PURPOSE T establish prcedures t classify new psitins and evaluate changes t existing psitins within the Career Service, AFT Prfessinal Staff, and Higher Educatin Manager title series. The prcedures will be cnducted as utlined belw t ensure equity and cnsistency with applicable rules, bargaining unit agreements, and University plicies. II. III. ACCOUNTABILITY The Vice President fr Human Resurces has verall respnsibility fr plicy cmpliance and administratin. The Directr f Human Resurces maintains day-t-day administratin f the prcess. DEFINITION(S) Career Service (classified) emplyees Hiring, evaluatin, prmtin and discipline prcesses are gverned by the rules and regulatins f the Civil Service Cmmissin (CSC) and applicable cllective bargaining agreements between the State f New Jersey and the unins listed belw. Career Service titles are aligned with each f the fllwing bargaining units: Cmmunicatins Wrkers f America (CWA) Clerical, Administrative, Cmputing and Technlgy titles; Internatinal Federatin f Prfessinal Technical Engineers (IFPTE) Building Maintenance, Grunds, Trades, HVAC, Cmmunicatin and Security titles; and Plice Benevlent Assciatin (PBA) and Fraternal Order f Plice (FOP) Plice titles such as Campus Plice Officer Recruit, Campus Plice Officer, Sergeant and Lieutenant. AFT Faculty, Librarians and Prfessinal Staff Hiring, evaluatin, prmtin and discipline prcesses are gverned by cllective bargaining agreement between the State f New Jersey and the American Federatin f Teachers (AFT), New Jersey Statutes Anntated (NJSA), and University plicies and prcedures. 2 Higher Educatin Manager (HEM) Managerial staff wh are nt affiliated with any bargaining unit are cnsidered HEMs. Emplyment is at will and University plicies and prcedures gvern the hiring, prmtin, evaluatin and separatin prcesses fr nn-aligned managerial staff. AFT and HEM emplyees are cmmnly referred t as Unclassified emplyees. Classificatin Classificatin is the prcess f evaluating the principal respnsibilities f a psitin t determine the mst apprpriate jb title at the University. This prcess begins with a Jb Descriptin, which fcuses n the jb itself and nt n the incumbent. A Jb Descriptin includes the general nature and cmplexity f the wrk perfrmed, key respnsibilities, experience, and knwledge and skills required fr cmpetent perfrmance f the jb. Reclassificatin A psitin may be reclassified when the duties and respnsibilities change t the extent that they are n lnger similar t the duties and respnsibilities set frth in the specificatin. A request fr reclassificatin f a psitin is initiated in accrdance with the prcedures utlined belw. IV. PROCEDURE(S) Classificatins (Fr new r vacant psitins) The Office f Human Resurces will determine the apprpriate classificatin, title, and salary range f all new and vacant psitins thrugh a review f the functins, duties, and respnsibilities f the psitin in accrdance with the fllwing prcess: 1. Hiring manager prepares Jb Descriptin, an updated rganizatinal chart fr the department, and supprting justificatin fr the psitin, including funding surce. 2. Hiring manager submits the abve as a Wrd dcument t Human Resurces via t HUMANRESOURCES@wpunj.edu with the subject line: Classificatin/Reclassificatin Request. 3. Human Resurces will acknwledge receipt and request clarificatin r mre infrmatin, if needed. 4. Human Resurces will evaluate the Jb Descriptin and supprting dcumentatin t determine the prper classificatin, title and salary range fr the psitin. 3 5. Fllwing review, Human Resurces will prvide a determinatin t the hiring manager, including instructins regarding next steps, if applicable. 6. Shuld there be disagreement with Human Resurces determinatin, the hiring manager may appeal in writing t the Vice President fr Human Resurces whse decisin shall be final. Reclassificatins Initiated by Manager (Fr current psitins where there is an incumbent) A psitin may be reclassified when the duties and respnsibilities f the psitin have significantly changed t the extent that they are n lnger similar t the duties and respnsibilities set frth in the existing jb descriptin. Factrs related t the psitin incumbent such as length f service, qualificatins, educatin, perfrmance, merit, etc., are nt relevant factrs fr the reclassificatin f the psitin. The prcedure utlined belw shuld be fllwed when requesting a reclassificatin f a psitin: 1. Hiring manager prepares a Jb Descriptin, a Psitin Classificatin Questinnaire DPF 44S (Career Service Emplyees nly), an updated rganizatinal chart fr the department, and supprting justificatin fr the psitin, including funding surce. 2. Hiring manager submits the abve t Human Resurces fr review via t HUMANRESOURCES@wpunj.edu with the subject line: Classificatin/Reclassificatin Request. 3. Human Resurces will acknwledge receipt and request clarificatin r mre infrmatin, if needed. 4. Human Resurces will evaluate the submissin and supprting dcumentatin t determine whether a psitin reclassificatin is warranted. This analysis will be cmpleted within frty-five (45) wrking days. 5. Fllwing review, Human Resurces will prvide a determinatin t the hiring manager, including instructins regarding next steps, if applicable. 6. Shuld there be disagreement with Human Resurces determinatin, the hiring manager may appeal in writing t the Vice President f Human Resurces. 4 Career Service emplyees may independently initiate a psitin reclassificatin request by cmpleting and submitting a Psitin Classificatin Questinnaire DPF 44S t the Office f Human Resurces. The Office f Human Resurces will review cmpleted submissins and frward t the Civil Service Cmmissin fr review and determinatin in accrdance with NJAC 4A: AFT Prfessinal Staff emplyees may independently initiate a psitin reclassificatin in accrdance with the prcedures established by the Reclassificatin Review Agreement between the University and AFT Lcal Higher Educatin Managers (HEM) may independently initiate a psitin reclassificatin request if they believe ne is warranted and the manager declines t initiate r is untimely in initiating the prcess. This analysis will be cmpleted within sixty (60) wrking days and the emplyee and supervisr infrmed f the utcme. The submissin must include: 1. Cver mem justifying the request, which shall state the significant differences between the previus and current respnsibilities. 2. Emplyee s jb descriptin at time f hire r appintment t current psitin. 3. A cpy f the department s current rganizatinal chart detailing reprting relatinships t and frm the psitin requesting reclassificatin. 4. Cpies f any supprting dcumentatin identifying key prjects and majr accmplishments that are believed t be utside the scpe f current respnsibilities. 5. HEM submits the abve t Human Resurces fr review via t HUMANRESOURCES@wpunj.edu with the subject line: Classificatin/Reclassificatin Request. 6. Fllwing review, Human Resurces will prvide a determinatin t the emplyee and hiring manager, including instructins regarding next steps, if applicable. Shuld there be disagreement with Human Resurces determinatin, the HEM may make a request fr recnsideratin t the Vice President fr Human Resurces whse decisin shall be final. V.
