1 INDIVIDUAL CONSULTANT PROCUREMENT NOTICE Date: 25 November 2015 for individual consultants and individual consultants assigned by consulting firms/institutions Country: Description of the assignment: Project name: Viet Nam International consultant for final project evaluation Support to strengthening LGBT CSOs in Viet Nam Period of assignment: 16 working days during December 2015 to February 1. Submissions should be sent by to: no later than Wednesday 9 December 2015 (Ha Noi time). With subject line: International consultant for final project evaluation of LGBT project. UNDP will not be responsible for the missing of proposal if the bidder does not send notification to the above address. Submission received after that date or submission not in conformity with the requirements specified this document will not be considered. Note: - Any individual employed by a company or institution who would like to submit an offer in response to this Procurement Notice must do so in their individual capacity, even if they expect their employers to sign a contract with UNDP. - Maximum size per is 7 MB. - Any request for clarification must be sent in writing, or by standard electronic communication to the address or indicated above. Interested individual consultants must submit the following documents/information (in English, PDF Format) to demonstrate their qualifications: a. Technical component: - Signed Curriculum vitae - Writing sample b. Financial proposal (with your signature): - The financial proposal shall specify a total lump sum amount in US Dollar including consultancy fees and all associated costs i.e. airfares, travel cost, meal, accommodation, tax, insurance etc. see format of financial offer in Annex VII. - Please note that the cost of preparing a proposal and of negotiating a contract, including any related travel, is not reimbursable as a direct cost of the assignment. - If quoted in other currency, prices shall be converted to US Dollar at UN Exchange Rate at the submission deadline. 4. Evaluation: The technical component will be evaluated using the following criteria: Technical Proposal Evaluation Consultant s experiences/qualification related to the services 1 Advanced degree in the field of social sciences, humanitarian sciences, or related fields Max. Points At least 5 years of experience in M&E, research study, social survey and assessment Experience working on SOGI/E, gender and sexual diversity issues Demonstrated track record in research and writing skills; Proven ability to write in clear and jargon-free English 5 Strong analytical, conceptual and facilitation skills 100 TOTAL POINT A two-stage procedure is utilized in evaluating the submissions, with evaluation of the technical components being completed prior to any price proposals being opened and compared. The price proposal will be opened only for submissions that passed the minimum technical score of 70% of the obtainable score of 1000 points in the evaluation of the technical component. The technical component is evaluated on the basis of its responsiveness to the Term of Reference (TOR). Maximum 1000 points will be given to the lowest offer and the other financial proposals will receive the points inversely proportional to their financial offers. i.e. Sf = 1000 x Fm / F, in which Sf is the financial score, Fm is the lowest price and F the price of the submission under consideration. The weight of technical points is 70% and financial points is 30%. 2

3 Submission obtaining the highest weighted points (technical points + financial points) will be selected. Interview with the candidates may be held if deemed necessary. 5. Contract Lump-sum Individual Contract will be applied for freelance consultant (Annex II) Lump-sum RLA will be applied for consultant assigned by firm/institution/organization (Annex III) Documents required before contract signing: - Personal History - International consultant whose work involves travel is required to complete the course on Basic Security in the Field and submit certificate to UNDP before contract issuance. Note: The Basic Security in the Field Certificate can be obtained from website: The training course takes around 3-4 hours to complete. The certificate is valid for 3 years. - Full medical examination and Statement of Fitness to work for consultants from and above 62 years of age and involve travel. (This is not a requirement for RLA contracts). 6. Payment UNDP shall effect payments to the consultant by bank transfer to the consultant s bank account provided in the vendor form (Annex V) upon acceptance by UNDP of the deliverables specified the TOR. Payments will be made in 3 installments based on successful completion of the three milestones: Upon receipt and acceptance of the detailed evaluation plan Upon submission of the draft report Upon satisfactory certification of final report 20% of the contract value 40% of the contract value 40% of the contract value If two currencies exist, UNDP exchange rate will be applied at the day UNDP instructs the bank to effect the payment. 7. 4 Annex I TERMS OF REFERENCE TITLE: PROJECT: DUTY STATION: International consultant for final project evaluation Support to strengthening LGBT CSOs in Viet Nam Home-based with fieldwork in Hanoi, HCMC and selected cities in Viet Nam EXPECTED DURATION: 16 working days during December 2015 to February 1. GENERAL BACKGROUND In recent years, there has been more openness in Viet Nam to address the rights of Lesbian, Gay, Bisexual, Transgender and Intersex (LGBTI) communities. Civil Society Organizations (CSOs) have had greater visibility as they reach out to the public. Media have reported positive messages on the issues faced by the LGBTI community. Institutions within the government and National Assembly have increasingly consulted representatives of the LGBTI community on issues affecting their lives, such marriage and gender recognition. Although LGBTI people are not criminalized, they face severe stigma and discrimination at individual, family and community levels, which impedes their access to health and social services and at times negatively impacts their education and employment opportunities. USAID Regional Mission for Development in Asia and UNDP Bangkok Regional Hub collaborated strategically in a joint regional initiative titled Being LGBT in Asia, which analyzed the legal and social environment of LGBTI civil society in selected countries, including Viet Nam. The Viet Nam Country Report of Being LGBTI in Asia identified various issues facing communities of gender and sexual diverse people, such as the lack of capacity to advocate to organize themselves and advocate for their own human rights, the stigma and discrimination on the basis of gender and sexual diversity, and limited consultative and evidence-based discussions on the inclusion of LGBTI people in the laws among government officials and policymakers. The project Support to Strengthening LGBT Civil Society Organizations in Viet Nam was initiated by USAID and UNDP in Viet Nam based on consultation with the LGBTI community to solve these problems with the following results: 1. Civil society organizations working on LGBTI issues are equipped with organizational and technical skills to advocate for LGBTI rights. 2. Policymakers gain better access to evidence on stigma and discrimination faced by LGBTI people in health facilities, educational institutions and in the workplace. 3. Government agencies and the National Assembly consult with LGBTI civil society during legal and policy reforms. 4

5 This project accentuates meaningful collaboration between USAID and UNDP in Viet Nam in collective efforts of supporting and empowering the local LGBTI movement in realizing their identity, their pride and their rights; and consequently, galvanizing progressive social changes and supporting innovative developments to create an enabling environment for all. Supporting, mobilizing, engaging and empowering LGBTI communities has always been among top core principles within this project, followed by the fact that this 2.5-year project highly encourages ownership and leadership among local organizations in terms of implementing on realistic community-driven innovative plans and initiatives. A consultant will be recruited to conduct an evaluation of this project in accordance with requirement set forth in this Terms of Reference (TOR). 2. OBJECTIVES 1. An outcome-oriented assessment which aims to take stock of the achievements and outcomes, and to give directions for future support to the current LGBTI initiative. The assessment goes beyond evaluation of project activities and focus on the initiative s practicality, efficiency and potential impacts to support LGBTI movement in Viet Nam through community mobilization and empowerment by: 1. Comprehensively studying the project s performance, accomplishment and impact from different perspectives 2. Practically appreciating contextual limitations, constraints and issues faced by the implementing partners during the course of the project through its results and indicators 3. Strategically proposing effective organizational and programmatic key tactics for impactful functionality and sustainable development in the light of collaboration and partnership 2 An integrated process to capture a closer look at the growth of the LGBTI community in Viet Nam through: 1. Case studies selected among groups, including partners and beneficiaries such as members of ViLEAD, PFLAG, isee, ICS Self-starter, National Assemble, MOJ, etc. 2. Reference to various relevant background studies and comparative assessment to LGBTI movement in other countries 3. SCOPE OF WORK FOR CONSULTANCY 3.1. The LGBT project evaluation is expected to address the following specific issues: - The relevance of the project to the Vietnamese context, as well as the relevance of activities and outputs to the overall goals - The ultimate outcomes/results with regard to committed deliverables - The efficiency of project management and implementation taking into account project s realistic compliance to timeframe, activities, reporting, M&E, finance, technical support, delegation and engagement, communication and decision-making process - The effectiveness of the project in achieving the objectives - The impact of the project to key target publics, major stakeholders and implementing partners - Key achievements and lessons learnt in the duration of the project in various aspects in order to highlight strengths and underscore limitations of the project for recommendations - Possibility to sustain and scale up the project - Sustainability of the project after funding is closed 5

6 - Capture of emerging need for support to LGBTI community as revealed during the project implementation 3.2. Expected Outputs and Timeline: - Two (2) weeks after signing the service contract: Detail working schedule presented on the given number of days with specific activities, selected stakeholders and appropriate methodologies for the process to be submitted to UNDP for review. - End of the evaluation (4th week of or 1st week of February ): Initial key findings for the evaluation presented at a consolidation workshop with key stakeholders. - Two (2) weeks after the consultation: Draft strategic framework for the LGBT project with timeline and expected outcomes based on initial findings, data and recommendations from various relevant partners of the project and; a draft narrative report incorporating comprehensive findings from the evaluation supported by programmatic and organizational recommendations for development and sustainability. - Two (2) weeks after receiving UNDP comments on the draft report: submit the final report in both hard and soft copy. - Final deliverable: A final evaluation report no more than 40 pages including annex and following UNDP Style Manual submitted in English Assignment Duration, Duty Station and Expected Places of Travel The consultant will work total 16 consultancy days for this assignment ranging from late December 2015 to end of February, including travel to HCMC, Hanoi and three (03) other selected provinces to meet with stakeholders of the project as necessary. Bidders have to make their own estimate of the time and travel taken to complete the assignment in line with this TOR and use the estimate as the basis of financial proposals to be submitted. It is noted that UNDP will bear the cost to hold the consultation meeting/workshop where the consultant will present the initial findings and recommendations. Meetings during fieldwork with stakeholders and beneficiaries will be organized by UNDP, however, the consultant is expected to be active in suggesting the agenda, methodology and timeline for these meetings and operation of fieldwork in general. 3.4 Provision of Monitoring and Progress Controls The consultant will work under the supervision of the LGBT Project Manager in charge of the project and report to Head of the Governance and Participation Team, UNDP Viet Nam. The partner agencies and the project manager will be responsible for facilitating the mission, providing all documents and reference materials required to conduct the evaluation, including Project Document, Project Annual Work Plans, Annual Project Reports, Project Activities Reports, Guidelines for Reviewing the Evaluation Report: Ethical Code of Conduct for Evaluation in UNDP, UNDP style manual and any other materials deemed necessary and useful. They will be also involved in interviews, briefings and debriefings. The deliverables and reports should be submitted as per the agreed plan. The findings of the mission should be disaggregated by geography, gender and sexuality where possible and should follow ethical code of conducts for UNDP evaluations. Below is the indicative schedule that UNDP suggests. It is noted that the schedule is subject to adjustment as resulted from discussion between UNDP and the consultant: 6

9 4. QUALIFICATION Master degree with strong professional background in the field of social and/or humanitarian science.
