On 15 th July 2003, NADREPs, on behalf of their National Armament Directors, endorsed 1 the recommendations of the CNAD Life-Cycle Management Group concerning the group s Mandate, Terms of Reference and Transition Working Structure as presented following the first meeting. 2. The paper presenting these recommendations, as submitted to NADREPs, is attached at Annex for information. 2 CNAD Life-Cycle Management Group (LCMG) Terms of Reference and Working Structure Introduction 1. The Council Review of Committees, approved in October 2002, instigated major reductions in the number of NATO Committees and Groups. As part of these reductions, the CNAD groups AC/250 2, AC/301 3, AC/313 4 and AC/325 5 and their sub-structures have been merged to form the CNAD Life-Cycle Management Group (LCMG), designated AC/ The LCMG held its first meeting on 1 st and 2 nd July 2003, at which the proposals for the Group s Mandate, Terms of Reference and an initial working structure, prepared by an Implementation Team, were reviewed. NADREPs were advised of the Implementation Team s proposals in April and agreed that these be given detailed consideration by the Group at its first meeting 7. Recommendations by the Group 3. At the first meeting, the national representatives of the 16 NATO nations 8 and 12 Partner nations 9 present agreed on the group mandate and terms of reference to be recommended to CNAD, as follows: 3.1 Mandate stating the Area of Responsibility: «As a Main Group subordinate to the Conference of National Armaments Directors (CNAD), to be responsible for NATO policies, methods, procedures and agreements concerning the acquisition, use, support and disposal of armaments systems and services and equipment to meet NATO life cycle, quality and interoperability requirements.» 3.2 Terms of Reference: as at Appendix Initial Working Structure. 3 appropriate to first prepare a Policy and a future Programme of Work for the group, before deciding on the working structure. To this end the group proposes to establish an Ad Hoc Working Group (AHWG) on Policy and an AHWG on Programme of Work and Structure to prepare recommendations, based on the work of the Implementation Team, to be presented to the second meeting of the group in January Ongoing Activities. To maintain the essential work activities of the former four groups, an AHWG to address ongoing activities is proposed. This group will manage the completion of the former groups ongoing activities, the work being undertaken by task groups, lead nations or custodians as appropriate. Four working groups of the former groups were invited to continue work as AC/327 Task Groups on NATO Government Quality Assurance publications, Reliability and Maintainability publications, Environmental Conditions and Test Procedures publications and the Harmonisation of Electromagnetic Environmental Effects (E3) respectively. 6. To summarise, Appendix 2 shows the three AHWGs proposed for the period to the January 2004 LCMG and the volunteer national Chairmen and nations intending to participate. Conclusions 7. The merger of the former CNAD groups AC/250, AC/301, AC/313 and AC/325 has been concluded through the formation of the CNAD Life-Cycle Management Group. 8. The new group has agreed a group Mandate and Terms of Reference and a way ahead to establish a LCMG policy, programme of work and structure. The group proposes to bring recommendations on the resulting working structure to the CNAD following a second meeting in January A way ahead to address the ongoing activities of the former groups has also been established. Recommendation 10. National Armament Directors are invited to endorse the recommendations of the CNAD Life-Cycle Management Group for the group Mandate and Terms of Reference, and to agree the way ahead for establishing the group structure as presented in this paper. 1-2

4 APPENDIX 1 Recommended Terms of Reference for the CNAD Life-Cycle Management Group. AREA OF RESPONSIBILITY 1. As a Main Group subordinate to the Conference of National Armaments Directors (CNAD), to be responsible for NATO policies, methods, procedures and agreements concerning the acquisition, use, support and disposal of armaments systems and services and equipment to meet NATO life cycle, quality and interoperability requirements. BASIC MISSION 2. To provide the means for life cycle processes to be applied to NATO armaments projects and cooperation. COMPOSITION 3. The LCMG is to be composed as follows: 3.1 Chairman: Elected from national nominees for a term of two years. 3.2 Vice-Chairman: Nominated from the Directorate of Armaments Planning, Programmes and Policy. 3.3 Members: NATO nation and Partner nation representatives with the knowledge and authority to support the Group in meeting its responsibilities. They may be supported by additional staff and experts as required. 3.4 Observers: Representatives of other NATO Bodies, NATO Military Authorities, NATO Projects and Agencies that provide inputs to the activities of the Group, and/or benefit from the outputs of the Group. 3.5 Secretarial and administrative support for the Group will be provided by the International Staff, Directorate of Armaments Planning, Programmes and Policy. TASKS 4. The tasks of the LCMG will reflect the priorities of the CNAD Management Plan and other priorities collectively agreed by the nations. 5. The LCMG will develop and maintain Life Cycle policy, methods, procedures and agreements covering, but not limited to, the following: 1-3

5 APPENDIX 1 - Government procurement practices - Project management methods and procedures - Modalities for Memorandum of Understanding (MOU) and contracting - Quality Assurance requirements - Government Quality Assurance framework - Life Cycle information framework - Life Cycle cost issues - Risk management requirements - In-service environment definition and testing requirements - Integrated logistic support - In-service support requirements and execution - Obsolescence management requirements - Disposal management requirements - Technical interoperability requirements. 6. The LCMG will ensure effective liaison with other NATO and non-nato bodies working in or associated with its area of responsibility. 7. The LCMG will address issues relating to industrial collaboration as required, liaising with Industry through NIAG. ORGANISATION AND WORKING METHODS 8. The organisation and working methods of the LCMG will be developed by the LCMG on the basis of the CNAD Management Plan and the decisions and guidelines of CNAD. 9. The LCMG will report annually to the CNAD on the progress of its work and on interim progress as and when required. 10. NATO nations retain the right to meet among themselves. 1-4
