PROGRAMME AREA & SPECIFIC PROJECT INVOLVED : Water, Sanitation & Hygiene, (WASH), Punjab Punjab Cross-Sectoral MYWP July December 2017 Output 1: Strengthened political commitment and national capacity to legislate, plan and budget for children Activity PB-W-1.2: Provide technical assistance to HUD-PHED & LG&CDD for implementation of WASH sector plans focusing on sector wide approach and budgeting Activity PB-W-1.3: Provide technical assistance to strengthen WASH Sector Coordination, conducting joint sector reviews, promote cross leanings, leveraging partnerships and resources and engaging with political leader s promoting knowledge management and evidence based advocacy. Output 2: Increased national capacity to ensure availability of, and access to, services and to strengthen systems Activity PB-W-2.1: Provide technical assistance to HUD-PHED and LG&CDD to develop improved WASH governance structures and implement Human Resource Management/ Development Strategies/ Plans to enable quality service delivery in WASH that is equity-focused and gendersensitive 2. NATURE & PURPOSE OF CONSULTANCY: Study Documentation Facilitation Technical Evaluation Clerical/Secretarial Others Purpose of assignment: Punjab is the most populous province of with approximately 55.6% of the country's total population, and is expected to reach 181 million by 2050 from its current estimated 100 million. Rapid urbanization and a growing population will continue to increase demands for sector and sub-sector services. At provincial level, the two main departments that are responsible for water and sanitation are Housing, Urban Development and Public Health Engineering Department (HUD&PHED) and Local Government and Community Development Department (LG&CDD). The new Local Government Act (LGA) 2013 envisages the restoration of the old mayoral system for the metropolitan cities, and chairman led district councils. The rural-urban divide has once again been instituted; in rural areas the union councils and zila (district) councils will be responsible for services; while in urban areas and the metropolis, metropolitan, municipal corporation, municipal and town committees will be restored.

2 As per the Punjab Multiple Indicator Cluster Survey (MICS) , about 94% of the population uses an improved source of drinking water 89% in urban areas and 97% in rural. Further, about 75% of the population are living in households who use improved sanitation facilities, which is higher in urban (92%) as compared to rural areas (67%). The Government of Punjab has steadily been increasing its investments in water supply and sanitation, despite major emergencies and disasters in recent floods in The investment trends show an increase from PKR 8.9 billion in to PKR 27 billion in The Government of Punjab has allocated PKR 400 million for ending open defection in selected districts of the province. There is an intention on the part of the government to carry on this activity for the next four years to end open defecation in the province by A skills and resource assessment conducted by the Government of Punjab and World Bank under the urban water supply and sewerage reforms strategy 2006, found that the sector faced some common challenges with human resource capacities and the technical and managerial skills. In 2013, the LG&CDD conducted a needs assessment of its administrative and managerial staff working at Punjab Local Government Academy (PLGA) at Lala Musa to identify gaps and recommendations for future action. Both studies identified the areas for improvement in terms of skill-sets for the human resources. However, a comprehensive provincial Human Resource Development (HRD) plan for different cadres for water and sanitation have not been developed to serve as a roadmap for future investments. A Water, Sanitation and Hygiene (WASH) Sector Plan for has been developed under the aegis of Planning and Development Department of Government of Punjab in collaboration with HUD&PHED and LG&CDD of Punjab. The plan has identified a series of strategic actions to enhance the coverage and access as well as sector capacity, effective management and productive efficiency. One of the key actions identified in the sector plan is Each sub-sector covering cities and Tehsil Municipal Administrations (TMAs) conducts a human resource development assessment, need for professional staff placements and develops an action plan. Further, made a commitment under High Level Meeting (HLM) 2014 and South Asia Conference on Sanitation (SACOSAN) 2013 to conduct a capacity needs assessment followed by the execution of a human resource development plan. Following are the overall objectives of the assignment. 1. Undertake WASH capacity needs assessment followed by a well-defined provincial human resource development plan for the sector. 2. Develop training modules for CBOs to strengthen the capacities of community level institutions. 3. Conduct joint sector review to track progress on strategic actions defined in WASH Sector Development Plan Punjab MICS 2014 did not provide information up to tehsil level.

REASONS WHY THE ASSIGNMENT CANNOT BE DONE BY A UNICEF STAFF MEMBER: The assignment demands a lot of consultation, technical inputs and time which is not manageable with current staffing strength of WASH Punjab. 4. Determine the shortage and gaps in terms of required human resources to achieve Vision 2025, Punjab WASH Sector Plan and Sustainable Development Goals (SDGs) Prepare a strategic roadmap to enhance the technical capacities of human resources, institutional arrangements and system to improve quality and effectiveness in WASH sector Punjab with a focus to PHED and its tiers. Task 2: Development of training modules for local body councils, teachers and CBOs to integrate WASH in government s training programs. Consultation with government, PATS plus Master Trainers and sector partners on finalizing the contents of training modules for teachers and CBOs. Develop module for teachers training for integration of WASH in teachers training program of Directorate of Staff Development, Government of Punjab. QUALIFICATIONS OR SPECIALIZED KNOWLEDGE/EXPERIENCE REQUIRED AND COMPETENCIES Institution having an experienced team is expected, comprised of individuals with appropriate experiences and knowledge in strategic planning and WASH sector analysis. The team proposed by the firm should have at least three key consultants one in strategic planning, the other a program expert in WASH, the third in the areas of Human Resource Development and supported by another consultant expert in Statistics. 9.
