Currently he is working as a Service Delivery Improvement Specialist at HSS USAID Bridge project. He led the process of designing and implementing the Family Planning Service Delivery Improvement Collaborative FPSDIC in selected MOH health centers and hospitals, this process included engaging different stakeholders in a collaboration to increase access, and quality of FP services through dynamic, data driven project using a continuous performance based monitoring approach. In addition assisting MOH in improving the implementation of human resource planning and management tool (WISN) to allows facility managers to advocate for the right number and mix of staff. Dr. Aqel is leading a multi-disciplinary service delivery team in executing and monitoring the FP improvement interventions. Before that he worked as a Vice President, Vice Dean and Director of Transformation at Luminus Group, leading the efforts of transforming Luminus educational and training programs from the national level to be internationally accredited and recognized with focus on adopting educational and training programs that end up either with employment of youth or helping them to start up their own businesses (become entrepreneurs), contributing by that to find solutions to unemployment particularly between youth in the age group between 16 and 24 years as well as creating opportunities for the least served youth in Jordan such as but not limited to orphans in collaboration with AMAN Fund and IYF. This process involves reviewing socio-demographic and market assessments and communicating with different stakeholders (Government, NGOs, Private sector, and Community leaders) to create Public Private Partnerships PPP enabling the environment for education to employment. The process also included using data from previous studies and research conducted by government bodies, NGOs, McKinsey and Company, and IFC to define needed programs. Dr. Aqel led the designing of the new education for employment E4E programs to include needed soft skills and life skills courses to bridge the skills mismatch gap between the graduates from youth and market demand through adoption of the Passport To Success PTS program (life skills capacity building developed by the International Youth Foundation IYF, USAID funded program) to equip youth with the needed life skills. Dr. Aqel also managed successfully two USAID projects in entrepreneurship and business incubation to provide graduates from youth with the needed capacity to start up their own businesses. Prior to his current job, he worked for Initiatives Inc., Boston, subcontractor for Abt associates as the Senior Management Task Manager and acting QI team leader at Health Systems Strengthening Project

He has worked as a management consultant and trainer with the Ministry of Planning (IRADA Project), worked at BusinessEYE (a UK-based business solutions company working in the MENA region), and as an academic Instructor in Management/Marketing at Philadelphia University in Jordan. Through his work as a senior Management Task Manager for Health Systems Strengthening (HSS) project- USAID Jordan, Dr. AQEL has led the project efforts in building management and leadership capacity for higher and middle management at the Ministry of Health (MOH), this included developing and institutionalizing strategic and operational planning at all MOH levels, developing and institutionalizing a supportive supervision system at the health directorate level to improve performance, he led and guided the development of the MOH Family Planning Strategy, NCD Strategy, Health Education and awareness Strategy, and Quality Directorate Strategic plan, he also led the process of Job descriptions development for all MOH staff at all levels. Dr. AQEL is a Certified Accreditation Preparedness Consultant from the Health Care Accreditation Council HCAC, Certified Surveyor for Hospital Accreditation from HCAC, Certified Master Trainer-of Trainers (Master TOT) and has completed numerous professional courses such as: Project Management Professional (PMP), SPSS, Knowledge Management, M&E Fundamentals, Data use for program managers, Data quality, Mini MBA in Entrepreneurship, and ISO9000 & Internal Auditing. Dr. AQEL also has excellent team forming and leading skills as well as being active team player. He has a PhD in Marketing from Amman Arab University- Jordan, Msc in Marketing from Huddersfield University- UK, a Bsc in Electro-Mechanical Engineering from Balqa University- Jordan, and a Diploma in Nursing from Institute of Applied Science- Kuwait. Scope of work included: Facilitate two days' workshop for the board of directors to conduct situational analysis/swot analysis and identify future strategic directions.
