2 Job Description Position Title: Responsible to: Location: Duration: Secretary General World Scout Bureau Global Support Centre, Kuala Lumpur 3 years Summary The. is responsible for the development and implementation of the World Organization of Scout Movement (WOSM) s communication and strategic engagement plan, including the design of WOSM s advocacy on issues affecting World Scouting. The Global Director is responsible for the promotion of WOSM's strategic engagements and partnerships and fostering positive relationships with selected partners and media. As the global communication lead for the organization, the Global Director acts as a spokesperson and is responsible for crisis communications as well as managing the internal communications networks. Moreover, the Global Director is responsible for managing the Communications and Partnerships Department; one of the four departments of the World Scout Bureau (WSB) Global Support Centre which focuses on WOSM s public profile and strategic engagements to achieve Vision 2023 for Scouting. The Communications and Partnerships team includes the following units: digital engagement, brand and audio-visual, media relations and content development, and partnerships and advocacy. The Global Director of Communication and Partnerships is a member of the Senior Management Team of the World Scout Bureau. Responsibilities: Direct the services provided through the Communications and Partnerships team and ensure they are delivered effectively; those include managing the brand and intellectual property, partnerships and advocacy, public and media relations, providing graphic design and audio visual support, and publishing the organisation s content by all appropriate means, including increased use of online social media and mobile communication tools Enhance and grow WOSM s media outreach, brand and public profile and effectively utilize traditional and new media tools to promote the power of scouting Support WOSM volunteer bodies charged with responsibilities in the area of Communications and Partnerships Develop WOSM s crisis communication strategy and provide training and support to WOSM s officials Develop and coordinate WOSM s global communication network to enhance the flow of communication and effectiveness of outreach, reaching out to communication leads in the 169 National Scout Organizations Develop the Partnership and advocacy work of WOSM and increase WOSM s presence and recognition as the leading youth educational movement World Scout Bureau Inc. 3 Supervise and manage the outreach efforts to WOSM s networks and mange a special program for Scout influencers Work in close collaboration with World Scout Bureau colleagues in delivering timely and high quality internal communications Work in close collaboration with the regions in promoting Communications and Partnerships at the regional level and ensure consistent corporate communications across WOSM Assist and support Regions and/or National Scout Organizations/Associations in developing their partnerships and in elaborating and implementing their communication strategies and plans Develop and deliver training programmes and tools related to Communications and Partnerships Advise and assist National Scout Organizations hosting World Scout Events on external relationships and communications plans in connection with such events; Ensure that all contractors/agencies engaged to support Communications and Partnerships work are effectively and efficiently managed Direct the staff team for Communications and Partnerships and fulfil line management responsibilities for those staff with a direct reporting line; Effectively contribute to the overall management of the WSB by playing a full and active role as a member of the Senior Management Team; Undertake other tasks as agreed with the Secretary General from time to time. We are seeking a person who: Has first-hand professional experience in managing global communications, advocacy and partnerships within an International NGO or governmental agency Will develop and implement a communication plan and lead the Communication Global Thematic Team across all Regional and Global Support Centres of the World Scout Bureau Requirements Skills Demonstrable computer skills: a. Microsoft Office expertise, in particular Outlook, Excel required b. Social media and audio visual tools c. Internet in a business environment (online collaborative tools, leveraging social media) Ability to work and co-operate within an international and multi-cultural framework Demonstrated ability to balance multiple tasks and manage well teams Ability to diplomatically negotiate between different parties to ensure smooth cooperation towards a common goal Strong ability to communicate effectively in English. Literacy in French, Arabic, Spanish or Russian would be considered a definite asset World Scout Bureau Inc. Page 3 January 2018

4 Knowledge Professional experience in communications and advocacy is required Experience of developing partnerships and managing multi-stakeholder partnerships is required Experience in working with volunteers is preferred Experience in developing and managing global campaigns for non-profit organizations is preferred Experience At least 8 years work experience in an NGO, experience in an international NGO would be considered an asset Past experience and/or in the field of education, community development considered an asset A master degree level or equivalent through experience in the area of communications, journalism, public relation or a relevant degree Personal qualities/requirements Dynamic, open-minded, able to lead remote teams, culturally sensitive Efficient, self-motivated, and proactive, with good organizational skills Personal commitment to organizational excellence; displays honesty, integrity and a strong sense of ethics in all actions and decisions. Emotionally intelligent, able to build and sustain positive relationships with key stakeholders; Able to work under tight deadlines with a problem-solving mentality Capable, as a Scout professional, of working with Scout volunteers at national, regional and world levels. 5 Summary of Employment Terms and Conditions The World Scout Bureau offers a range of tangible and intangible working benefits. The World Scout Bureau will cover the following expenses (if applicable): a. Economy-class return flight from the home country to Kuala Lumpur, Malaysia, b. Visa processing costs, This role is based in Kuala Lumpur, Malaysia. Contractual hours of work are 40 hours per week, however, additional time may be required for the effective performance of the role for which there will be no additional remuneration. The successful candidate must be willing to work during the evenings and on weekends when necessary, for which reasonable time off in lieu may be given. The holiday entitlement is 25 days per annum (will be subjected to calculation of the mentioned period of contract), plus public holidays in the country where the position is based. The offer of appointment will be subject to: Two satisfactory references. Verification of relevant qualifications. Confirmation of eligibility to work in Kuala Lumpur (or the ability to obtain the appropriate work permits, at the WSB s expense).
