General Summary of Function/Purpose of Position This position serves as the Manager of the Internal Affairs Section which requires an in-depth knowledge of Internal Affairs and their responsibilities. This position is responsible for a wide range of state wide duties. The primary responsibility of this position is to supervise Investigators and read and approve completed investigations. This position manages the AIPAS (Allegations, Investigation, and Personnel Action System) system. AIPAS is the department s reporting system used by all correctional facilities and FOA offices when reporting allegations of employee misconduct. All investigations within the MDOC are reported in AIPAS. This position will disseminate incoming investigations and determine whether the investigation will be handled at the facilities or by IA Investigators. Further duties include monitoring open investigations by IA Investigators and cases in the field and managing the day to day activities within the Internal Affairs Section. Page 1

The total percentage of all duties performed must equal 100 percent. Duty 1 General Summary of Duty 1 % of Time 60 Supervise the day to day operations of the Internal Affairs Section, including the direct supervision of Investigators. This includes approving assignments, time and attendance etc. Manage AIPAS (Allegations, Investigations, and Personnel Action System) within in Internal Affairs Section. Work closely with the Office of Executive Affairs Administrator and Internal Affairs Investigators. Review daily incoming AIPAS investigation requests and determine how cases are disseminated. Confer with and provide direction to Wardens, ADD s, FOA Administrators, and Investigators throughout the State of Michigan regarding new and open investigations. Oversee AIPAS training. Oversee Investigator training. Duty 2 General Summary of Duty 2 % of Time 20 Monitor open investigations. Monitors open Internal Affairs and Internal Affairs Monitored investigations for timeliness. Reviews completed Internal Affairs and Internal Affairs Monitored investigations for completeness prior to making a final determination, consulting with the Office of Executive Affairs Administrator as needed. Provides direction to investigators on assigned investigations. Duty 3 General Summary of Duty 3 % of Time 20 Internal Affairs office management. Cooperate and coordinate with the law enforcement agencies as needed. Review prisoner letters and ensure forwarded for proper handling or investigation, as appropriate. Other duties as assigned. Review and assign investigations based on the conduct and complexity of the case in order to ensure a thorough and complete unbiased investigation. Read completed investigations and make a determination as to whether there is sufficient evidence, insufficient evidence, or no evidence. 17. Describe the types of decisions that require the supervisor s review. 1. Direction on making decisions on critical issues that may impact department-wide issues or dealings with other agencies. 2. Any unusual circumstance that may be politically sensitive in nature or may draw media attention. 3. For all investigations that are considered sufficient evidence. 4. Assigning investigations for high profile cases (i.e. escape, inmate death). 5. Extension requests for all stop order cases. 6. Any corrective action on Internal Affairs staff. 7. Other decisions as determined by the Office of Executive Affairs Administrator. 18. What kind of physical effort is used to perform this job? What environmental conditions is this position physically exposed to on the job? Indicate the amount of time and intensity of each activity and condition. Refer to instructions. Transport occasional heavy boxes and audio-visual equipment; occasionally enter the secure perimeter of a correctional facility and interact with incarcerated felons; day and overnight travel, including driving long distances to various areas of the state and infrequently traveling out of state; sitting for extended periods of time at a computer terminal. 19. This position has the primary responsibility of reviewing AIPAS investigation requests and making a determination as to how the case will be monitored. 2. Monitor Internal Affairs and Internal Affairs Monitored investigations. 3. Confer with and provide direction to Wardens, ADD s, FOA Administrators, and investigators in relation to open investigations. 4. Cooperate and coordinate with local law enforcement as needed. 24. Indicate specifically how the position s duties and responsibilities have changed since the position was last reviewed. The position has changed organizationally and now reports to the Office of Executive Affairs Administrator. There have been minimal redefining of existing job duties. 25. What is the function of the work area and how does this position fit into that function? This position reports directly to the Office of Executive Affairs Administrator and is involved in all Internal Affairs issues crossing all administrations. Page 4

5 26. What are the minimum education and experience qualifications needed to perform the essential functions of this position? EDUCATION: Possession of a bachelor s degree in any major. EXPERIENCE: Four years of professional experience, including two years equivalent to the experienced (P11) level or one year equivalent to the advanced (12) level. OR Education level typically acquired through completion of high school and two years of safety and regulatory or law enforcement experience at the 14 level; or, one year of safety and regulatory or law enforcement experience at the 15 level, may be substituted for the education and experience requirements. KNOWLEDGE, SKILLS, AND ABILITIES: Must be able to effectively practice basic project management skills (planning, organizing, etc.). Ability to work in fast paced and high volume work environment. High volume of reading and reviewing video/audio footage. Good computer skills, including word processing, spreadsheet and data base. Excellent verbal and written communication skills. Critical thinking ability to analyze reports and apply appropriate work rules. Ability to quantify data and report results in a clear and concise format.
