3 1. Welcome and Introductions Quorum was reached. The Advisory group welcomes Alicia Maynard from ISPT. It was noted that Naomi Martin has moved from the Sydney Opera House to the GBCA Market Transformation team as the Senior Manager for Strategic Products and Services. Introductions: Nicole Sullivan as the Senior Manager for Technical Solutions Jacinta van Lint as the Professional Development Program Manager Michael Manikas as the Head of Industry and Development which includes research, Professional Development Program and sponsorship 2. Conflict of interest No conflicts of interest confirmed. 3. Adoption of minutes The adoption of minutes are supported. 4. Matters arising from the previous meeting It was noted that the governance structure has changed and the Recognised Provider sub group will meet in the New Year. No other comments. 5. For note: IAG terms of reference and governance structure The group noted the need to add industry development advisory group to diagram. There was a general consensus for the IAG group meeting to be represented by other industry sectors. The group noted the need to add info on constitution of the group in terms of industry sectors. It is noted it would be good to include: government, university, institutions Utilities (eg Veolia, utilities, Engie, etc) more from builders/contractors ensure geographical distribution It would be good to develop a matrix to map out group membership based on membership breakdown GBCA will bring final terms of reference to GSSC for approval and then distribute. ACTION: GBCA to develop matrix as outlined above and distribute to group. Based on the gaps identified in the matrix, IAG to provide recommendations to the GBCA on potential candidates prior to next IAG meeting. 6. For note: GBCA strategic plan GBCA provided an overview of the strategic plan. The group noted that the strategic plan has been soft launched. They queried as a new major directional move, it is not online and not being widely discussed. Jorge noted that there will be a full launch early next year and commentary at the Green Cities conference. There will be a list of activities to give action to the plan. The group queried what the IAG group s role will be in supporting the implementation of the Strategic Plan. GBCA noted that current year KPIs are focussed on strategy and plan for delivery. The GSSC will discuss in February and provide direction to the IAG in March Action: GBCA/GSSC will feed back on the role of the IAG in Strategic Plan delivery in March. 3

4 7. Green Star updates A: For Note: Consultation and Approval Process for Minor Updates to Green Star - Design and As Built and Interiors. Update was noted. GBCA thanked all IAG members that participated in sub groups and provided assistance in the proposed updates. Length of Transition period between v1.1 and v1.2. A number of members have raised queries regarding the process of transition from V1.1 to V1.2 of Green Star Design and As Built The group agreed that as the changes are larger than usual, 3 month transition period is recommended. Action GBCA will present the final transition period arrangements to the Group next meeting. B: For Discussion: Major Updates to Green Star for Release in The GBCA Strategic Plan notes that the Green Star Rating System will undergo a Major Update, to be released in Planning for this process will commence in January 2017 and that it is expected that the changes in the Major Updates may be broad. From experience of the previous Green Star Update processes, GBCA sought feedback on the development process. The discussion is summarised below. Green Star for top level or all? The group noted that we should not just push the top projects but should have a product that supports improved sustainability practice for mid-tier buildings. GBCA agreed that we want to influence transformation of the built environment more broadly. GBCA noted that we need to find out why the mid-tier has not been engaged, how we can we address it. GBCA noted that to not reduce the brand of Green Star, the GBCA may develop a targeted project that is more than just Green Star. Quality end product: The group noted that it is critical that any updates in Green Star plan for enough time in writing, proofreading and finessing the final tool and documents. The Group noted that it is important that documents are clear and consistent so changes are readily accepted within the industry. Timing: The group noted the timing may be confusing that projects will still be registered under the old v1.1 tool by August 2017, at the same time that consultation on the new tool beyond v1.2 is occurring. GBCA noted that tool is planned for release in October 2018, and a scoping paper will be released in March/April GBCA noted the need to map out a pathway for products and be conscious of the long development timeframe. Reason for update: Some group members noted that when GBCA transitioned from Legacy to New Generation tools, there was a clear industry pushback against legacy tools, however there is not the same industry pushback against current tools, so why the update? GBCA noted that we are starting to see that credits are easier to comply with, and there are other aspects of sustainability that are not included that are increasing in importance (low carbon, resilience, social, health). Other group members noted that the last major review happened too late, and that we do not want to wait for industry to be unhappy with a tool before reviewing, so now is the right time to commence on a proactive approach. Relevance to strategic plan: The group noted that if the industry has to retool to deal with new frameworks, GBCA needs to initially make the case as to why it is important. The relevance of the Green Star Major Update within the strategic plan is important. Regional Focus: The Group queried whether the Strategic Plan regional focus means that GBCA is aiming for Green Star to be a regionally accepted tool? GBCA noted that this wasn t the intended focus of the component of the Strategic Plan, but more a broader engagement and awareness within the Regional investment community on the value of Green Star. Broadening consultation: The group noted that a broader engagement beyond existing members and active participants is key to deliver the Strategic Plan/New Green Star. For example: Private utility players will be material to a carbon positive industry. Organisations like Flow, Veolia, Living Utilities, AGL, Origin, Energy Australia etc and non-property services are unlikely to be members, they should still be actively engaged. The group noted that it requires a utility industry representative at the IAG as the GBCA does not have expertise in this area. Engagement with these sectors is critical Energy, Water, Property services, Reconciliation and Workforce, Affordability strategy, Urban sustainability, Supply chain, Biodiversity and Conservation. Australian Institute of Landscape Architects. ACTION: GBCA to provide the draft terms of reference for rating system at the next meeting. 4

For Discussion: Carbon Neutral Standard for buildings and precincts (National Carbon Offset Standard GBCA encouraged the group to consider preparing a submission together from the IAG or on the part of individual companies. The GBCA will not input into a submission due to their involvement in the standard s development. The Group requested a briefing on what are the key areas of the standard that GBCA recommends they to consider. ACTION: Simone, Marine, Hannah and Richard to meet with GBCA on the 23 January for a briefing on key issues for consideration and feedback to the IAG. 12. Update noted Subgroup work on recognised provider will be kicking off in the new year. Construction and demolition waste reporting criteria review Action GBCA to report back on recognised provider subgroup in the new year. Submissions closed end of June. A subgroup met to discuss the next steps forward. Given the significant amount of work required to review this reporting criteria and specialist nature of this work, the proposed approach is to outsource the development of this criteria to a relevant industry body. Alternatively, sponsorship to allow a consultant to drive this process on behalf of GBCA would be considered. 13. Standing items Items in Bold are for discussion A. Certification process improvements ISO 9001 External Audit scheduled for March GBCA is using the process to put an increased focus on standardising processes relating to Green Star Certification and Rating Tool development. 5

6 The External ISO9001 audit for Green Star at Stage 1 is scheduled for March GBCA has been using this process to improve processes and consistency within processes. GBCA noted that the Green Star Review Report is on the website, and that the feedback from this will be fed into minor and major updates. An example of the improved quality processes is implementing new style of action register to make sure things that come out of review are not forgotten. B. Current projects Green Star Review Rating tool alignment Response to submissions is available on our website: Green Star Review Report The Group noted that in future documents such as the GBCA/WELL Rating tool alignment document should have been put through IAG for comment. New buildings only, stage 2 will be for existing buildings. Will be issued as first version but willing to receive comments GBCA note that they sought industry feedback but not from this group they approached projects that were going for both ratings ACTION: Issue the WELL document to the IAG. Action GBCA to provide the Living Building Challenge and PassivHaus Alignment documents to the group for comment in the first quarter of ISCA alignment document will be further off, potentially to be finalised by Aug C. Minor version releases (For discussion) Design & As Built v1.2 See Item 5 Interiors 1.2 D. Strategic revisions to Green Star Green Star Major update See Item Other Items A: Industry Development Update How the existing Green Star Advisory Groups and Academy Advisory Group will interact will be discussed at the meeting. A new advocacy group will be set up in February 2017 for five months to feed into revitalizing the Educational Program GBCA Academy, Green Building Day. How to get people on board and how to attract new interest. The GBCA are interested in what courses the IAG group would like to see and how to structure them whether they would be face to face, online webinars or training. IAG suggested that GBCA needs a clear statement of intent relating to education and outcomes and how it ties into the organisation and strategic plan. To ensure a linkage between the Academy Advisory Group and the Industry Advisory Group, it was suggested that the chair from the Academy group be part of this one. The following suggestions for the GBCA Academy were provided: Online manual embed cross-references to support material More info publicly available to progress projects faster B: CIR and TC / Project Query Feedback on Proposed change Feedback on technical queries process, technical clarifications to credit interpretation request, need to recognise technical queries that affect outcome of assessments. Should this change? 6

7 GBCA requested feedback on proposed modifications to the Technical Clarification/ Credit Interpretation Requests. The proposed approach is to re-name all queries technical queries charge $99 Incl GST. Currently CIR requests, which cost $400 plus GST include the right for to not share this data with others. In this new process, GBCA reserves the right to publish de-identified data about the query as a general FAQ. The group asked if this query then becomes binding as was the case with the previous Rulings spreadsheet. They noted that keeping up with rate of change in the Rulings Spreadsheet was onerous. GBCA noted that the Submission Guidelines will be the binding document, and the FAQ information will be to be used to the projects benefit if it applies, but is not precedent setting. The Group agreed with this approach and endorsed that approach be developed further Action GBCA to implement this new approach with v1.2 updates release. 11.
