1 2016 Annual NTPEP Meeting Grand Rapids, MI Guardrail/Guiderail (GRL) Technical Committee Meeting Minutes Working Session #8 Tuesday, May 10, :35 PM 5:00 PM Please sign the attendance sheet 3:35PM-3:50PM: Call to Order and Introductions The meeting kicked off with introductions around the room 3:50PM-4:20PM: Update-Program Status Review of Current Technical Committee Membership Roster o Committee membership was reviewed Anyone wishing to join, please contact the committee o Action Item: Change Andrew to Phil Shawk, and add David Rice from RG Steel Brief summary of the technical committee (for those states who do not participate in quarterly calls or who are new to NTPEP) o The purpose is to create an audit program for metal guard rail and to be in line with AASHTO standards o The committee was formed from a significant interest from the states Review GRL work plan o The work plan is in the same format as all the other programs, we use standard practice SP01 as a source document o What is Included? see work plan - we will need to discuss the highlighted areas of the WP on our next Conference Call Scope Reference documents Terminology Additional Quality Management Systems (QMS) Requirements New language includes 4.1, 4.1.1, (See work plan from Sarc for the changes) Documentation kept by manufacturers should be maintained for 7 years Action Item: The revised work plan will be sent out and then there will be a follow up conference call Section is listed in the work plan as an option (need to decide if it stays). Some in industry do this and some do not Section 4.4.2

2 o Action Item: Reach out to industry and get a committee member regarding the wire rope portion of the work plan NTPEP On-Site Audits Annual Product Conformance Testing The NTPEP auditor will select samples (we need to fill in the blanks for what we want) of products during each annual manufacturer audit to be tested by the Designated Laboratory (Look at highlights in work plan) o Audit Process the production lots designated by the manufacturer / or available during the audit Sarc reviewed the process during the audit o Plant Inspection Frequencies o Plant Inspection Equipment Calibrations/Verification o Documented Checks o Standards Re-verification Cycle o Samples and Testing o Industry has a concern with being able to produce samples in a short period of time NTPEP will provide a month advance notice but we will work with you to make it done o Testing Agency Update Initially NCDOT o New Chairman o Looking for a new chair for the Technical Committee 4:20PM-4:35PM: 2016 Plan for Implementation (Proposed Timeline) The first order of business is to finalize the work plan o A conference call will be scheduled for 2-3 hours a few weeks after the work plan is finalized After the work plan is finalized it will be released for ballot for 4-6 weeks The committee should be able to solicit applications by the end of the year if we have a good momentum going on the work plan update and ballot The states will be letting manufactures know they will be participating in the NTPEP program and will allow time for compliance Action Item: Need DOTs to send out a letter stating we will be using the NTPEP program Action Item: Submit the revised work plan in the new few weeks 4:35PM-5:00PM: Industry Concerns and Open Discussion Will states change/simplify their audit process to accommodate the requirement of the NTPEP program? Industry does not want to pay additional money for the NTPEP program and the previous state programs Industry can chose whether or not they participate in the program, if they chose not to participate the consequence is they will be removed from the website Action Item: Submit list to industry of the 35 states currently participating in the program If the states a manufacturer heavily uses does not participate in the program industry does not see the benefit in participating in the NTPTP program Industry would like to have a full or mock audit performed by the next meeting Schedule may limit this request but the committee will push to get this done
