8 Issues identified Poor women have limited access to legal and judicial institutions Lack of awareness and knowledge and high transaction costs are the main reasons. Legal Aid Cells all over the country not fully optimized. Still- high transaction cost.. Low awareness on various rights Less negotiating capacity with legal and judicious institutions Low awareness on access to various development programmes.

10 Project- Goal Strengthening the role of ICT in providing the legal, constitutional and human right awareness among women and enable them to interact with appropriate institutional mechanisms Developing a model and road map for Legal Aid Cells and National Legal Services Authority (NALSA) in ICT based legal literacy programmes and conciliation process Enhancing their negotiation capacity with various stakeholders at the household level, at the community level as well as at the enterprise level for ensuring effective livelihood security.

11 Approach Capacity building through self-directed learning ICT enhances the canvass for self-directed learning VDIYAL learnt this from another project supported by Common Wealth of Learning (COL) in the context of savings, crediting and micro-enterprise management

12 Project objectives Promoting Self-Directed Learning in legal, constitutional and human rights among poor women using mobile phones Orienting the present Women Conciliation Centre with ICTs and enabling large scale interactions with less transaction cost. This would be done with the establishment of Village Knowledge Centres

13 Project objectives Helping the women members identifying their eligibility in various development programme of state and central government using Indian Citizen Eligibility Identification System (ICLIS) strengthening the horizontal transfer of knowledge in legal, constitutional and human rights through structured mobile phone conversations among women

14 Project area and Target Population Theni District in the state of Tamil Nadu The project will focus on 4000 women members of Self-Help Groups and their families

15 Major Project Partners Vidivelli Women Federation Arul Anandar College, Karumathur, Madurai Legal Aid Cell, Government of Tamil Nadu Common Wealth of Learning (COL) M. S. Swaminathan research Foundation (MSSRF) and AIRTEL-IFFCO

16 Expected outcomes The negotiating power of the women among the SHGs will increase. There will be proven negotiating processes with banks, governments and marketing agencies. At the household level, assets owned by women will increase. Total Credit flow of Rs.2.00 crores from various financial institutions for micro enterprises The project will become a role model for Legal Aid cells and NALSA.

17 Expected outputs 3,600 person/hours of formal learning 10 locally produced VCD materials 96 locally produced Voice Mail materials regularly mailed to 250 SHGs and 300 members. 26 Women Conciliation Centre Meetings using ICTa 600 hrs of conversations relevant to legal, constitutional, human rights and livelihood through horizontal transfer of knowledge 60 hours of interaction with legal experts and WCC Touch Screen Based ICLIS in Three centres with Multi-media based ICLIS software package.
