1 Terms of Reference (ToR) For Conducting Upazila Based Service Mapping 1. Overview of the Organization: Date: January 07, 2018 Acid Survivors Foundation (ASF) was formed on 12 May 1999 with the growing concern of the rising trend of acid violence in Bangladesh. It began its journey with a vision to reduce and eventually eliminate acid attacks in Bangladesh and ensure that survivors, especially women and children are able to live with dignity. It has been working towards its vision by working on an integrated approach, using a holistic (bio-psycho-social) multi-stakeholder approach, which includes: prevention of acid and burn violence, comprehensive medical support, legal assistance, research and advocacy, and social and economic rehabilitation to combat acid violence from Bangladesh. Through ASF s comprehensive efforts the number of acid attacks over the years has been reduced. In the year 2002, the highest number of attacks was seen with 496 recorded attacks with 494 incidents. However, the trend started to decline from 2003 and in 2016 there were 44 numbers of incidents affecting 50 victims. 2. Brief Description of the Project: ICT based response and support mechanism to address Violence against Women and Girls is a two years project, covering the period from June 2017 to May ASF has been implementing the project in 4 Upazilas (16 Unions) of two districts, Narsingdi and Bogra in cooperation with two partner NGOs, POPI for Narsingdi and Light House for Bogra District. The project will focus on developing an ICT based prevention and response mechanism while strengthening access to comprehensive support services. Through the project, ASF will build the capacity of the survivors of two districts to prevent, report and respond to acid and other forms of violence and also engage with the groups, committees and other stakeholders to be a part of the ICT based response and support mechanism. The project will introduce a Phone/SMS based alert system to report incidents of acid and other forms of violence. A help desk will be established at the district level to maintain the alert system and quick respond to the victims for their medical, legal, psycho-social, etc. supports. ASF s prevention initiatives under this project will involve developing local community volunteers, engaging students, men and boys and equipping them with the knowledge and skills to increase reporting of VAWG through the Phone/SMS based alert system. ASF will also develop their capacities in the selected districts to prevent violence and strengthen reporting of incidents of violence. Page 1 of 6

Purpose of the Consultancy: As the project intends to provide comprehensive support services, ASF has planned to conduct an Upazila based service mapping by including selected four Upazilas of two districts to identify the existing available and accessible services, and service delivery mechanism to support the victims. Through this consultancy, ASF also intends to map out service providers offering different services including medical, legal, psycho-social, rehabilitation along with their locations, addresses, contact details, etc. There are a good number of government and non-government organizations (NGOs) involved in providing services in the project areas; however, there is a lack of coordination among the service providers. Furthermore, referral and linkage mechanisms are not work well between the GOs and NGOs based on their mandate, scope and work modalities. But, in order to provide quality services and make strong linkage between the service providers, it is necessary to develop a strong database with their detailed information and effective monitoring system are required so that survivors can easily receive emergency services from them. By this context, ASF strongly believes that through this mapping not only we can identify the required services to the survivors, but also can identify the gaps or limitations that exist in those programs. 4. Objectives of the Assignment: Overall Objective The overall objective of the consultancy is to map out the existing available and accessible services (medical, legal, psycho-social, rehabilitation, etc.) provided by the government and nongovernment organizations and other private sector to the survivors, and the gaps or limitations that exists in those programs. Specific Objective To determine the supports required for women and girls survivors of acid and other violence To identify the existing available and accessible services, and service delivery mechanism/procedure to support survivors and its effectiveness To develop a database with detailed information of service providers offering services to the survivors along with their locations, addresses and contact details To understand the roles and responsibilities, gaps and limitations and capacity needs of service providers regarding the services provided to survivors To understand about the existing referral and linkage system between the service providers 5. Methodology: The mapping should consist of the following methods: a) Review of relevant documents including laws, policies, roles and responsibilities, service provision guideline, reports, brochure or booklets, process and procedure of service delivery, structure and operations, areas of specialization, geographical coverage and other organizational information of service providing institutions. The Consultant/Firm will also review the National Plan on VAW, NWDP, etc. and other relevant documents of the project. Page 2 of 6

3 b) Conduct Structured Interviews, FGDs, KIIs, Questionnaire Survey with the relevant staff/authorities/officers to capture the views, experience and ideas of beneficiaries, and other relevant stakeholders within the services sector on relevant issues. c) Conduct organization visit for assessing and observing the all relevant records, documents, capacities, performance, gaps and challenges of the service providing institutions in the field of services they provided to the survivors. It is expected that the data collection methodologies and determine of sample size should be considered in line with the discussion and agreement between the mapping team and ASF. 6. Working Area: The consultant/firm will conduct the mapping in four Upazilas of two districts, Narsingdi and Bogra by including the following Unions. However, they will cover the information of district level services on relevant issues during conducting the mapping at Sadar Upazilas. Scope and Focus of the consultancy Work Birkedar Malancho Paikar Narahotta Conduct inception meeting for the assignment and preparing an inception report Gathering and reviewing of all necessary documents mentioned in section 5 (a). Design the mapping in consultation with ASF staff in a meeting with appropriate methodology, timing, roles and responsibilities of the team members, etc. Develop and finalize the tools based on consultation with ASF staff, and conduct field testing Recruitment and implementation of the training for enumerators and supervisors Data collection of the available services and service providers offering medical, legal, psycho-social and rehabilitation services to the survivors, and the existing referral mechanisms/linkages between the service providers with other stakeholders/sectors. Data cleaning, validation, entry, analysis and synthesis Page 3 of 6

4 Develop a database containing all the relevant information about the identified service providers (both government and non-government organizations) including their names, location, offering services, contact details, etc. Develop and submission draft mapping report Organize a findings sharing workshop with the ASF staff and other relevant stakeholders for seeking their input on the findings Incorporate feedback and finalize the report, and submit to ASF The assigned tasks will need to focus on the abovementioned aspects, however, are not limited to them. Other associated tasks may and should be undertaken based on discussion and need. 8. Required Experiences, Skills and Competencies: The consultant or firm will ensure that relevant members from the assignment execution team should possess the following experiences, skills and competencies: Experiences Minimum 10 years experience in designing, implementing, managing and coordinating of service mapping, stakeholder analysis/mapping, assessment, survey/research, etc. The lead researcher and the members of the team should have excellent academic and research background and have proven track record in conducting similar assignment Research experience on VAWG, GBV, Acid Violence, Rights, Service Provision, etc. issues and working with survivors of acid and other forms of violence will be a strong advantage Knowledge and experience of using research/survey/mapping concept, approaches, tools, techniques, methodologies, sampling, etc. Experience in qualitative and quantitative data collection, validation, entry and analysis using statistical software and drafting skills Skills and Competencies: Strong analytical skills on gender analysis in overall aspects of mapping designing and conducting Excellent communication and facilitation skills as well as fluency in English Ability to work collaboratively with multiple individuals and groups Demonstrate excellent interpersonal and professional skills in interacting with ASF and different stakeholders of ASF Ability to produce high quality work under tight timeframes Evidence of having undertaken similar assignments Ability to develop high quality research/survey/assessment/mapping reports in English 9. Team Composition: The Consultant or Firm will ensure that all selected team members assigned to the particular assignments allocate the time specified inside the proposal. Moreover, the team leader of the assignment should be present at all major meetings as required by ASF. The applicants are highly requesting to keep one gender expert and a doctor among the team members. Page 4 of 6

Key Deliverables The Consultant or Firm will provide the following deliverables: An inception report with the detailed work plan, approach, appropriate methodology and implementing arrangements for conducting the mapping Final tools/instruments of the service mapping Field manual for enumerators and supervisors Training report of required number of enumerators, supervisors and data entry staff Draft report which will be submitted within 07 days after completion of the field work Presentation of the key findings to the stakeholders The final report of the assigned task which will be submitted within five days after the findings dissemination workshop with the stakeholders Database that will be developed by containing detailed information of the service providers Note: All deliverables will be submitted in 2 copies; in hardcopy and softcopy in editable form. 11. Duration of the Assignment The expected duration of the assignment is a maximum period of eight weeks, i.e. two months from 01 February 2018 to 31 March The consultants will be expected to start working from the date of singing the agreement and complete all responsibilities within agreed time. 12. Budget/Payment Procedure Applicants are expected to submit their financial proposal (inclusive VAT and Tax) for the entire exercise. Please note that all VAT and TAX amounts will be deducted from the total amount at source (i.e. ASF) as per Government Regulations. The consultant/firm will be paid in phases upon completion and submission of key deliverables. The payment schedule will be as follows: 30% of the contract sum will be paid upon submission of a satisfactory inception report 20% of the contract sum to be paid upon completion of data collection, validation, entry, etc. 20% of the contract sum to be paid upon satisfactory submission of a draft report 30% of the contract sum will be paid upon submission and acceptance by the client of a comprehensive final report 13. Institutional Arrangements The assignment will be executed by the Individual Consultant or Consultant Firm with the collaboration of ASF. An ASF team comprising with the members of Senior Management Committee will work closely with the consultant or firm throughout the assignment who will provide regular feedback, guidance, advice and take major decisions associated with the assignment. The Manager-PME & MIS will be the main contact person between the consultant or firm and ASF and coordinate relevant activities to ensure the proper implementation of the assignment. The Manager of Programme along with other relevant staff from ASF program unit will provide mapping design related input. The Executive Director will provide overall supervision and guidance during the process of the assignment. The Consultant or Firm will report directly to the Executive Director, ASF. Page 5 of 6

6 14. Application Process Interested Individual Consultant or Consultant Firms are invited to submit an Expression of Interest (EOI) for delivery of the assignment. The EOI should include: Both Technical and Financial proposals Detailed technical proposal will include proposed methodology indicating the overall process including sampling, quality assurance, time frame, etc. for undertaking the mapping Clear work plan including outputs/deliverables and detailed time frames The financial proposal will include detailed budget containing total costs as per man-day rates, work plan and any other costs anticipated in undertaking process of the assignment Detailed CV of the consultant/firm with full description of the profile and experience Contact details from at least two independent referees with in-depth and proven knowledge of the applicant s expertise and relevant work experience Sample of 2-3 relevant studies/mapping previously produced A cover letter outlining the suitability of consultant or consultant firm for the assignment, motivation and summarizing relevant experience 15. Deadline of the Application The application (in English) to be sent only in hard copy by-hand or by registered post to reach at ASF on or before pm, January 17, Submission of proposals should be addressed to: Executive Director Acid Survivors Foundation (ASF) CRP Bhaban (6th Floor), Plot- A/5, Block-A, Section 14, Mirpur, Dhaka Evaluation and Selection Process The selection process of the Consultant or Firm will be based on the set of criteria developed by the ASF Bid Committee to evaluate the proposals. The Bid Committee will evaluate the proposals by using the combined scoring method. Technical proposal will be evaluated on 70%; whereas financial proposals will be evaluated on 30%. The short listed bidding consultant or firm may be asked for a formal presentation prior to the final selection. The successful bidder should sign a contract with the ASF to undertake the assignment. 17. Ethical standards and Intellectual Property Ownership and copyright of all data, drafts and final products of the assignment will be the sole and exclusive property of ASF and restricted for public use. The consultant or firm will submit all original documents, materials and data to ASF. 18. Disclaimer ASF reserves the right to accept or reject any or all proposals without any reason whatsoever.
