Participants may enrol at any time. They must: Be currently employed by a Union as an Organiser Have at least four years experience working in the movement as an Organiser Be nominated by their union. Additionally, it is recommended they have: Access to a target worksite for completion of some learning and assessment activities Good reading, writing, computing and internet skills and web access, a personal computer and telephone Aims and Learning Outcomes: The program builds on the Organiser s knowledge and skills to advance their capacity and professionalism and seeks to rejuvenate and re-motivate experienced union Organisers in current theory and practice. It will be especially useful for those currently involved in mentoring OW participants. Aims: Provide accessible delivery for experienced organisers to increase and update their skills and knowledge and rejuvenate their passion and commitment for organising workers. Provide an opportunity for experienced organisers to gain a nationally accredited industry standard qualification (i.e. the ACTU Cert IV in U&IR) Strengthen unions capacity to professionally organise workers and develop their delegates, increase union membership and ultimately build a fairer society. Strengthen networks between Organisers within their industry Increased numbers of competent, professional, industry qualified organisers, who are up to date with current thinking and methods, and are then better able to mentor new organisers to build power at work. Provide opportunity for participants who have previously completed Organising Works to refresh and update their qualification Learning Outcomes: At the end of this program, participants will be able to: Create, implement and monitor Organising Plans across their area of responsibility Manage and oversee bargaining Demonstrate integrity and social justice values in ways that advance the political, social and economic importance of the trade union movement Explain and demonstrate current thinking in union recruitment, mobilisation and organising practice.

2 Last Updated: ** Page 2 of 8 Delivery: Participation is through workshops, skype & phone meetings, workplace observations, and other activities as appropriate to each individual. All activities (usually half or full days) are scheduled throughout an enrolment at the Educator's discretion and are dependent on individual participant needs, and specific organising roles. Activities may involve just one participant with the educator or a group of participants, allowing participants to network and support each other. Visits from an Educator to each participant in their workplace (approximately 1 day per month) will reinforce and individualise the learning and gather assessment evidence. Duration: Enrolment is for 12 months. If needing more time to complete assessment, participants may request an extension of a further 12 months. After 2 years from the date of enrolment, if participants wish to complete outstanding work, they must reenrol and pay for the program again. Different organising plans may be developed for different worksites, employers and/or groups of workers. 1. Develop organising plans 2. Implement organising plans 3. Evaluate organising plans CORE BSBWRK404A Promote equality of opportunity & fair treatment for all workers This unit describes the SKAB required to work with diversity & promote equality within the union and the workplace. It deals with challenging discrimination on the basis of race, sex, sexual orientation, disability, age and employment status. 1. Promote involvement of diverse groups 2. Promote elimination of discrimination 3. Access and review policies to promote equality and fair treatment

It requires recognition of the history and the political, social and economic importance of the wider trade union, political and social justice movements 1. Demonstrate an understanding of union context and principles 2. Promote social justice and the trade union movement 3. Develop own and others' commitment to a collective and social justice agenda UNIONISM BSBWRK402A Empower workers This unit describes the SKAB required to advance the collective interests of workers and the union in the workplace, and more generally within the community, through identification and development of activists. Development of activists & creation of worker networks is an opportunity to empower members and to provide informal education to develop collective capacity. 1. Develop networks CORE BSBWRK403A Communicate with workers This unit describes the SKAB required to communicate effectively with workers on a one to one basis and in groups in order to move them towards union membership, involvement, collectivism and activism. 1. Deliver a presentation 3. Review the presentation OTHER ELECTIVE BSBREL401A Establish networks This unit describes the SKAB required to develop and maintain effective work relationships and networks. It covers relationship building and negotiation skills required by workers

Promote the relationship UNIONISM BSBWRK406A Participate in the bargaining process This unit describes the SKAB required to effectively participate in the process of bargaining to establish collective agreements that maintain and promote rights and conditions for union members. Individuals who perform this task of bargaining will be generally working with union staff in advocating members' interests in the development of collective agreements. 1. Develop and promote a bargaining agenda and environment 2. Involve membership in bargaining processes 3. Implement agreement UNIONISM BSBWRK407A Provide advice to union members This unit describes the SKAB required to effectively provide advice to union members about their industrial and employment rights. 1. Identify information about members' rights 2. Interpret information about members' rights 3. Provide information, advice and support to members UNIONISM BSBWRK508A Manage and oversee bargaining This unit describes the SKAB required to effectively manage the process of bargaining to ensure collective agreements are implemented that maintain and promote rights and conditions for union members 1. Prepare for bargaining 2. Oversee and develop workplace organization 3. Undertake negotiations and take action 4. Reach and evaluate outcomes Review Reflect on their learning Evaluate the program NA

5 Last Updated: ** Page 5 of 8 Assessment: To achieve Certificate IV in U&IR, participants complete five assessment tasks. Some tasks will be completed during face to face activities, some during workplace visits. Participants need to allocate time at work and home to prepare and to complete remaining tasks. Following assessment your educator will give you feedback about your competency. Participants have the right to appeal against assessment decisions made by an Educator. They should follow the Appeals Procedure available on the website. All discussion and outcomes will be documented in the participant file. ASSESSMENT ACTIVITIES TOPIC 1: ORGANISING: To be competent, participants must develop, implement and evaluate a strategic approach to organising and recruiting union members. Evidence to provide: Task 1. Organising Plan A: Develop and write an organising plan to include the following criteria: o Aims and objectives o Mapping / research of the target group o Outline of why this particular target group was chosen o Strategies for systematic contact o Outline of how activists will be identified o Strategies for activist education o Strategies for growth o Monitoring arrangements o How agreement to implement the plan will be obtained from union/member B: Explain (verbally) how the plan is being or was implemented, eg: o How did you achieve your organising objectives and targets? o What strategies worked well and what strategies did not work? o How did you meet your targets for membership growth? o How did you meet your targets for union activism? o How did you meet your targets of union education? o If not meeting your targets, what was your plan for improvement? How did you change your plan to enable you to better implement successful strategies? o How and when did you review the plan? C: Review (in writing and verbally) your plan against its aims and objectives, eg: o What monitoring and/or evaluation arrangements did you utilise? o What has changed in the workplace as a result of this organising plan? o What elements of the organising plan worked well? o What elements of the organising plan needed improvement or change? Verification of organising competence signed by mentor/lead/secretary

6 Last Updated: ** Page 6 of 8 ASSESSMENT ACTIVITIES TOPIC 2:UNION VALUES: To be competent participants must: Demonstrate the values of the union and social justice movements Work with diversity and promote equality within the union and the workplace, by challenging discrimination on the basis of race, sex, sexual orientation, disability, age and employment status. Evidence to provide: Task 1. Organising plan D: Integrate equality of opportunity and fair treatment into your organising plan and show how you promote union values principles and policies through implementing the plan Task 2. Deliver a presentation about your union Explain/critique your union, and the movement in general, on how it works to eliminate discrimination and promote fairness and equal treatment. Participants must: o demonstrate an awareness of their own union: its history, vision and policies, it coverage of workers and its structure and processes o explain and promote the values and principles of their union and the union movement o identify the policies and strategies used by their union to increase participation of marginalised workers, and comment on the effectiveness of these policies / how to improve them o demonstrate an understanding of existing structures, processes or cultures that actively discourage participation and identify what unions can do to overcome these barriers o show an awareness of how failing to include marginalised workers undermines union strength o utilise effective communication and presentation techniques Verification of union values competence signed by mentor/lead/secretary TOPIC 3:COMMUNICATION: To be competent participants must: Advance the collective interests of workers and the unions in workplaces and the community, through identifying and developing activists and creating worker networks to empower members Communicate effectively with workers on a one to one basis and in groups in order to move them towards union membership, involvement, collectivism and activism Develop and maintain effective networks and work relationships Prepare, deliver and review presentations to a target audience Evidence to provide: Task 1. Organising plan E: Show mapping, contacts, identifying opportunities for working with delegates and how these relate to other agencies and networks F: Show analysis of activist development and education within the organising plan Task 2. Deliver a presentation about their union Explain/critique your union, and the movement in general, on how it works to eliminate discrimination and promote fairness and equal treatment. Participants must: o demonstrate an awareness of their own union: its history, vision and policies, its coverage of workers and its structure and processes

Develop and deliver a union induction Prepare, deliver and evaluate a union induction. Participants must: o use methods of delivery and visual aids appropriate to the content and audience o present information clearly, accurately and appropriately to the needs of workers o respond well to objections and/or motivate workers o encourage the audience to participate, talk and ask questions o handle comments and objections appropriately during the presentation o show they had done adequate preparation in order to build a relationship with workers o review and evaluate the effectiveness of their presentation Task 4. Demonstrate 1:1 conversation Utilise the Organising Frameworks. Participants must: o introduce and establish rapport o find motivators for change (go wide and deep) o successfully agitate around the workers issue (use anger) o provide hope (use story of self, story of us, or visioning questions) o ensure the task they gave the member was well tailored (action) o inoculate o handle objections: (use Listen, Explore, Acknowledge and Propose a Way Forward) o use an appropriate close Verification of communication competence signed by mentor/lead/secretary TOPIC 4: BARGAINING: To be competent participants must: Effectively participate in the process of bargaining to establish collective agreements that maintain and promote rights and conditions for union members. Provide advice to union members about their industrial and employment rights. Effectively manage the process of bargaining to ensure collective agreements are implemented that maintain and promote rights and conditions for union members Evidence to provide: Task 5. Bargaining Plan Portfolio A: Discuss the bargaining process (explain your approach to bargaining and how members are communicated with) o What methods do you use to gather information from members? o What sources of information may impact on a members rights? o What techniques do you use to ensure effective communication?

8 Last Updated: ** Page 8 of 8 ASSESSMENT ACTIVITIES o What things do you do to interpret information about members' rights? o List the steps in providing information, advice and support to members o What opportunities are there to involve members in issues? o What specialist services might you refer members/employees to? o How do you prepare for bargaining? o What methods can you use to identify issues in the workplace? o What consultative and communication processes might you establish to oversee and develop workplace organisation? o Apart from identifying worker issues and establishing consultative processes, what else can you do to oversee and develop workplace organisation? o In what ways can you develop and promote a bargaining agenda and environment? o How can you involve members in the bargaining process? o During negotiations, what actions might you initiate against the employer? o What negotiation techniques might you use? o What endorsement processes can you use to seek approval from members? o Outline the steps you take when reaching and evaluating bargaining outcomes. B: Compile and present a Bargaining Plan Portfolio, including the following documents: o Agreement / relevant sections of EBA to be bargained around (log of claims) o Bargaining Plan on how they will communicate with union members o Analysis of your bargaining process and the strategies used, how members were involved, employer interaction, and how the agreement endorsement was achieved o Identification of improvements to the process Verification of bargaining competence signed by mentor/lead/secretary RTO Policies: All participants of accredited training should be familiar with their rights and responsibilities when enrolled with ACTU Organising Centre.
