WALK IN INTERVIEW Wildlife Organisation Orissa Forest Department will hold walk-in-interview for engagement of the following individual consultants to be engaged on contractual basis initially for a period of one year which may be extended on the basis of requirement of the Project and satisfactory performance of consultant engaged. Eligible candidates with required qualification and experience are required to report for the interview along with original and photocopies of certificates including matriculation certificate, mark sheets and one passport size photograph on the date and time of interview. 2 Terms of Reference for the Post of Junior Engineers of Wildlife Organisation 1. Background: The Government of Orissa in partnership with Government of India has initiated a project to achieve the goal of sustainable utilization of coastal areas without causing any notable degradation of its habitats and deterioration of the eco-system and avoiding the adverse impact of unplanned and incompatible development. As one of the components of the national initiative through integrated coastal zone management (ICZM) approach like in states of Gujarat and West Bengal, the approach is being piloted in Orissa. This component will include capacity building of the state level agencies and institutions, including preparation of an ICZM plan for the coastal sediment cells that include the stretches of Paradip-Dhamra and Gopalpur-Chilika, including a regional coastal process study, and pilot investments. It has adopted Integrated Coastal Zone Management practices in managing the coastal zone activities. Integrated Coastal Zone Management Project(ICZMP), State Project Management Unit has been formed under the Department of Forest and Environment,Government of Orissa and will implement the Orissa component of this national initiative.the project envisages execution through primary and secondary institutions from the State Project Unit to the Community Level Groups. 2. Objectives of the Project: The overal objective of the project is to provide long- term and sustainable use of coastal natural resources and for perpetual maintenance of the most beneficial natural environment through full involvement of all the stakeholders through a comprehensive and integrated programme. In order to do so the underlying objectives of the project include: To assist the GoI in building national capacity for implementation of comprehensive coastal management approach in the country, and piloting the integrated coastal zone management approach in states of Gujarat, Orissa and Wes Bengal. To build state level capacity to manage coastal zone issues is a necessary complement to the national level capacity building, given the constitutional division of responsibilities between the state and national governments. Three states were chosen to pilot the ICZM approaches with a view to replicating it in all the coastal states in future. The key outcome indicators will be (i) The existence of an appropriate national institutional structure for guiding and coordinating implementation of ICZM approaches, (ii) The number of knowledge benchmarks showing improvement according to end-users of knowledge services, (iii) The number of completed pilot ICZM activities demonstrating cross-sectoral and spatial integration; and (iv) The number of other ICZM Plans initiated to replicate the lessons learnt.

3 The initiatives proposed under ICZM Project, Orissa has following objectives; - Formulation of Integrated Coastal Zone Management Plan for the State - Coastal Erosion and Associated Oceanographic Processes - Vulnerability to Disaster - Biodiversity Conservation - Livelihood Security - Pollution/ Environmental Quality Management - Improvement and Conservation of Cultural/ Archaeological Assets 3. Organization and Implementation Structure: The overall responsibility for project implementation and coordination for the components designed for the Orissa State rest with the Integrated Coastal Zone Management Project - State Project Management Unit which has been established to serve as a coordinating agency. The State Steering Committee (SSC) is the apex body chaired by the Chief Secretary, Government of Orissa with the Principal Secretary, Forest and Environment being the Vice-Chairman. The State Steering Committee includes representatives of various implementing departments and civil society. The Project Director of ICZM State Project Management Unit (SPMU) will be the Chief Executive for the project. The Project Execution State Project Management Unit coordinates the implementation with 10 nos of Project Executing Agencies (PEAs). Orissa Wildlife Organization under the Department of Forest and Environment working as PEA for the project has the mandate to conserve the coastal biodiversity and to create sustainable livelihood for the local people through Eco-tourism. The Wild Life Wing of Forest & Environment Department is undertaking the planning, designing and executing the activities related to the Pilot Investment in the ICZM Project under two components (1) Biodiversity conservation: Conservation Flora & Fauna and (2) Ecotourism: Livelihood security. The implementation involves meticulous planning and implementation of the components which also involves creation of new infrastructure including engineering structures at suitable locations for capacity building and for the purpose of ecotourism. This involves designing and construction of such structures in such a way to suit to the coastal surroundings and avoiding the adverse impact on the coastal ecosystem. The project has the provision to involve suitable consultants to develop the designs and monitor the construction works. Presently, the Wild Life Organization intents to hire the services of Engineering consultants in the implementation of the project, especially in the monitoring of construction works in the field once the designs are made available and contracts have been awarded for construction works.

4 4. Job Description He / She will be responsible for Time bound, careful field survey and investigation. Preparation and submission of detailed estimate of the projects with respect to their location in line with the estimates prepared by the design consultant for other similar projects. Scrutiny of plans and estimates and the field level execution of civil construction works Provide technical guidance for construction at sites and to ensure timely and efficient execution of works according to the approved plans. Supervision of renovation works confirming to approved designs, drawings and specifications assessing the quality. Taking measurements of the work executed and preparation of the bill in the prescribed format Proper maintenance of muster rolls and records of work charged establishment Proper upkeep and record of measurement books issued which should include all contract works, supplies received from all sources and preparation Submission of bills in prescribed formats. Reservation and care of tools and plant, stock and other stores kept in their charge, Timely submission of the budget, accounts and prescribed returns Preparing completion certificates of the assigned works He/She will be responsible to the Nodal officer O/o PCCF (WL) and timely discharge other relevant responsibilities assigned by Nodal officer time to time. 5. Essential Qualifications: Diploma in Civil Engineering from reputed institutions 6. Skills and Attributes: Excellent understanding of technical input in preparation of civil construction designs, estimates. Understanding of the good construction practices, design and observing standard of quality. Knowledge of different quality standards and routine quality checks needed for maintaining standard. Knowledge of maintaining site record on works. Knowledge of recording measurement and bills of quantities preparation.

5 Knowledge of minor and routine maintenance checks of construction equipments. Ability to monitor, evaluate and analyze the activities. Ability to work effectively in a multidisciplinary team Willing to travel extensively in the project divisions Ability to work closely with Government and Support organizations. Excellent documentation and report writing skills. 7. Work Experience: Person with minimum 3 years of experience in civil construction sector in social/ rural development will be selected. It is preferable to have experience in capacity building and working with communities support. Experience in working with World Bank or other externally aided projects would be a plus point. 8.
