1 UNITED NATIONS DEVELOPMENT PROGRAMME TERMS OF REFERENCE (TOR) I. Background information Tanzania is one of the countries that continue to suffer from the adverse impacts of climate change and related hazards. Climate change poses serious risks to Tanzania s development, poverty reduction efforts and to the economic and social fabric of the country. In the last 40 years for instance, Tanzania has experienced severe recurring droughts and floods events with devastating effects to agriculture, water and energy sectors among others. Tanzania s ability to address the current and projected impacts of climate change is hindered by a number of factors including inadequate institutional arrangements, inadequate financial resources, insufficient technological capacities, low awareness and inadequate climate change information management. The Government of United Republic of Tanzania has undertaken a number of initiatives to address climate change concerns in the country. It has ratified the United Nations Framework Convention on Climate Change (UNFCCC) and the Kyoto Protocol in 1996 and 2002 respectively as a step towards ensuring that climate change issues are addressed at the national level. Through the Division of Environment which is both the National Climate Change Focal Point and Designated National Authority (DNA) for Clean Development Mechanism under the Kyoto Protocol, has prepared the Initial National Communication in 2003, National Adaptation Action Plan (NAPA) in 2007, the National Environment Policy (1997) which is under review, the Environment Management Act (R.E Cap 191) and the National Climate Change Strategy (2012). The National Development 1

2 Vision 2025 and National Strategy for Growth and Reduction of Poverty (NSGRP/MKUKUTA II, 2010/ ) that also address climate change issues. The concept of NAMAs emerged from UNFCCC process and is broadly understood as an initiative that reduces greenhouse gases (GHG) emissions in developing countries while contributing to sustainable development. NAMAs refer to any action that reduces emissions in developing countries andis prepared under the umbrella of a national government initiative. NAMAs can be in form of policies directed at transformational change within an economic sector, or actions across sectors for a broader national focus. NAMAs are supported and enabled by technology, financing, and capacity-building and are aimed at achieving a reduction in emissions relative to 'business as usual' emissions by NAMAs are defined in two contexts: At the National Level as a formal submission by Parties declaring intent to mitigate GHGs emissions in a manner commensurate with their capacity and in line with their National Development goals; At the individual action level as detailed actions or groups of actions designed to help a country meet their mitigation objectives within the context of their national development goals. According to the National Climate Change Strategy (2012), Tanzania has negligible contributions to the generation of GHG, with a per capital emission of 0.9 tons annually translating to an estimated 50 million tons annually for the entire Tanzanian population. Although Tanzania has negligible contribution to global GHG emissions it has joined global efforts in addressing emission reductions by promoting use of low carbon technologies in the context of sustainable development. The energy and transport sectors are some of potential sectors where national mitigation efforts can be promoted to contribute to global initiatives to reduce GHG emissions. For example, the transport sector in Tanzania consumes about 70% of fossil fuels. Tanzania is among 25 countries which are implementing Low Emission Capacity Building (LECB) Programme. The programme aims at building capacities to design and implement low emission development through nationally appropriate mitigation actions in the public and/or private sectors. The programme launched in January 2011 covers five broad areas of work namely: i. Establishment of National Greenhouse Gas (GHGs) inventory management systems; ii. Formulation of Nationally Appropriate Mitigation Actions (NAMAs) and/or Low-Emission Development Strategies (LEDS) in the context of the national development agenda; iii. Designing of Monitoring, Reporting and Verification (MRV) systems to support implementation and evaluation of NAMAs and LEDS; iv. Facilitating the design and adoption of mitigation actions by selected industries; and v. Supporting the design of the associated MRV systems for industrial mitigation measures. In Tanzania, the LECB programme focuses on three areas: i. Establishment of a robust national system for preparation of GHG emission inventories at national level; ii. Development of at least three NAMAs concepts for each, energy and transport sectors within the context of national development priorities, including the associated MRV systems; and iii. Support strengthening of National Sector Policies, legal and institutional framework for Low Emission Development Strategy (LEDS). In view of the above, Vice President s Office is seeking to engage consultancy services to provide technical expertise in formulating NAMAs in energy and transport sectors within the context of national development priorities. The third NAMA concept may be developed in future as the case may be. 2

3 III. Objectives of assignment The main objective of this assignment is to formulate NAMAs in energy and transport sectors within the context of national development priorities. Specific objectives: To formulate at least three Nationally Appropriate Mitigation Actions (NAMAs) concepts; To develop two NAMAs proposals and the associated MRV systems. IV. Application process & Evaluation criteria Application process: The consultant should submit current and complete C.V, technical and financial proposal (in separate submissions) in English with indication of and phone contact. Applicants are requested to apply online using the following site: Evaluation Criteria Individual consultants will be evaluated based on the following methodology: Cumulative analysis: The award of the contract shall be made to the individual consultant whose offer has been evaluated and determined as: Responsive/compliant/acceptable; and Having received the highest score out of a pre-determined set of weighted technical and financial criteria specific to the solicitation. 70%-30%. Technical Criteria weight; [70%] Financial Criteria weight; [30%] Only candidates obtaining a minimum of 49 points (70% of the total technical points) would be considered for the Financial Evaluation. Technical Criteria Maximum 70 points: Relevance of education 10 Points; Language skills 5 Points; Knowledge of the area of work and expectation from the activities being covered-15 points; Relevance of professional experience in conducting assignments of similar nature and scope- 25 points; Experience in writing/publication- 15 points. Financial proposal - Maximum 30 points: Appropriateness shall be computed as a ratio of the proposal s offer to the lowest price among the proposals received by UNDP. 3

4 Financial assessment: A lump sum amount approach shall be used with the following expectations: The lump sum amount must be all-inclusive ; The contract price is fixed regardless of changes in the cost of components; For duty travels, UN s Daily Subsistence Allowance (DSA) rates prevailing at the time of sourcing, for the duty station and all other cities indicated in the TOR as part of duty travel destinations will be used. This will give Offerors an indication of the cost of living in a duty station/destination, to aid their determination of the appropriate fees and financial proposal amount, but it does not imply that Offerors are entitled to DSA payment; and The initial payment includes the actual cost of the IC s travel to arrive at the designated Duty Station. This implies that the completion of the journey can be considered as one of the deliverables payable upon arrival. V. Scope of work, Tasks, Methodology, Deliverables, Timeline Scope of work NAMAs preparation should mainly be based on national priorities in terms of sustainable development, including National Vision 2025, five years Development Plan, MKUKUTA II, and National Climate Change Strategy (2012). In addressing the emission reduction initiatives, the LECB programme will cover energy and transport in Tanzania mainland. The consultant will therefore develop at least three NAMA concepts in the Energy and Transport sectors and a NAMAs proposal with respective MRVs. The NAMAs will be presented to potential financiers for funding and uploaded to the UNFCCC NAMAs registry. Tasks a. Undertake in-depth consultations with the planning commission on the national development agenda in short and long term scenario under business as usual scenario. b. Undertake policy review of national development plans and vision statements, climate change related strategy/policy, low emission development strategy(s), sectoral strategies, national communications, etc., to elaborate a list of potential NAMAs. c. Draft and apply nationally appropriate quick screen/rapid assessment criteria that identify and prioritize NAMAs in Energy and Transport sectors. Among the criteria to consider should include high mitigation potential, alignment with government priorities, gender mainstremaing and empowerement, sustainable development co-benefits (economic, environmental and social) and possible climate resilience (adaptation) co-benefits. d. Propose appropriate mitigation scenarios for NAMAs in the selected sectors. e. Analyse of co-benefits for prioritized NAMAs, including gender/poverty reduction impacts. f. Provide recommendations on the reporting structure and monitoring the implementation of NAMAs. g. Develop three NAMA concepts/fact sheets and detailed NAMA proposal and its implementation plan. h. Develop MRV plan for the NAMA proposal. i. Develop legal and institutional framework, as well as coordination mechanism, for implementation of the NAMA proposal and MRV-related activities. j. Develop a capacity building plan on implementation of NAMA and respective and MRV. k. Participate in and act as a technical resource person in a stakeholder s workshop on the development of NAMA proposal and MRV system. 4

5 Methodology Working under the direct supervision of the Project Manager, the consultant(s) will design three prioritized NAMAs concepts to be submitted to UNFCCC Secretariat NAMA Registry. The consultant will among others, apply the following methodology in undertaking this assignment: (a) Undertake review of key documents and make use of relevant guidelines on the preparation of NAMAs (including generic guiding documents under UNFCCC) and other numerous technical guidance documents have recently been elaborated as listed in Section 10 below. (b) Consult Planning commission, Tanzania Investment Centre and Prime Minister Office on short and long term national development priorities and plans (c) Consult primary sectors namely Energy and Transport as well as other relevant stakeholders including private sector and civil society organizations. (d) Link the national development priorities and the information from the primary sectors in a business as usual scenario against NAMA scenario. (e) Review lessons learned from neighboring countries of Kenya and Uganda, which are already developing NAMAs. (f) Facilitate stakeholders workshop to develop a NAMA and its MRV plan and solicit inputs through the workshop. Deliverables Deliverables to be submitted by consultant/s will include the following: (a) Inception report: The consultant will produce an inception report (b) Draft reports: The consultant will produce the following draft reports for presentation and review by stakeholders: List of prioritized NAMAs for selected sectors At least three NAMAs concepts One detailed NAMAs proposal, including its MRV plan and analysis of co-benefits. Capacity development plan for implementation of the NAMAs (c) Final report: The consultant will produce the final reports on the following: List of prioritized NAMAs for selected sectors Fact Sheets for developed NAMAs concepts of the selected sectors One detailed NAMA proposal, including MRV plan, and analysis of co-benefits Capacity development plan for implementation of the NAMAs Timeline The assignment is to be accomplished within 45 man days over a period of two (2) months, effective 15 th June, Payment terms against the deliverables: i) 20% on submission and approval of the Inception report explaining the approaches, schedules of the detailed activities and expected time of delivery of the assignment ii) 40% on submission of a Draft reports presented for validation by stakeholders consultation through workshop to be organized by VPO early June 2015 iii) 40% upon completion of a Final reports, validation by stakeholders and after any final modifications by VPO VI. 6 Education Advanced degree (Master s or higher) in areas relevant to climate change, environment and energy Experience A minimum of 7 years of professional experience in the areas relevant to climate change mitigation and adaptation issues, particularly in the priority sectors identified under the scope of this assignment. Broader understanding and demonstrate ability in development of policy measures and implementation plans that can also be applied to NAMAs development. Substantial knowledge of methodologies for GHGs emission reductions Substantial knowledge of global and national climate change issues, including mitigation concepts and their links with sustainable development within the changing climate., RIO+20 and any other global initiatives with a view to contributing to the Convention objectives as defined in its Article 2 and the need to keep global temperature below 2 degrees centigrade while support the development agenda of developing counties within the changing climate. Strong understanding of methodologies for gender inclusion in NAMAs design and implementation. Good organizational skills, with strong experience in organizing and facilitating meetings, workshops and writing reports. Ability to work in close coordination with government. Excellent analytical skills, including experience synthesizing clear, actionable insights from a large volume of documents Superior writing and communication skills. Knowledge of global developmental, socio-economic/political and environmental issues, as well as Tanzanian specific context, will be added advantage. Competencies Ability to work under minimum supervision to meet short deadlines. Commitment and drive to achieve challenging goals, and problem solving attitude. A team player with strong inter-personal skills and the ability to deal with multiple teams located in multiple institutions.
