1 EAST SUSSEX FIRE AUTHORITY Job Description Work Designation: Safer Communities Directorate Location: Business Safety Central Hub, Eastbourne Job Title: Petroleum Inspecting Officer Rank or Grade: Green Book Grade 7 (Job Family 4) Responsible To: Business Safety Manager MAIN PURPOSE OF JOB To carry out a full range of Petroleum Safety activities in accordance with Directorate Policy and Guidelines. 2 RESPONSIBILITIES AND DUTIES OF JOB 1. Operational 2. Financial: 3. Administrative, Organisational and Managerial: (a) (b) (c) (d) (e) (f) (g) (h) (i) (j) (k) (l) (m) (n) To undertake a full range of petroleum-related regulatory activities in accordance with Directorate policy and guidelines. This includes assessing proposed petroleum installations, auditing petroleum arrangements in premises and giving advice to those making enquiries regarding petroleum matters; To take regulatory enforcement action proportional to the case and in-line with the principles of better regulation. This will include serving formal and informal notices, pursuing legal case investigations and preparing reports on the findings of such cases; Prepare and send correspondence relating to audits, inspections and other matters relating to petroleum sites; Prepare evidence for court and tribunal proceedings, give evidence in court and tribunal hearings on technical matters concerning petroleum sites. This may include statements, exhibits, plan drawings, photographs and other similar matters; Prepare Petroleum Certificates for dispensing sites, including plan drawings and other statutory documents, and send to site operators. Liaise with site operators when preparing such documents; Undertake environmental searches relating to sites and consider technical information relating to environmental risks; To prepare reports and appropriate documentation related to petroleum safety inspections; To record information on inspections for statistical purposes using the Service s database (CRM); Work with Primary Authority partners to confirm arrangements on sites covered by Primary Authority agreements; When necessary, act as a lead officer for Primary Authority agreements between petroleum site operators and ESFRS; To manage personal workloads and prioritise inspections in accordance with Directorate policy; To attend meetings and training events as required; To undertake tasks as directed by the Central Business Safety Hub Manager and senior officers of the Business Safety function; Promote and support fairness & dignity; inclusion and diversity in line with the policies of East Sussex Fire & Rescue Service and East Sussex Fire Authority;

3 (o) (p) Promote, manage and support health and safety principles and practice in line with the policies of East Sussex Fire & Rescue Service and East Sussex Fire Authority, this includes: Being fully conversant with the Service s Health and Safety Strategy; Maintaining personal health and safety and that of others whilst at work in accordance with paragraph of Part 1 of the Service s Health & Safety Manual. Promoting best practice with regards health and safety at all times; Supporting the Chief Fire Officer and Chief Executive in the implementation of the Service s Health and Safety Strategy. Support the Service by dealing with members of the public in a respectful manner. LIMIT OF AUTHORITY 1. Personnel: No authority to appoint or dismiss 2. Financial: No authority NOTE: This job description sets out the duties of the post at the time it was drawn up. Such duties may vary from time to time without changing the general character of the duties or the level or responsibility entailed. 4 EAST SUSSEX FIRE AUTHORITY Person Specification Qualifications PERSONAL ATTRIBUTES REQUIRED 1. Relevant fire safety/petroleum practitioner or enforcement experience gained in the fire and rescue service or local authority or equivalent. 2. Relevant petroleum safety qualifications (e.g. APEA or BTEC) together with previous experience as a Petroleum Officer gained in the fire and rescue service, local authority or petroleum industry. ESSENTIAL OR DESIRABLE 3. Level 3 Diploma in Leadership & Line Management (or equivalent). 4. NEBOSH General Certificate, or equivalent. 5. Evidence of having undertaken a course of study in legal practices relevant to enforcement work, including matters such as investigative interviewing, statement and report writing, court room skills and giving evidence. 6. Recognised professional training or qualifications in Investigative Practice, or other equivalent legal practices. 7. Corporate Member of the Institution of Fire Engineers. 8. Registered Engineering Technician or evidence of working towards achieving this accreditation. 9. Evidence of working to achieve further academic achievement in relevant technical petroleum/fire safety subjects. Experience 1. Practical experience of the management of equality principles and practices. 2. Experience as an Inspecting Officer in an enforcement role and a petroleum safety function. 3. Experience of partnership working with private and public authority partner organisations.

5 Knowledge/Skills/Abilities 1. Analytical and presentation skills in relation to complex issues. 2. Verbal/numerical/written/ keyboard skills, good communicator. 3. Good critical thinking, ability and imagination to anticipate and manage change. 4. An understanding of and commitment to the principles of equality and diversity. 5. An understanding of and commitment to health & safety and occupational health in the workplace as appropriate to the Fire Service. 5. A knowledge and understanding of the challenges facing public services and the Fire Service in particular. 6. Drive and enthusiasm to continuously seek out and develop best practice. 7. Able to work to strict deadlines. 8. Knowledge of a wide range of legislation relating to petroleum safety enforcement and of the Service s role as a regulator and consultee in relation to such legislation. 9. Knowledge of the primary Authority Partnership scheme. Other 1. Ability to work with colleagues from other disciplines to achieve progress in implementing policies and programmes. 2. Current full driving licence (car) with no pending issues. 3. Evidence of commitment to further personal development.
