2 EUROPASS DECISION N. 2241/2004/CE of the European Parliament and of the Council of 15 December 2004 on a single Community framework for the transparency of qualifications and competences (Europass). Establishment of a common EU framework with the goal of enabling citizens to present their qualifications and competences clearly and easily through the creation of a personal, coordinated dossier of documents (Europass). The Europass is a portfolio of five documents and an electronic folder which can contain descriptions of a citizen s learning achievements, official qualifications, work experience, skills and competences. 2

4 EUROPASS Europass contains the following documents: Europass CV - to illustrate the holder s skills Europass mobility - to record all periods of transnational mobility for learning purposes Europass certificate supplement - issued by competent national authorities to describe vocational qualifications Europass diploma supplement - to provide details on higher education courses completed Europass language passport - to present linguistic and cultural skills European skills passport - to improve the presentation of a CV by bringing together in one place the educational and training certificates declared in the CV. 4

5 EUROPASS - CURRICULUM VITAE The Europass CV is a self filled document whose purpose is to make the Curriculum more readable and easy to understand. It describes the training, qualifications acquired, professional experience and skills according to a shared format. Makes transparent the skills and formal and individual experiences, even those not documented officially. 5

Europass2Spreadsheet It supports employers and recruiters in the comparison between all Europass CV sent by those who respond to a vacancy or a call. Free online tool that allows, through the development of annexes to an , to convert the information in one or more Europass CV in an Excel spreadsheet. 9 EUROPASS - Language Passport It is a self filled document, designed as a tool for promoting qualifications and language skills. It allows to describe the linguistic knowledge acquired both in formal (certified language courses) and in non-formal (period of study and / or work, self learning, social networks, etc.). It enhances and makes visible the language skills acquired on a scale of descriptors. Identifies six levels of language skills (basic, intermediate, advanced) with regard to understanding, speaking and writing. It has no legal status in itself but accompanies the official titles. 9

10 EUROPASS CERTIFICATE SUPPLEMENT A document that accompanies the degrees / diplomas / professional qualifications in order to make them more easily understandable to any foreign employers. It provides information on the skills and competences acquired on the type of professional activity that can be accessed, and on the level of the certificate as part of the national classification (EQF level). It is not a replacement of the titles and qualifications. It is not an automatic system for the recognition of acquired qualifications. It has value only if accompanied by a title or a professional qualification duly issued by a competent authority. 10

11 EUROPASS - DIPLOMA SUPPLEMENT An additional document with the title of official study of a university or an institute of Higher Education Academic and Non Academic Certificate that provides the description, according to a shared model, of the nature, level, context, content and status of the studies conducted and completed by each student. It serves to make more transparent the official title because it integrates with the actual description of the curriculum followed, thus facilitating academic and professional recognition of Italian diploma abroad and the free international movement of graduates. It can be written in national language and other European language and consists of 8 sections providing essential elements for understanding the nature and level of higher education studies undertaken, academic and non-academic. 11

12 EUROPASS MOBILITY A tool that documents and enhances the learning experience acquired during courses of mobility abroad. It gives visibility to the experiences of study and work carried out in Europe explaining the skills and competences acquired (professional, technical, relational, organizational, computer, language, etc.). It gives value and provide official recognition to skill acquired, with no regard to age, level of education and professional status. It is released by National Europass Center to the organization responsible for the mobility project. 12

14 CHALLENGE FOR THE NEAR FUTURE 70 milions of Europeans do not have adequate reading and writing skills and have poor mathematical and digital competences more than 12 milions long-term unemployed are workers with low skills aging and shrinking of the EU workforce determines shortage of skills many people perform tasks that do not correspond to their talent while 40% of European employers have difficulty finding staff with the necessary skills to grow and innovate educational institutions and training, on the one hand, and employers and learners, on the other hand, have a different perception of the skills required by the labor market and the users' level of preparation 14

18 THE PROPOSAL FOR A NEW EUROPASS - 1 A COMMON FRAMEWORK FOR THE PROVISION OF BETTER SERVICES FOR SKILLS AND QUALIFICATIONS (EUROPASS) AND REPEALING DECISION N. 2241/2004/EC COM(2016) 625 FINAL The proposal aims to: modernize the tools and services of the EU ensure that they reflect the changing needs of all potential users of the labor market and education and training ensure they are always updated, based on technological advances and to new ways of sharing information and collaborative economy ensure they are able to support the citizens in the multiple transitions 18

19 THE PROPOSAL FOR A NEW EUROPASS 2 Approach based on 2 levels 1. Setting up a platform through which all citizens will have access to a wide range of services 2. Setting up services in the territory to reach the widest possible audience, including those who might have difficulty accessing digital services or use them. The proposal therefore transforms Europass from a mechanism based on documents to a platform based on services. 19
