Mission As an attached office of Ministry of Housing and Urban Poverty Alleviation, NBO is playing a pivotal role in to collection, collation, compilation, reporting and analysis of urbanization- related statistics and bringing the BSUP projects under JNNURM for the consideration & approval of Central Sanctioning & Monitoring Committee (CSMC). NBO intends to involve itself in RAY, a scheme for slum free cities. Objective 1 1) Collection and dissemination of data on housing and slums to further the goals of Planning and Policy making 2 2) Advocacy and Capacity Building for Programme achievement 3 3) National Resource Centre /Knowledge Centre for Housing, Urban Poverty and Slums. 4 (4) National /Regional consultation on HSUI 5 (5) Implementation of JNNURM 6 (6) Completion of Slum Survey in 150 Cities in the country 7 (7) Technical support in the conduct of SECC-2011 in Urban Areas Functions To act as a national resource centre and repository on urban poverty, slums, housing, building construction and related statistics, networked with similar resource centres at State and Urban Local Body levels and internationally To collect, collate, validate, analyse, disseminate and publish building construction, housing and other related statistics and statistical reports from time to time; To bring out compendiums on urban poverty, slums, housing and build construction statistics and applied research publications analyzing statistical data gathered from various sources such as the Census, NSSO etc; To create and manage a fully computerized data centre equipped with appropriate systems and e-governance tools to store, manage, retrieve and disseminated urban data as and when needed for policies and programmes; To conduct regular short-term sample surveys/field studies in various pockets of the country to study the impacts of plan schemes being run by the Ministry of Housing & Urban Poverty Alleviation and other Ministries and to gather primary data as needed; 6 To undertake socio-economic research relating to design, formulation, implementation, monitoring, review and impact evaluation of policies, plans, programmes and projects covering areas such as slum development/up

10 page : 10 of 17 Generated on : 03/08/2012 Section 4: Description and Definition of Success Indicators and Proposed Measurement Methodology The various success indicators and the proposed measurement methodology are as detailed at section 2 and 3 above in the respective columns which is basically numerical numbers, amounts released and timely disposal. Given the complex and multi- dimensional issues pertaining to urbanization in the country, a need is perceived to systematize the data collection and preparation of Slums, Slum Household, Livelihoods profiles of the cities/towns for effective design, implementation, monitoring and evaluation of schemes. The data so collected will also strengthen the central statistical systems pertaining to urban poverty, slums and livelihoods for a better understanding of the related issues. India is passing through a rapid phase of urbanization, thereby creating a huge demand for developmental activities. This in turn leads to huge infrastructure development activities on the supply side.the rising demand for the same has been instrumental in influencing trends in the prices of building materials. The data on the same would reflect the emerging trends in the labour market as well and will finally be an input for effective policy making process. The Ministry of HUPA in collaboration with Reserve bank of India is engaged in development of Housing Start-up Index in the country. HSUI is internationally considered to be one of the leading economic indicators. It captures the movement of the economy and reflects the phase of the business cycle-boom and recession. HSUI has powerful multiplier effect in the economy and across the markets. This is for the first time that the compilation of Housing Start-Up Index is being considered in India. For the development of HSUI, it is essential for the cities and towns to prepare database on building permits issued for housing construction in a city/town. The Central Government has decided to conduct a Socio Economic and Caste Survey of the national population in the year The Socio Economic and Caste Census would be carried out by the respective State Government with the financial and technical support of the Government of India.
