1 Office of the Latrobe Health Advocate Position description Senior Advisor This role will provide high level advice and project management to support the Office of the Latrobe Health Advocate. It will be a key supporting role which will enable the Advocate to provide community-wide leadership within the Latrobe Health Innovation Zone, deliver advocacy for health and well-being innovation and improvements on behalf of the Latrobe Valley community. The Latrobe Health Advocate is a key structure within the Zone that will provide independent advice to the Victorian Government on behalf of Latrobe Valley communities on system and policy issues affecting their health and wellbeing. The Latrobe Health Advocate is a newly established role that reports directly to the Minister for Health. The Advocate will be supported by a small team reporting directly to the Advocate, focusing on activities within the Latrobe Health Innovation Zone as designated by the government. The position will provide independent advice to the Minister on issues affecting the health and wellbeing of Latrobe Valley residents. The Advocate will also provide community-wide leadership for the Latrobe Health Innovation Zone by enabling and advocating for health improvements through health and broader system improvements and change. Staff within this office will be required to provide high level professional advice and support to the Advocate to enable the effective implementation of the roles and responsibilities of the office. Accountabilities 1. Under direction from the Latrobe Health Advocate: a) enable and advocate system change and improvement to address barriers or improve opportunities for good health and wellbeing in the Latrobe Valley b) actively engage and adopt a collaborative approach with stakeholders across the community and government in executing the (Advocate s) terms of reference including: community members, business, industry, agriculture, health services, community organisations, other governance and statutory bodies operating within the Latrobe Health Innovation Zone (including the Latrobe Health Assembly) and all levels of government. 2. Support the Advocate to produce key pieces of work required by the Minister for Health including; a) an annual Statement of Intent outlining proposed activities and priority focus areas. b) detailed, comprehensive reports and submissions on complex policy and operational issues c) regular and ad hoc reports and correspondence, including an annual report by 30 September each year on activities and achievements during the preceding financial year and d) reports on priority policy issues as set out in the annual statement of intent. 3. Provide professional leadership, guidance, authoritative advice, reasoned recommendations and innovative solutions to complex and sensitive issues based on comprehensive research. Make decisions that establish precedents. 4. Monitor and report on high priority issues, risks and trends and prepare and present reports, ministerial briefs, and submissions. Operate within increased level of autonomy and accountability in delivering within broad strategic directions. 5. Maintain an understanding of Commonwealth and State legislative and policy reform directions to influence. the work of the Latrobe Health Advocate. 6. Represent the Latrobe Health Advocate on key stakeholder committees and groups concerned with achieving government and departmental objectives and contribute to relevant committee and governance processes. Operate with reference to the key elements of the World Health Organisation s Ottawa Charter for Health Promotion and be informed by Victorian Government strategic directions and policies including but not limited to: Health 2040: advancing health access and care; Victorian Public Health and Wellbeing Plan ; Victoria s 10-year mental health plan. 8. Keep accurate and complete records of your work activities in accordance with legislative requirements and the department's records, information security and privacy policies and requirements. 9. Take reasonable care for your own health and safety and for that of others in the workplace by working in accordance with legislative requirements and the department's occupational health and safety (OHS) policies and procedures. 10. Demonstrate how the actions and outcomes of this role and work unit impact clients and the department s ability to deliver, or facilitate the delivery of, effective support and services Selection criteria Knowledge and skills 1. 5 Desirable qualities Demonstrated connection to, and understanding of, Latrobe Valley communities and context. Qualifications A tertiary qualification relevant to the health sector or equivalent is desirable. Specialist expertise Proven experience at a senior level in leadership and/or advocacy within the health, community or relevant sector. Understanding of the Ottawa Charter for Health Promotion. Understanding of the Hazelwood Mine Fire Inquiry and Victorian Government Implementation Plan.
