2 ABOUT KINGS COUNTY Located in the heart of California's rich San Joaquin Valley, Kings County is 200 miles from the greater Los Angeles area to the south and the San Francisco Sacramento area to the north. 3 DEPARTMENT INFORMATION The Kings County Economic Development Corpora on and Job Training Office is an integrated office of workforce and economic development, which provides services to employers and job seekers. The Department has a total of 17 full me employees and 21 allocated posi ons with an opera ng budget of approximately $2,067, for fiscal year 17/18 for overhead and salaries. Kings County Economic Development Corpora on services include: Building and site loca on; Coordina on with local regulatory agencies; Local, state and federal business incen ve management; Railway coordina on; Business financing; Workforce development; Demographics and local labor market informa on; and any other service related to loca ng or expanding a business. Kings County Job Training Office (JTO) is part of America s Job Centers of California network, a collec on of access points to match poten al workers with available jobs, and assist workers to gain the skills needed to succeed in today s workplace. Services include: Job search assistance and resume prepara on; Training scholarships; Employee screening; Financial incen ves for hiring candidates pre screened through JTO; Re employment assistance for businesses and employees affected by major layoffs and closures.

4 ABOUT THE POSITION This posi on is appointed by and serves at the pleasure of the Board of Supervisors. The primary purpose of the Economic & Workforce Development Director is to work with community members to encourage job crea on, infrastructure development, business reten on, and expansion. Addi onally, this posi on will foster coordina on and coopera on within Kings County to support economic development and job opportuni es for Kings County residents. Other responsibili es include: Enhancing economic development efforts Bring inclusive economic growth and prosperity to Kings County Effec vely navigate the development process Advocate for business, translate business needs and barriers into ac onable program objec ves Collaborate with local, regional, and state wide partners to envision and address economic development impacts on our community Iden fy and pursue grants and funding opportuni es that leverage County resources to overcome roadblocks to development

5 ECONOMIC & WORKFORCE DEVELOPMENT DIRECTOR DUTIES Plans, develops and administers the County's economic development and business recruitment programs Plans, develops and administers the County's job training programs, including the Workforce Innovation and Opportunity Act (WIOA) program Serves as the Chief Executive Officer of the Kings County Economic Development Corporation, including management of the corporation's real estate and loan programs, administrative filing, auditing and reporting responsibilities for a 501(c)(6) not-for-profit corporation Formulates and administers annual operating and program policy budgets; establishes effective systems for strategic and operational planning, program monitoring, assessment and evaluation Oversees the collection and analysis of labor market information; plans, develops and administers programs for employer outreach and marketing Oversees and administers procurement and contract award policies, procedures and systems, including Request For Proposal administration, contract negotiation, and contract management Establishes and maintains lines of communication with a wide range of community leaders and organizations, business and industry contacts, regulatory agencies, officials, and employer-based organizations to foster and promote awareness of economic development potential in Kings County and its cities THE IDEAL CANDIDATE The ideal candidate should possess the following attributes: High level of integrity and strong sense of ethics; open and honest in all internal and external relationships Action and results oriented; open to change and innovation; ability to work in a fast-paced environment Strong customer service ethic, responsive to organizational needs Exhibit strong initiative, integrity and sound judgment and a positive attitude; inspire the trust, respect, and confidence of others Forward thinking and creative in planning for workforce development and operational planning Strong analytical skills, ability to resolve complex issues, consider alternatives, project consequences, and recommend appropriate solutions Ability to build relationships and work in a team-oriented organization Strong and articulate communication skills, both written and oral Can function effectively in a variety of circumstances including confrontive, adversarial and/or urgent situations

6 QUALIFICATIONS Education: Equivalent to graduation from a four-year college or university with a bachelor's degree in business, public administration, economics, social work or a related field. Experience: Five years of increasingly responsible management-level experience, including at least three years of senior level management experience in the planning, implementation and administration of workforce development or economic development programs for a local, state, regional or national entity. Desirable Qualification: Two years of increasingly responsible management level experience in business attraction and retention at a city, county or economic development organization. License: Possession of a valid, appropriate California driver s license issued by the State Department of Motor Vehicles. Kings County is an Equal Opportunity Employer. 7 COMPENSATION & BENEFITS The annual salary for the Economic & Workforce Development Director is $108,000 $150,000 per year, pending Board of Supervisors approval. In addi on, County of Kings offers the following benefit package for staff and their dependents.
