Established in 2003, MC works across Africa and Southeast Asia with communities, government and non-government agencies, academic institutions, and local and international organizations, to ensure good evidence supports delivery of effective services for disease control. We have built a strong reputation for comprehensive malaria control and we continue to link our work on malaria with public health interventions where similar or integrated approaches to delivery can lead to increased impact and help strengthen health systems. Malaria Consortium believes that the best results come from the implementation of approaches that are underpinned by solid evidence from the research, monitoring and evaluation that pervades our work. Only if these elements are in place will there be positive and lasting results, which can be replicated, scaled up and, ideally, lead to systemic change. Sustainability is also profoundly important to Malaria Consortium s work. We emphasize national ownership, project harmonization with existing systems, and capacity building at all levels within both the public and private sectors. Wherever possible in our projects, we use existing institutional systems and local resources to help ensure long term sustainability. Country and project background Since 2007, Malaria Consortium is a key partner to support the Cambodia s National Centre for Parasitology, Entomology, and Malaria Control (CNM) to monitor the changing malaria epidemiology within the context of available interventions and to pilot and assess the conditions necessary to achieve malaria elimination.

2 Malaria Consortium (MC), under the umbrella of PSI Cambodia and in coordination with HPA and PFD, have been granted by the Global Fund for AIDS Tuberculosis and Malaria (RAI2E grant) a 3 years' grant to assist the Provincial Health Department and all Operational Districts of Kampot, Kep and Takeo Provinces in delivering the package of services for Malaria response. From January 2018 until December 2020, MC will provide budget to the ODs and PHD for running the activities agreed in the national work plan and will provide technical assistance for delivering of the services Scope of work Project Support Officer will work on daily basis with the Provincial Health Authorities and Operational District staff of Kampot and Kep Provinces. He will ensure that the program activities are implemented as planned. Project Support Officer will work closely with MC Finance Field Assistant to assist the Operational District staff in registering and paying VMW and Health Centre staff with mobile payment services. Key working relationships Project Support Officer will work with MC Finance Field Assistant in charge of the same provinces and will interact on a daily basis with the Kampot/Kep Operational District staff. He/she will work under direct supervision of the Field Implementation Manager and support from the technical or management team. Key accountabilities (percent of time spent on each area) Project Management (70%) Assist the ODs staff in executing the planning of the project and ensure that activities will be performed on time in compliance with donor and MC policies and procedures. Assist OD/PHD staff in preparing regular technical and financial reports Regularly monitor and alert the Field Implementation Manager of situations that can put at risk the project execution, contractual compliance and timely report; Execute alternative action plans to overcome situations that can put project completion at risk. Escalate key issues in project execution to the Field Office Coordinator; Keep good collaboration with Health Centers staff, Village Malaria Workers and Mobile Malaria Workers to ensure activity implementation; Participate in any training or meeting required during project implementation; Provide key data and information from the field and villages to the Program Coordinator and help to collaborate in reforecast preparation. Assisting OD staff in setting the e-payment mechanism for all concerned activities (training, VMW meetings ) and ensuring payment are been transferred correctly. Collaborate with Finance Field Assistant, Field Implementation Manager and Logistic Assistant/Driver to ensure that resources are managed in line with Malaria Consortium policies and procedures; Partnership Building and External Communications (15%) Attend working groups and other meetings as a Project Support officer of Malaria Consortium and feedback from these meetings to the Field Implementation Manager; Identify and communicate training needs missing in partners (OD and PHD) to comply with GFATM requirements;

3 Additional Responsibilities (15%) Actively promote and adhere to Malaria Consortium s safety and security plans; Represent and promote Malaria Consortium as a Project Support Officer at every opportunity; Perform other duties as required by the Field Implementation Manager. Person specification Qualifications and experience: Essential: Technician in a health care area, social work, public administration or other related area Desirable: Bachelor degree in health care area or social work. Work-based skills: Essential: Experience in malaria project implementation at field level in the public health sector; Ability to work as part of a team with people in need, maintain strong relationships with community and partners; Leadership, prioritization and communication skills; Excellent command of Khmer and able to communicate in English language Desirable: Good knowledge of e-payment system (WING or others) Good command of Microsoft Windows
