2 ABOUT THE ARTIST Artwork Description: The painting begins in the middle with the meeting place, which signifies the non-indigenous and Indigenous people coming together to develop and implement the Reconciliation Action Plan. Within the development of the RAP, Civmec staff and external members worked in conjunction with a set of six core values, established by Civmec which are Commitment, Innovation, Value driven, Making a Difference, Excellence and Collaboration. These six core values are shown within each of the six circles. Within these six value circles are travel lines. These symbolise the connection that each value has with another and the contribution the values made at the meeting place to support the development of the RAP. Within the travel lines and value circles are dots which represent the new knowledge gathered and shared within the company and Civmec community, as a result of the development and implementation of the plan. The water stream under the central meeting place signifies two things; the first is the location of which the meeting place is in Henderson next to the water. Second, water signifies to the Indigenous people, cleansing and new beginnings. The three larger circles towards the bottom symbolise Civmec s three areas of focus with their RAP - Relationships, Opportunities and Respect. Artist Mikayla King Mikayla was born in Mt Isa as part of the Kalkadoon Tribe before relocating to Perth as a child. Holding a Bachelor of Education with a focus on diversity and early childhood studies, Mikayla started painting in What started as a relaxation method turned into a passion with Mikayla using art and culture to tell the stories of dreamtime, connecting particular outcomes to each piece of art she creates.

4 MESSAGE FROM CIVMEC CEO, PATRICK TALLON I am pleased to present the Civmec 2017 / 2018 Reconciliation Action Plan (RAP). Whilst this is our company s first RAP, our commitment towards making a difference to the lives of Aboriginal and Torres Strait Islander peoples has been ongoing since our establishment in Civmec s vision is to build on this foundation and ensure that our commitment to provide Aboriginal and Torres Strait Islander employment, training, commercial opportunities and cultural diversity awareness within our organisation is authentic. Our RAP will direct practical and appropriate actions focused around the key areas of Respect, Relationships and Opportunities. Our first step in the development of our RAP will be the formation of the RAP Working Group who will have the responsibility for communicating the intent and commitment of our RAP journey to all personnel. This process will involve extensive consultation with personnel across our organisation, inclusive of our Aboriginal and Torres Strait Islander employees, external Aboriginal and Torres Strait Islander peoples, agencies, groups and other key stakeholders. Civmec commits to reporting to Reconciliation Australia on the progress of our RAP annually, and to measure and evaluate the outcomes of our RAP activities to build on our capabilities and successes in supporting our goals for reconciliation. I am committed to our inaugural RAP, and as Civmec grows I expect our RAP to become bigger, showing our commitment to Aboriginal and Torres Strait Islander peoples and the reconciliation process. 5 MESSAGE FROM RECONCILIATION AUSTRALIA CEO, KAREN MUNDINE is performed at all significant Civmec events. Reconciliation Australia congratulates Civmec Construction and Engineering on the endorsement of its first Reconciliation Action Plan (RAP), which will build the foundations for the relationships, respect and opportunities essential to reconciliation. This Reflect RAP demonstrates Civmec s keen commitment to contribute to reconciliation by developing an effective RAP governance model, and building the case for future commitments to cultural learning, practicing cultural protocols, and promoting Aboriginal and Torres Strait Islander employment. In its first RAP, Civmec has committed to developing and maintaining relationships with Aboriginal and Torres Strait Islander organisations, communities and peoples, as highlighted in its dedication to promoting and celebrating community events such as National Reconciliation Week (NRW). Civmec s commitment to showing respect and understanding for Aboriginal and Torres Strait Islander peoples, histories and cultures is demonstrated through the RAP goal to ensure that a Welcome to Country or Acknowledgment of Country The company s dedication to providing opportunities and employment pathways for Aboriginal and Torres Strait Islander peoples is communicated through a commitment to place up to two Aboriginal and/or Torres Strait Islander apprentices per year at each operational facility. 6 OUR BUSINESS Civmec is an integrated, multi-disciplinary construction and engineering provider to the oil and gas, metals and minerals, infrastructure and marine and defence sectors. Our diverse capabilities enable us to provide our clients with a wide range of complementary in-house core competencies and services including heavy engineering, modularisation, structural mechanical and piping, electrical instrumentation and control, site civil works, precast concrete, industrial insulation, access solutions, maintenance, refractory and offshore logistics. Spread over 200,000m 2, Civmec s state-of-the-art waterfront facilities are in the Australian Marine Complex (AMC) in Henderson, Western Australia. With our diverse capabilities, resources and experience our dedicated teams can deliver projects anywhere. Our projects are further supported from our headquarters which include our 29,300m 2 heavy engineering facility, 4,800m 2 surface treatment facility, 1,200m 2 specialist subsea facility and the 2,300m 2 operational readiness facility. Adding to our current 120,000m 2 will be our 80,000m 2 shipbuilding precinct, this includes a dedicated shipbuilding workshop and paint and blast workshop bringing our facilities to a total 200,000m 2. On the east coast of Australia our 227,000m 2 strategically located facilities with 535 metres of riverfront access are in Newcastle, New South Wales; offering our clients a range of integrated services in line with those provided at the west coast facility. In addition to this, we operate specialist facilities in Darwin (NT), Broome (WA), Gladstone (QLD) along with an office in Sydney (NSW) and a presence in Singapore. We employ more than 2,000 people, including 40 apprentices and trainees across our operations. Civmec Limited commenced operating in 2009 and was listed on the Singapore Exchange (SGX) in April Civmec workforce captures approx. 2,000 employees with 29 (1.8%) of employees recognise themselves as either Aboriginal and/or Torres Strait Islander decent. Our focus through our in-house recruitment team is to source quality people instilled with the right capability and culture throughout the company, who live the Civmec values. 8 OUR VISION FOR RECONCILIATION As we embark on our journey our priority will be to develop stronger and more meaningful relationships and partnerships with Aboriginal and Torres Strait Islander peoples. Our vision will be underpinned by understanding it will be essential to: Developing a better understanding of cross cultural sensitivities. Ensure that our employees understand and support the principles and agreed actions for our RAP. Enable our staff to develop relationships in their professional and personal spheres with Aboriginal and Torres Strait Islander employees and the local and broader Aboriginal and Torres Strait Islander community. Recognise that our contribution to the community reflects shared values and delivers positive community solutions. In a formal sense Civmec are just commencing our Reconciliation Journey. However informally Civmec has demonstrated a genuine commitment in contributing to the economic development and improving the social well-being of Aboriginal and Torres Strait Islander peoples within our operations and the broader community, since our inception in Civmec have supported the David Wirrpanda Foundation since 2014 through training support facilities and have sought to engage with Aboriginal and Torres Strait Islander owned businesses whenever possible. Our aim will be to build upon our existing initiatives, but more importantly to establish a framework that will provide our people with the knowledge and skills to engage more effectively with our Aboriginal and Torres Strait Islander employees, suppliers, community groups and other key Aboriginal and Torres Strait Islander stakeholders. As our first RAP this will allow us to reflect on what we have achieved to-date and to continue to build the foundations to improve our relationships, engender respect and increase the number of opportunities for Aboriginal and Torres Strait Islander peoples within our company. The Reflect RAP will guide us in determining how we can best contribute to the principles of Reconciliation through our company operations in a realistic way within Australia. In building on our foundations, we will ensure that our commitment to the RAP within our company is realistic, practical and authentic. This will ensure that our 2017 / 2018 RAP will direct appropriate actions focusing around key deliverables including: An increase in the number of employment and training opportunities for Aboriginal and Torres Strait Islander peoples. An increase in the number of Aboriginal and Torres Strait Islander supplier contracts awarded. Increased respect and improved relationships between our Aboriginal and Torres Strait Islander peoples and non-indigenous employees within our company and the broader community. Underpinning our vision will be the wholehearted encouragement of our employees to engage in community endeavours and our commitment to responsible and ethical company practices. Civmec s vision for reconciliation is to ensure we have an environment where Aboriginal and Torres Strait Islander peoples are valued and respected. Civmec s intention is to make a positive and lasting difference in the lives of Aboriginal and Torres Strait Islander peoples. 9 THE CIVMEC RAP WORKING GROUP The RAP Working Group will oversee the management and implementation of the 2017 / 2018 RAP and will ensure its relevance and importance is incorporated at every level of our company operations. The RAP Working group will include senior leaders from across the company, Aboriginal and Torres Strait Islander staff and stakeholder representatives. The RAP Working Group will be responsible for providing ongoing guidance and oversight on the implementation and development of this, and future RAP s. The Working Group will also monitor the progress and delivery of the RAP objectives and actions. This will occur in consultation with senior management whom are responsible for the success of the RAP. Our RAP Working Group will initially be tasked with building awareness of our RAP across the Company. This will enable future commitments in cultural learning, the practicing of cultural protocols to support our engagement activities and more importantly the agreed actions and formal commitment of the RAP. The RAP Working Group will work closely with all staff to address any issues or concerns from both internal and external individuals, groups or other key stakeholders to an appropriate resolution. OUR PARTNERSHIPS & CURRENT ACTIVITIES Civmec has fostered key relationships and delivered employment success to Aboriginal and Torres Strait Islander organisations and individuals which reflect the importance of Civmec delivering its own Reconciliation Action Plan but also drive appropriate initiatives and actions towards future success. The first step in our RAP Journey commenced with the formation of our RAP Working Group within the company. Overseen by our CEO and RAP Champion, this process in partnership with Reconciliation Australia will involve consultation with our staff across our organisation, inclusive of our current Aboriginal and Torres Strait Islander employees, external Aboriginal and Torres Strait Islander peoples, agencies, groups and other key stakeholders. The free training to WF is offered in several ways, including: Civmec s scheduled training courses candidates can join in One-on-one training providing one-off for candidates as requested Dedicated training day providing a full day of training for VTEC candidates monthly Civmec s RTO have issued over 100 Statements of Attainment to WF VTEC participants in courses ranging from working safely at heights, confined space, elevated work platform, forklift and wheel-loader courses. Many WF participates have gone on to find employment on Civmec projects throughout Western Australia, once employed they can also request further free training during their R&R to gain additional certification and upskilling. In addition, to the free training on offer to WF, Civmec s RTO previously provided a free consultancy service, helping WF establish their own RTO. Civmec assisted in the development of policies, procedures and management systems that were required to set up the Western Australian Training Academy (WATA). Civmec s RTO looks forward to continuing our strong relationship with WF and assisting Aboriginal and Torres Strait Islander job seekers now and in the future. Travis Lupton, Indigenous HSE Advisor Travis Lupton is a Goonitandi man from Fitzroy Crossing in the Kimberley region of Western Australia. Travis Lupton first joined Civmec in 2013 as a plant operator on the Yandicoogina Sustaining Project for Rio Tinto Iron Ore. Since then Travis participated in specialised training offered by Civmec s RTO where he completed his certificate in Health and Safety. With his new qualification, he was appointed HSE Advisor on the Nammuldi Below Water Table project, which also saw him become the ICARE champion a Rio Tinto initiative that is rolled out across all their sites. Travis said I have a great working relationship with the company s senior management and I believe they are leading us in the right direction. Civmec always ensure their personnel are kept up-to-date with any further works and developments that may be on offer, ensuring employee retention. Travis chose to work for Civmec because of the variety of services it offers. He has been involved in vertical package solutions and gained vast experience in a variety of other areas including logistics, project administration and construction. The management team s willingness to listen to their workforce at ground level impressed Travis, as well as the large knowledge base that Civmec has built through employing the right people for the job. He added Civmec promotes itself as a multicultural company and leads the way in ensuring its workforce and subcontractors are free to work without harassment or racial vilification. 10 RELATIONSHIPS CIVMEC 2017 / 2018 RECONCILIATION ACTION PLAN Our activity in this area will be underpinned by our commitment to the principles of our company Values. Our goal is to grow a sustainable company that delivers mutually beneficial outcomes to our local communities, including those in which we operate based on the understanding of cultural diversity and by ensuring that Aboriginal and Torres Strait Islander peoples can connect with the company in a meaningful way. ACTION DELIVERABLES TIME LINE RESPONSIBILITY 1. Resource / maintain RAP Working Group RAP Working Group has been formed to oversee the launch and implementation of the RAP over the next 12 months and will: Comprise Aboriginal and Torres Strait Islander employees, key community representatives in addition to Senior staff representing key roles of influence and responsibility across the organisation. Monitor development, implementation of actions, track progress and report to the CEO, Executive Team and Reconciliation Australia. Our RAP incorporates three key focus areas for making a difference Relationships, Respect and, Opportunities. Civmec will explore ways in which we can contribute to the development and capacity building of local Aboriginal and Torres Strait Islander peoples and communities. Our aim will be to understand the needs, aspirations and expectations of the Aboriginal and Torres Strait Islander community to become an effective and proactive community member / 2018 ACTIONS These following actions will help Civmec fulfill its 2017 / 2018 RAP commitments. We will continue to build on our past efforts and will be consistent with the requirements of Reconciliation Australia s Reflect RAP framework. 3. Raise awareness of the RAP (Externally) Publish and promote our RAP on key media tools/mechanisms which create external discussions and feedback around our RAP activities.. Engage through key events with local Aboriginal and Torres Strait Islander peoples to better understand local needs and expectations and how we may align our engagement in a practical way. 11 RESPECT Respectful behaviour is critical in establishing and setting the foundation for enduring and long-term relationships and partnerships. Therefore, being respectful of Aboriginal and Torres Strait Islander cultural and communication protocols is critical in the establishment of building long term relationships and partnerships within the Aboriginal and Torres Strait Islander community. Engaging and placing up to two Aboriginal and Torres Strait Islander Apprenticeships per year at each operational facility Building on existing external labour supply resources such as the Wirrpanda Foundation to enhance recruitment of Aboriginal and Torres Strait Islander candidates. Develop and implement a Cultural Protocol Procedure which respects our Traditional Custodians and assist staff in understanding the meaning of cultural practices. The procedures will include the meaning and significance of Aboriginal and Torres Strait Islander protocols, such as Welcome and Acknowledgment to Country, who can perform them and who cannot and; when they are applicable and why. Ensure that a Welcome to Country or Acknowledgment to Country is performed for all significant events across our operations and projects. Identify and engage local Traditional Owner Groups / Elders if/when a Welcome to Country is required. Encourage Civmec Leadership to use of either Welcome to Country or Acknowledgment of Country at all formal Civmec hosted events. Become a Supply Nation Member to access the current registered and certified supplier database to identify suppliers we can consider for supply contracts. Attend Supply Nation Networking events which enhance our knowledge of Aboriginal and Torres Strait Islander supplier diversity. Review current Aboriginal and Torres Strait Islander supplier contracts and capabilities with a view to potential expansion. Meet and support Aboriginal and Torres Strait Islander suppliers to understand capacity, capability and challenges for possible engagement. Assist Aboriginal and Torres Strait Islander suppliers to improve capability by providing feedback and guidance when unsuccessful in bids for work. Work with our large Non-Indigenous sub-contractors to promote and implement Aboriginal and Torres Strait Islander supplier participation opportunities. Introduce engagement opportunities between Aboriginal and Torres Strait Islander suppliers and non-indigenous suppliers with relevant Civmec projects. Identify and Implement social investment partnerships which support community capacity building within our operational footprints.
