1 INDIVIDUAL CONSULTANT PROCUREMENT NOTICE Consultant Project Engineer UNDP/PN/49/2016 Date: 24 November 2016 Country: Nepal Description of the assignment: The PE will work under the direct supervision of the Team Leader and provide technical support related to programme implementation for design and estimation; guidance and supervision; overall monitoring of the project; and liaising with key government, non-government, and development partners at project level. REQUIREMENTS FOR EXPERIENCE AND QUALIFICATIONS Education & Experience: Bachelor degree in Civil/Agricultural engineering with 7 years experience or Master degree with 5 years experience. Other competencies: Experience in Disaster Risk management, Infrastructure development, community infrastructure work and similar work. Proven ability to manage and supervise a team of technical people with individuals from different cultural backgrounds, including networking across professional, thematic and organizational boundaries; Experience and knowledge of UNDP policies and procedures and experience from previous UN assignments; Ability to work under pressure and meet strict deadlines; Excellent interpersonal, communication and representational skills; Results oriented, forward thinking, and problem solving skills; Ability to deliver in a complex and hardship environment. Language Requirement: Fluency in written and spoken English and Nepali 2

DOCUMENTS TO BE INCLUDED WHEN SUBMITTING THE PROPOSAL Interested individual consultants must submit the following documents/information to demonstrate their qualifications: Offeror s Letter to UNDP Confirming Interest and Availability for the Individual Contractor (IC) Assignment along with the completed financial proposal and PII template annexed to this letter. A cover letter with a brief presentation of your consultancy explaining your suitability for the work; Note: A brief methodology on how you will approach and conduct the work (limit to under 1500 words); a) Applicants of 62 years or more require full medical examination and statement of fitness to work to engage in the consultancy b) The candidate has to be an independent consultant (If the candidate is engaged with any organization, the organization employing the candidate will be issued with a Reimbursable Loan Agreement (RLA) to release the employee for the consultancy with UNDP.) c) Due to sheer number of applicants, the procurement unit will contact only competitively selected consultant. 3

EVALUATION Individual consultants will be evaluated based on the following methodologies: Cumulative analysis When using this weighted scoring method, the award of the contract should be made to the individual consultant whose offer has been evaluated and determined as: a) responsive/compliant/acceptable, and b) Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. * Technical Criteria weight; 70% * Financial Criteria weight; 30% Only candidates obtaining a minimum of 49 points in the technical evaluation would be considered for the Financial Evaluation. Criteria Weight Max. Point Technical Criterion A: Bachelor degree in civil/agricultural engineering with more 20% 20 than 7 years experience or Master with 5 years experience similar work. 5 ANNEX 1 UNITED NATIONS DEVELOPMENT PROGRAMME TERMS OF REFERENCE I. Position Information Title: Consultant Project Engineer (PE) Work Station: CI LRP office with frequent visits to filed visit Collaborators: Team Leader/NPM (CI LRP), CI LRP team and UNDP/PIU focal person for Community Infrastructure and Livelihood Recovery Programme. Purpose of Hiring the Consultant Service: Conduct coordination, monitoring & supervision, technical backing and reporting the project of project activities, maintain database, documentation, and support in developing concept note/proposals of the Community Infrastructure and Livelihood Recovery Programme (CI-LRP). Expected Places of Travel: Earthquake-affected districts (Sindhupalchowk, Dolakha, Kavre, Dhading, Rasuwa and Nuwakot) and other districts if needed Duration of Assignment: 4 months (December 2016 March 2017) Reporting: The consultant will report to the Team Leader/NPM (CI LRP), in close consultation with LRP team and PIU of UNDP Nepal. Background Information The earthquakes of 25 April and 12 May 2015 caused huge damage to the country with above 8800 human casualty and the damage of more than 500,000 houses. The earthquake also caused substantial damage to the community infrastructure. Roads, bridges and trails were swept away by the earthquake and landslides. Irrigation, micro-hydro and drinking water schemes, were significantly damaged and in some cases became completely non-operational due to changes in the hydrological regime. Many of the micro infrastructure facilities such as ponds, dug-wells or threshing/drying areas were broken. Hence, livelihoods of communities are in highly vulnerable situation with reduced livelihood opportunities. With financial support of USD m from government of Mauritius, UNDP Nepal launched Community Infrastructure and Livelihood Recovery Programme (CI LRP) in most earthquake-affected districts from July 2015 to December Later in 2016, International Medical Corps (IMC) also joined in this programme and agreed to provide 500 thousand USD to expand the programme in three districts Dhading, Nuwakot and Rasuwa with additional activities of DRR. As part of its early recovery response, UNDP is implementing a program Fostering Rural Livelihoods Recovery and Resilience of Earthquake Affected Communities in Nepal. The objective of this program is to rehabilitate 5

6 community infrastructure in restoring basic services and livelihoods stabilization in three most affected districts Sindhupalchowk, Dolakha Kavrepalanchowk, Dhading, Nuwakot and Rasuwa. The programme has been well accepted by the communities and praised by National Reconstruction Authority (NRA) and ready to adopt in the national livelihood recovery framework. Project has been implemented with small team of 3 professionals and 3 support staff including driver along with 5 national UNV engineers deployed one each in 5 programmed districts. The currently communication and reporting officer position is vacant and need more monitoring in the field with addition of Dhanding district. To fulfil the gap of project monitoring and reporting activities, project decided to take monthly delivery based short term services to complete the specific identified activities, III. Description of Purpose and Objectives of the Assignment Consult Project Engineer is worked under direct supervision of project team leader and in close consultation with and guidance from the Community Infrastructure and Livelihood Recovery Programme (LRP) team, Poverty and Inclusion Unit of UNDP Nepal. S/he shall be required to provide coordination, monitoring & supervision, technical backing and reporting the project activities at assigned duty station level. Consult Project Engineer will also be responsible for providing technical support related to programme implementation, for designing and estimating, for guidance and supervision, for overall monitoring of the project, and for liaising with key government, nongovernment, and development partners at project level. More specifically, the Consult Project engineer shall be responsible for the following areas. Coordination Function o Build rapport with district authorities and stakeholder for coordination and cooperation in community infrastructure support activities o Collect information at the field and feed to IPs and project for proper planning implementation project activities o Facilitate to link reconstructed/rehabilitated community infrastructure with integrated and sustainable livelihoods of the affected communities Technical Support Function o Ensure the project is implemented upon the agreed implementation plan following proper estimate and design o Provide technical support and guidance to users, Project staffs and partners technical staff o Support IP in preparing technical report, final design as per built areas, completion report with actual BOQ in compatible with existing government and UNDP norms and practices Supervision Function o Timely supervise the activities (CI rehabilitation) implemented for the achievement of intended outputs by providing design, estimate and guidance to technical staff of IP at critical time and stages of CI implementation activities o Carry out on-the-site inspection of community infrastructure and livelihood interventions with IPs and Users committee members Monitoring Function o Ensure the quality and quantity of the rehabilitated infrastructure in the project areas o Monitor identified project risks and update the status of these risks to project team; o Ensure Gender Equality and Social Inclusion (GESI) is fully adopted as per UNDP global and national policy o Provide instant updates of progress with field notes, photographs, data, report Reporting and Documentation Function o Timely prepare the reports for UNDP, donors, the Government, and other stakeholders. 6

7 o o o Provide periodic (weekly activities, monthly progress), analytical report and factual report with feeding audio visual clips; thematic report (technical, coordination, monitoring, case studies etc.) Prepare case studies of different facets of the project activities, outcomes and impacts Keep all process documentation of project activities IV. Methodology The IC Contract holder should prepare monthly delivery based work-plan along with designing appropriate methods for achieving the above objectives of the assignment. However, the following methods are suggested: - Regular monitoring of field activities of CILRP and prepare relevant reports - Consultative meetings, field appraisal, community interaction as appropriate - Interpersonal links and networking with possible partners and donors to work jointly with UNDP - Review and analyse existing community infrastructure and livelihood recovery activities. - Lead/guide consultative meetings and share the outputs and outcome of CILRP using appropriate communication media including social media, TV, newspaper and website etc. V.
