1 Bangladesh Skills for Employment and Productivity (B-SEP) project, ILO Dhaka Component 3: Industry Skills Development Terms of Reference for Service Contract Assignment: Conduct Training of the Trainers program for establishing a pool of trainers on ILO productivity tool Start and Improve Your Business (SIYB) and conduct Training of the Trainers program for TVET instructors on ILO s Know About Business (KAB) Position: Location: Service Contract Dhaka Duration: July to December Introduction Government of Bangladesh has placed high priority on the technical and vocational education (TVET) system in the country and has launched major skills development initiatives including projects supported by several international donors. The National Skills Development Policy 2011 (NSDP 2011) adopted by the Government aims to contribute to skill development and employment promotion, both home and abroad, of the workforce. In response to the priority accorded to the Technical and Vocational Education and Training (TVET) in Bangladesh, ILO has been engaged with the several government agencies in delivering a major skills programme through several technical cooperation projects. One of the projects is Bangladesh Skills for Employment and Productivity (B-SEP) Project supported by the Government of Canada and implemented by the International Labour Organization. Project components include: Component 1: Skills Funding, Planning and Support Services Component 2: CBTA Quality & Relevance Component 3: Industry Skills Development and Component 4: Improved Access to Skills. Component 3 (Industry Skills Development), of the B-SEP project aims at improving productivity, modern work practices and identifies needs of enterprises in knowledge management and use of high performance work practices in five sectors. The sectors are Agro Food, Tourism and Hospitality, Pharmaceuticals, Ceramics, and Furniture 2. Background Start and Improve Your Business (SIYB) The ILO s Start and Improve Your Business SIYB comprising four modules (GYB, SYB, IYB and EYB) is by far the largest global management training system focusing on starting and improving micro/small enterprises as a strategy for creating decent work in developing economies. Developed in the 1980 s by ILO, it has been introduced in more than 100 countries through a network of 2,500 partner institutions having 237 master trainers and 17,540 trainers (40% women trainers). Its current outreach stands at 4.5 million trainees (50% women entrepreneurs) and generated an estimated 2.7 million new jobs, making it one of the biggest programmes of its kind. National level roll-outs have been administered in 16 countries, all of whom are showing substantive indicators of success. SIYB s strength lies in its low cost, modular, practical and highly

2 adaptive learning system. Other than UN agencies (UNDP, UNICEF, OSCE), SIYB has also been used by various multi-lateral and non-profit international agencies as major enterprise training tool. SIYB primarily achieves its objectives by targeting business development service providers. The ILO managed Bangladesh Skills for Employment & Productivity (B-SEP) project as part of its priority industry sector strengthening, has selected Start and Improve Your Business (SIYB) as a tool for productivity development. B_SEP Project has conducted the SIYB Training Of Trainers (TOT) program in Bangladesh in 2015 to develop a pool of trained and qualified SIYB trainers in the five priority sectors. ILO Geneva accredited two Master trainers (Lead and supporting trainer) have conducted the Training of Trainers program in Bangladesh. Sixteen trainers have been trained and accredited as Generate Your Business (GYB) Idea Trainers and approximately 2oo potential entrepreneurs been trained by the local trainers. The project has taken initiative to conduct another round of TOT program on SIYB in July Phase two of the training will cover the following four modules; with focus on Green entrepreneurship 1. Generate Your Business Idea (GYB) 2. Start Your Business (SYB) 3. Improve Your Business (IYB) 4. Green Entrepreneurship Know About Business, KAB Know about business means to understand the role of business in the society, its contribution to the wealth of nations and its social responsibility; entrepreneurial attitudes and behaviour and to be informed how an enterprise is functioning. KAB is an ILO Global entrepreneurship education programme with specific adaptations for vocational education, secondary education and higher education designed for an 80 to 120 sessions course for young trainees and students between 15 to 25 years. KAB s general objective is to contribute towards the creation of an enterprise culture in a country or society, by promoting awareness among young people of the opportunities and challenges of entrepreneurship and self-employment, and of their role in shaping their future and that of their country's economic and social development. The specific objectives of the KAB package are to: Create awareness about entrepreneurial competencies; enterprise creation and selfemployment as a career option for trainees in vocational and technical training institutions Develop positive attitudes towards the role of enterprises in the society and selfemployment Provide knowledge and practice of the required attributes and challenges for starting and operating a successful enterprise, particularly a small business Prepare trainees to work productively in small and medium-sized enterprises and more generally for an environment in which formal, full-time wage employment may be scarce or unavailable. BSEP project is supporting to institutionalise KAB through Bangladesh Technical Education Board (BTEB), Directorate of Technical Education (DTE), Technical schools and colleges and Polytechnics. Other ministries like youth and sports will also be contacted to institutionalize KAB on a broader scale in Bangladesh. 3. Vendor s responsibilities Under the overall supervision by the CTA and guidance of Component 3, the service provider shall perform the following specific tasks:

3 Start and Improve Your Business (SIYB) 3.1 The vendor shall provide one Training of Trainers program, undertake coaching/supervision during Training of Entrepreneurs and conduct the competency re-enforcement workshop(s) 3.2 Design, deliver and report on the GYB, SYB & IYB and SIYB components of the Training of Trainers (expected 10 days) and extend cordial facilitation to the experts delivering the program. 3.3 Provide most effective and efficient coaching/supervision to the Trainers who will roll out 12 training of Entrepreneurs in SIYB through , phone, Skype and other communication channels. 3.4 Pool of Trainers will be trained in the selected 3 modules of the SIYB (GBY, SYB and IYB) 3.5 The TOT shall be held for all participants in one central location, following adult learning principles and selection from the material: 3.6 Vendor shall provide coaching/supervision to the Trainers who shall commit to the Training of Enterprises. 3.7 Conducting training needs assessment, basic for SIYB and detailed for gender aspects 3.8 Providing post-training support including Reporting on the training 3.9 Vendor shall guide the Trainers in selection and module development from following material: Generate Your Business Idea (GYBI) Manual Improve Your Business (IYB) Modules kit, covering: Marketing, Buying, Stock Control, Costing, Recordkeeping, Business Planning, People and Productivity Women Entrepreneurship Development (WED) SIYB Business Game on: the business cycle, supply and demand, reaching the market and managing 3.10 Accommodate SIYB trainers from previous batch to under study/support SIYB master trainers during the 10 day TOT period Know About Business, KAB 3.11 The service provider will conduct a 10 day training of trainers course for 30 TVET instructors on the latest edition of the KAB training package aiming to achieve following objective; Deliver the ILO s KAB entrepreneurship education training package in education and training institutions Explain the learning methods used to teach the KAB training materials and for teacher training Explain how to use the ILO Business Game in entrepreneurship education classes Explain the process for introducing KAB into the curricula of an educational institution 3.12 The service provider will cover the following contents Introduction to Entrepreneurship education Implementation strategy for KAB in national education systems Learning methods for teaching KAB KAB Facilitators Guide Microteaching of KAB 10 modules ILO Business Game New developments in KAB including skills training, Entrepreneurship, Gender, Environmental responsibilities, Cooperatives, Disability and Social Entrepreneurship.

ILO s responsibilities The responsibility of ILO shall as per the service contract Monitor and supervise the work of the consultant and review progress of the work; Provide venue, logistic and other training administrative cost Provide support for engaging stakeholders, organizing workshops/interviews 5. Deliverables 5.1 Detailed training plan for covering three SIYB modules comprising Generate your Business Idea, (GYB), Start Your Business (SYB), Improve Your Business (IYB) including Women Entrepreneurship Development (WED) and Know About Business (KAB) 5.2 Report on Conducting ten (10) day Training of Trainers (ToT) and Training of Entrepreneurs (ToE) for 20 to 25 trainers. 5.3 Train selected trainers (20 to 25 trainers) to use the SIYB Business Game during the ToT program 5.4 Provide a copy of the SIYB Business Game to ILO Skills project for future follow up of training for trainers 5.5 Monitor, coach, mentor and assess the trainers during and after roll out of SIYB program. At the end of the training program service provider will provide a written assessment of trainers to ILO 5.6 Report on conducting ten (10) day Training of Trainers (ToT) on Know About Business (KAB) for 30 TVET instructors. 5.7 Detailed report after the conclusion of the SIYB and KAB training programs with soft copies of all materials used (Power points, Hand-outs, GYB, SYB and KAB Manuals, SIYB and KAB business games, Video s etc.) on a DVD 6. Selection criteria Minimum Eligibility Criteria: Vendor must have licence by ILO Geneva to conduct the SIYB and KAB TOT programs Vendor must have at-least 5 years of experience related (SIYB, KAB) work experience Vendor must have pool of certified SIYB and KAB master trainers 7. Special terms and conditions 1.1 All reports to be submitted to ILO relevant to the outputs 1.2 Provide information and update progress as requested by component 3, BSEP project ILO 1.3 Vendor shall submit a detail proposal including a timeline and the budget based on the above Terms and conditions 1.4 The documents prepared and submitted under this contract are the property of ILO. Therefore ILO can reproduce the manual and implement these training programs.

5 8. Time frame and duration The vendor shall conduct the training program during the period of July to December Payment terms The payment on the awarded contract will be made in USD against achieved output and on submission of report as per ILO financial rules and payment conditions that will be stipulated in the Purchase Order (Service for Contract). The service provider will be paid as per following instalments; 1.5 First Instalment: 33% on submission of deliverable 5.1 and Second Instalment: 33% on submission of deliverable 5.3, 5.4 and Third Instalment: 34% on submission of deliverable 5.6 and Submission of RFP and Selection Process Cumulative Evaluation Method will used for this procurement exercise and Contract will be awarded to highest scorer in Cumulative analysis considering Technical and Financial Evaluation. The technical proposal will contain 70% and financial proposal will contain 30% weight whereas Technical Evaluation passing score is 70%. Any firm scores less than 70% in technical evaluation, the financial proposal of the firm shall not be considered for financial evaluation. NB: The bidder shall submit the financial proposal keeping the VAT in separate line. The contractor shall submit the VAT Challan during the bill. The proposals in hard copy with a cover letter to be submitted to: Chief Technical Advisor, B-SEP Project, House No. A-9, Road No. 127, Central Gulshan 1, Dhaka -1212, Bangladesh Proposal submission Procedure and Submission Deadline: Proposals shall be reached to the above office on or before 27 June, 2016 by 4.30 pm. The proposer must submit the Technical and Financial Proposals in separate sealed envelopes mentioning Technical Proposal and Financial Proposal on the top of respective envelopes as though the financial information could not be revealed before financial proposal Opening. Then a big envelope shall be used cover the both proposals mentioning writing proposal for Conduct Training of the Trainers on SIYB and KAB B-SEP project, ILO Dhaka on the top of the big sealed envelope. Unsealed Financial Proposal and proposal received after the deadline would be ground for rejection.
