Job Purpose and Organizational Context Djibouti s fundamental development challenges remain to reduce widespread poverty and unemployment, and to diversify its economy to reduce dependence on the ports. Twenty three percent of the population lives in extreme poverty and 48 percent of the labor force is unemployed. The unemployment rate reach 70% for youth (less than 30 years old). Djibouti is host to 13 Resident agencies (WFP, UNICEF, UNDP, UNHCR, IOM, UNFPA, FAO, WHO, UNAIDS, UNESCO, UNDSS, IMF and the World Bank). In addition, 4 non-resident agencies have ongoing programmes in the country (UNIDO, IFAD, UNHCHR, and IMO). The United Nations Development Assistance Frame Work (UNDAF ) with inter-agency/government thematic working groups serves as the main coordination framework. It has three main pillars, namely i) governance and economic development, ii) access to basic services and iii) resilience to natural hazards and food insecurity. These are the goals and the interventions towards which all UN agencies are working. A communication officer is called upon to render visible the results of different projects and programmes undertaken by UNDP. The position of Communication Officer has been set up in the Country Office in recognition of the scale and complexity of UNDP Programme in Djibouti and the requirements of visibility, building partners relations, and in the end mobilize resource and build a sound resource base for an innovative Programme combining the three pillars of UNDAF. 1

Supervision Name of Supervisor: Jaime de Aguinaga Garcia Title of Supervisor: Deputy Resident Representative Content and methodology of supervision: The JPO will work under the daily supervision and coaching of the Resident Coordinator and the UNDP Deputy Resident Representative of Djibouti. The coaching methodology will be based on MDP (Management Development Performance). This is a performance monitoring system focused on results management and permanent dialogue. In agreement with the supervisor, the JPO will prepare a work plan with measurable results to be achieved during the year. This work plan will be the basis on which the supervisor can coach and oversees the JPO. Weekly working meetings will be held to discuss the objectives and outcomes to be achieved. These meetings are in fact a place of exchange and learning. Training will cover: - Collection of information on the progress and achievements of projects executed by the Coordination Unit and the UNDP office in Djibouti. - Monitoring and evaluation. - Communication. - POPP. - Project management. - Communication for Development. III. Duties and Responsibilities and Output expectations Under the direct supervision of the Resident Coordinator and UNDP Deputy Resident Djibouti, the JPO will monitor and coordinate communication activities, in close collaboration with the Programme Officers of different UN agencies and the UNDP Associate for Information and Communication Technology. In general, the JPO will be involved on all aspects related to the development and implementation of a communication plan. The JPO will support, the Office of the Resident Coordinator (40%) and the UNDP office (60%), and assume the following responsibilities: 1) RCO (40%) a) Strategic development of communication: - Develop and implement the communication strategy of the UN Coordination Office. - On the basis of the communication plan, decide and identify on communication activities to be implemented according to a program and a precise timetable. b) Website / social networks: - Develop a new website for the UN Coordination Office in Djibouti and maintain it daily. - Manage and intervene in the social networks, Facebook and Twitter of the UN Coordination 2

3 c) Advocacy / Resource Mobilisation (RM): - Co-Chair meetings of the inter-agency UN Communication Group. - Contribute to the production of the communication tools including posters, brochures, flyers, promotional films, photo bank and the Website that promotes UN Coordination Office. - Liaise and maintain relations with the media for conference for organizations, writing articles and press kits and releases. UNDP (60%) e) Strategic development of communication: - Update and implement the communication strategy of the Country Office - On the basis of the logical framework and expected results of the programme, propose a Communication Plan covering communication activities to be implemented according to a program and a precise timetable. f) Website / social networks: - Make the UNDP Djibouti web site a real instrument of interactive communication - Manage and participate in social networks, Facebook and Twitter of UNDP Djibouti. g) Advocacy / Resource Mobilisation (RM): - Assist the Deputy Resident Representative in the development and monitoring of a programme budgets covering communication aspects, information and advocacy. - Contribute to sensitizing target populations on program activities. - Producing content tools/communication materials and promotional materials based on objectives & targets. - Contribute to the achievement of all the materiel and supports necessary to promote the Office UNDP Djibouti and to innovative activities including posters, brochures, flyers, promotional films, photo bank and the Website in connection with the Communication. - Liaise and maintain relation with the press for conference for organizations, writing articles and press kits and releases. h) Knowledge Management: - Document, report and disseminate the lessons learned - Collaborate with the evaluation and supervision missions notably in the area of knowledge management, communication and documentation of innovations. - Collect, record and maintain information concerning the activities in the program by reviewing reports and exploiting available sources of information. - Collect, disseminate, and document, in collaboration with the Programme Officers information and lessons learned throughout the program during evaluation - Propose to all the Program Officers initiatives aimed at improving communication and promoting it. - Ability to promote knowledge management in UNDP and to facilitate the foundation of a learning environment in the office. 3

5 V. Recruitment Qualifications Education: Higher education degree (4 years minimum) in communication or related field. Experience: - Proven experience of at least 2 years in equivalent positions in development projects with experience in the relevant field (development of communication tools / media). - Ability to listen, communication and adaptation. - Strong sense of relationships. - Proactive and commitment. Language Requirements: - Excellent ability to communicate in French, both spoken and written - English is an excellent asset Other desirable education, languages and work experience: - Computer skills including social networks VI. Training and Learning As part of the UNDP JPO programme overall framework, the JPO will benefit from the following training and learning opportunities: Participation in a two-week long Programme Policy and Operations Induction Course in New York within the first 3 to 6 months of assignment Use of yearly JPO duty-related travel and training allocation (DTTA), as per the online DTTA guide Other training and learning opportunities, as presented in the UNDP JPO Orientation Programme In addition, the JPO will benefit from the following specific training and learning modalities/opportunities in the receiving office: Training components: - Project management / programs including Atlas; - Monitoring and evaluation of project and programme development - Results-Based Management; - Communication for Development. Background Information Information on the receiving office: The different units that manage UNDP projects and programs are under the supervision of the Deputy Resident Representative who is an international staff. The office is headed by Resident Representative/Resident Coordinator who is also an international staff. The UNDP office has three units: development programme, health programme and operations Living conditions at the Duty Station: The country covers an area of approximately 23,200 km², the Republic of Djibouti. It is located between the 11th and 12th degree of north latitude and between the 41th and the 43th degree of longitude. Limited to the North / West Eritrea, south-west Ethiopia and to the southeast by Somalia, it is bordered by a coastline of 370 km. The hot climate of Djibouti is characteristic of the coastal desert zone of this part of East Africa. With an average temperature of 35 degrees centigrade and 45 degrees spikes, Djibouti is one of the hottest spots in the world. The official languages are French and Arabic. Teaching is in French. There are schools in Arabic. The country's economy is mainly based on the tertiary sector (banks, transport, and insurance. The Djiboutian currency is convertible. A peg to the dollar Djibouti francs to $ 1 per 177 Djibouti francs is guaranteed by a currency board system (CB). The Islamic religion is practiced by almost all of the population. Religious cults Catholic, Protestant and Orthodox Christians are also practiced in the capital where there are churches. The country hosts many international military bases and is significantly more safe than any other country in the region.
