6 LUNDAP Evaluation LUNDAP Results Framework: too many pillars (6), outcomes (10) and indicators (58) vs capacities and strategic focus For UN to make evidence-based impact and be relevant/visible to Lesotho's development priorities and needs, there should be a serious and comprehensive reflection by both the Government and UN (as a family) on the gaps (unfinished business) Sober prioritization/strategizing for new UNDAF, and commitment of UN agencies leadership and Government of Lesotho to DaO Delivering as One 6

8 CCA: Methodology Taking stock on the accumulated analysis, lessons and processes Collation of existing data - UN and Government analytical reports and publications Templates for Issue Papers developed based on guidance. 10 CCA: Country Diagnostics Lesotho failed on most of the MDG targets. Uncertain political environment and cyclical instability and insecurity Increased poverty, unemployment (particularly youth unemployment) and inequalities Effects of climate change Increased macroeconomic instability, small private sector, large wage bill; More children and the youth trapped into poverty and hunger Declining health outcomes, including child and maternal mortality and those high incidence and mortality from HIV and AIDs Limited access to social services including quality water, sanitation and electricity; Increasing urbanization and demand for basic services and electricity. The situation is likely to get worse in the future. Delivering as One 10
