1 Job Description Job title Group Section Integrated Catchments Rivers and Drainage Operations Section Responsible to Responsibility for Employees Job grade 17 Operations Manager Date October to 9 and will be confirmed by the Rivers and Drainage Operations Manager to reflect workload demands Job purpose This job exists for the implementation of rivers and drainage scheme operational and maintenance works, rivers and drainage investigations, asset monitoring/maintenance programmes and miscellaneous technical projects for river, drainage and pumping schemes. The area of responsibility may include: the Whakatāne-Tauranga and Waioeka-Otara major schemes and the three-eastern minor river and drainage schemes (Waiotahi (x2) and Huntress Creek), the Lower Kaituna Rivers Scheme, Rangitāiki-Tarawera Rivers Scheme, Rangitāiki Drainage Scheme and the Communal Pumping Schemes (34). This will be determined by the Rivers and Drainage Operations Manager. The position will predominantly involve planning, implementation, and responsibility for carrying out the scheme asset maintenance plan work programmes involving both BOPRC and contracted work forces. The role requires a high emphasis on compliance with hazard management Health & Safety operating procedures, compliance with relevant resource consent and permitted activity conditions, and liaison and consultation with landowners and stakeholders for all works carried out. Minor investigation and construction projects, providing technical engineering and asset management support to the Asset Management and Engineering Teams, and leading fieldbased flood response operations are also important aspects of this role. Work is carried out in accordance with Council s Health and Safety policy and procedures. Plan and manage contracted maintenance works associated with the R&D schemes. Plan and supervise own-forces works on as required on R&D schemes. Carry out asset condition and performance inspections and monitoring using R&D s mobile-based asset management applications. Responsible for H&S and RMA compliance and best practise procurement process. Carry out miscellaneous engineering analysis Work is conducted efficiently and effectively. Work complies with internal policy and fulfils Council s statutory requirements. Monitoring and reporting on maintenance work programme progress and expenditure against budget is completed accurately and on time. Investigation and implementation of works is established sufficiently accurately based on sound procedures and are provided in a timely and professional manner.

3 Key accountabilities (jobholder is responsible for) for bylaw applications, resource consent application and land use applications as required. Carry out landholder and stakeholder consultation and negotiations relating to R&D projects and works. Undertake field-based flood monitoring and flood response and emergency response duties. Undertake any other relevant duties as directed by the Rivers and Drainage Manager. 2 Relationship management Establish and maintain close working relationships with internal and external contacts including Local Authorities, ratepayers, landowners, Iwi, suppliers, consultants, and contractors. Provide a high standard of customer service to ratepayers and the general public to enhance council public image. Liaise with affected landowners regarding proposed river and drainage works within the scheme areas. Key accountability measures (jobholder is successful when) The quality and timeliness of outputs from reports is to appropriate standards. Any additional duties are completed to appropriate standards. Effective, professional relationships and partnerships are developed and maintained with internal and external contacts. Professional image is conveyed in public forums. 3 Project management Lead miscellaneous projects related to rivers, drainage and pumping scheme asset repairs ensuring contributors know what they are required to do and by when. Prepare and oversee relevant project budgets. Supervise contractors, contract works and casual employees. 4 People management Provide supportive leadership, motivating and directing employees as they work. Effectively communicate current activities and policies. Conduct the performance management process working with employees to develop, monitor, and review employees work performance. Manage external contractors, consultants, projects, project teams, and manage the quality and timeliness of outputs. Effective management of the quality and timeliness of outputs of staff. Project contributors understand the objectives. The task is effectively managed; work is completed on time and within budget. Projects appropriately funded and managed. Contract outputs successfully achieved. Employee turnover is within acceptable level. Appropriately skilled employees are on the job. New staff are appropriately trained on processes, procedures and requirements of the Section. Staff skill deficiencies are identified and appropriate training and development is provided. Participate in any wellness programmes, such as stress management training and health monitoring. Council records are created and maintained in corporate information systems, meeting specified information management standards. Participate in any civil defence and emergency management training initiatives and assist with any civil defence emergencies, as part of Bay of Plenty Regional Council s responsibilities for civil defence and emergency management. Delegations Delegation as set out in the Chief Executive s Delegations Manual. Freedom to act Guidelines and support available to assist the job holder to make decisions e.g. policy documents, standard procedures, reference to team leader or senior employees. If job holder can make decisions without approval from anyone else, please note that authority. Appointment of consultants and contractors within delegation and following procurement processes. Planning and implementation of work programmes within budget. Investigation and granting of Rivers and Drainage Bylaw Authorities. Update guideline documents and standards for Operations Manager sign-off. Work complexity Most challenging duties typically undertaken: Ensure delivery of work to meet the overall requirements of the Rivers and Drainage Section. Maintain a high level of asset operation and maintenance knowledge. Managing ongoing relationships and expectations with landowners and stakeholders impacted by planned works programmes. In role as field-based flood response exercise judgement and decision making that affects the safety of people and infrastructure.

5 Balancing operational works with environmental and cultural outcomes. Promoting best practice health and safety practices while delivering productive and efficient work programmes. Occasionally required to handle difficult face to face negotiation situations. Develop and implement innovative solutions for practical applications. N/A Person specification Minimum academic qualifications and experience required: Essential Desirable (for recruitment purposes only) Tertiary qualification in Engineering (NZCE Civil, DipE, BEngTech) or equivalent, At least five years relevant experience, A valid driver s licence required* 1 Qualified as Certified Engineering Technician (CertETn), Engineering Technology Practitioner (ETPract) or Registered Engineering Associate (REA) Knowledge/experience (indicate years of experience required as appropriate) Essential Desirable (for recruitment purposes only) Sound practical experience with river, drainage and pumping scheme operations and maintenance, Practical experience with construction activities, and contractor supervision and management. Staff supervision experience Contract and project management skills Experience with aquatic weed management and pump station operations Project cost estimation experience. Required to be on call and be flexible with working hours for flood emergencies. A reasonable level of fitness for conducting field inspections and monitoring. Regularly required to carry out field site/waterway inspections which are often undertaken in unfavourable conditions such as floods. A variety of skills, including first aid, traffic management, herbicide accreditation (eg Grow Safe), boat safety, chainsaw, wader skills, four-wheel drive and quad bike would be advantageous.
