRICULUM / SYLLABUS This program is aimed at training candidates for the job of a, in the Agriculture & Allied Sector/Industry and aims at building the following key competencies amongst the learner Program Name Qualification Pack Name & Reference ID. AGR/Q6601 Version No. 1.0 Version Update Date Pre-requisites to Training Training Outcomes Minimum educational qualification: Graduation in any discipline (preferably social science), preferably Maximum educational qualification: Masters Degree in social work or social science, preferably After completing this programme, participants will be able to: Familiarize with the national significance of watershed: history and development of watershed programme Familiarize with the basic concept of watershed: understand water cycle, importance of participatory approach of watershed works, importance of community mobilization Carry out social surveys: undertake and facilitate in baseline survey, social mapping, resource mapping, transect walk, venn diagram, wealth ranking and other social surveys related to watershed planning Collect and analyze the secondary data: collection of secondary data such as revenue, census, agricultural census, livestock census etc. Familiarize with the type and objective of different water harvesting structure (WHS): different types of earthen dam such as percolation tank and micro irrigation tank, farm pond/dugout pond, stop dam/check dam/spillway, use and benefits of WHS Identify the appropriate site for WHS: understand the slope, geology and topography of site, basic technical parameter for deferent WHS, land use, catchment and command area Analyze the challenges before, during and after project: social and economic dimension of village, labour management, role of watershed committee, panchayati raj institutes (PRIs) and watershed user groups (WUGs). Follow health and safety procedures at the work place: labour welfare, well versed with health and safety measures in terms of personal as well as others safety Build capabilities of the community: deliver the basic concepts of watershed programmes and elaborate basic watershed terminologies in local terms 4

He/ she should have good communication, delivering, leadership, observation and practical oriented 3 Minimum Educational Qualifications 4a Domain skills. Diploma in Natural Resource Management/Watershed Management/ Agriculture/ Agriculture Engineering/ Civil Engineering Certified for Job Role: mapped to QP: AGR/Q6601, Certification v1.0. Minimum accepted score is 80%. 4b Platform Certification Recommended that the Trainer is certified for the Job Role: Trainer, mapped to the Qualification Pack: MEP/Q0102. Minimum accepted % as per respective SSC guidelines is 80%. 5 Experience MSc/ Post graduate diploma (Agricultural Extension/ Rural Development) B.Sc.(Agiculture & Agri-allied) with 2 years of relevant work experience Graduate with 3 years of relevant work experience Diploma in Natural Resource Management/Watershed Management/ Agriculture/ Agriculture Engineering/ Civil Engineering (After 10+2) with 3 years of relevant work experience 8

9 Annexure: Assessment Criteria Assessment Criteria Job Role Qualification Pack Sector Skill Council AGR/Q6601 Agriculture Skill Council of India Guidelines for Assessment 1. Criteria for assessment for each Qualification Pack will be created by the Sector Skill Council. Each Performance Criteria (PC) will be assigned marks proportional to its importance in NOS. SSC will also lay down proportion of marks for Theory and Skills Practical for each PC 2. The assessment for the theory part will be based on knowledge bank of questions created by the SSC 3. Individual assessment agencies will create unique question papers for theory part for each candidate at each examination/training center (as per assessment criteria below) 4. Individual assessment agencies will create unique evaluations for skill practical for every student at each examination/training center based on this criteria 5. To pass the Qualification Pack, every trainee should score a minimum of 70% in aggregate 6. In case of successfully passing only certain number of NOS's, the trainee is eligible to take subsequent assessment on the balance NOS's to pass the Qualification Pack 9

11 PC5. bring prominent individuals and communities in the meeting at village level/ gram sabha in the watershed PC6. conduct participatory/ rapid rural appraisal (PRA/RRA) with the community using the tools mentioned: social mapping resource mapping venn diagram seasonal/ time mapping transact walk PC7. create the database of the villages and individuals participating in the project village/ watershed profile using secondary data such as census household list along with basic family details wealth ranking category wise household details institutional information of the watershed PC8. historical events in the watershed learn and synthesize the socio- economical and developmental problems of the community PC9. communicate/ convince about the watershed project interventions as an alternative to solve their problems. PC10. search and enlist the successful watershed projects in the vicinity 11

AGR/N6602: Organize, train and build capacity of community institutions like watershed committee PC1. conduct formal meetings with the entire community or group of people including all social, economic and gender sects residing in the watershed PC2. provide information on importance of community institutions and their roles and responsibilities in watershed project and beyond to the community and key leaders PC3. execute the formal process and procedures laid down by the project team to form the watershed committee, selfhelp groups and user groups, based on: 12

13 criteria for selection of the members in the watershed committee nomination and endorsement of the members by the gram sabha writing and approval of appropriate resolution in the gram sabha guidelines to form the selfhelp groups and user groups PC4. handle the social conflicts that may arise during the formation process by avoiding creation of permanent rift within the community or participation issues related to the project PC5. identify the training needs based on the current understanding of members of the community institutions PC6. refine the training/ event modules based on need for modification or customization with guidance from the watershed manager PC7. organise the logistics, resource persons, finance and ensure the presence of trainees for required number of days during the training event PC8. conduct formal trainings and events as per the defined pedagogy of capacity building programme PC9. carry out action planning exercises and cross-learning events within and across the watersheds

14 PC10. enable the trainees to display the skills and information on bigger platforms like community meetings, workshops and delegation visits PC11. conduct periodic meetings with institutions with predefined objectives that include action reviews, planning, decision making, information sharing and skill up gradation. PC12. train the chief functionaries to lead the meetings, write the proceedings and execute the decisions and maintain records PC13. support community institutions in planning, execution, monitoring and management (including finance) of the watershed interventions PC14. identify the convergence needs for additional grant, credit, information and knowledge PC15. guide and support the community institutions in contacting the respective agencies for convergence, preparing proposals, follow up and execution of approved interventions PC16. understand the long term goals of the community institutions and facilitate preparation of development plan for the watershed villages. PC17. guide these institutions to get registered under appropriate Indian laws PC18. support the registered institutions in legal compliances from time to time

15 AGR/N6603: Ensure community ownership in the watershed project PC1. mobilize majority of the community from all social, economic and gender sects to attend, listen, put views and influence the decisions in formal and informal meetings at the group/ village/ watershed level. 100 PC2. mobilize the land owners to participate in net planning exercise in their own farms to undertake planning of resources and soil conservation treatments PC3. mobilize women, asset less and landless households to participate in self-help groups and action planning process PC4. maintain the transparency of processes, plans and posters, display boards and circulars achievements in physical and financial terms of the project by spreading and updating information through meetings, PC5. address issues and grievances arising from the community especially labour and the farmers during implementation of the treatments PC6. mobilize the community and their institutions to discuss mechanisms in order to obey social disciplines such as shramdan or voluntary labour, PC7. support watershed committee, SGHS and UGS to strictly monitor the disciplines and ensure that defaulters are penalized 15

16 PC8. mobilize individual households to contribute to the project in terms of labour, cash or material to achieve and maintain expected level of local contribution in the project PC9. inculcate seeds of these disciplines in the next generation through promotional activities for children especially for students from schools PC10. organise periodically the participatory monitoring of physical and financial progress as against the planned documents i.e. detailed project report PC11. conduct participatory impact monitoring process through transact walk and community participation to identify the impacts that have actually occurred vis-à-vis expectation PC12. chalk out mid-course corrections in treatments and strategies with project interventions watershed committee to enhance the possible impacts from the PC13. create awareness amongst the community about maintenance of the watershed treatments after the project period and set mechanisms in place as per the project guidelines. e.g. establishing a maintenance fund 16
