2 Financial Staffing Other Operating Expenditure. Capital Expenditure within approved budgets. Non-budgeted expenditure to be approved by the Board. Contracts, excluding employment matters up to $50, Authority to enter into loan arrangements with specific Board approval. Any changes to the organisation s structure, or significant changes to positions must be approved by the Board. Any new positions must be approved by the Board. Authority over all aspects of performance management for direct reports. Involvement with the Executive Management Team regarding disciplinary matters and termination of staff across the organisation. Final approval over performance reviews (where necessary) and recruitment (all positions) across the organisation. May only make statements to the media with the prior knowledge and approval of the RST/RCT Chair. Statements must be consistent with the RCT Media policy. Other authority levels are outlined in the Delegations policy. CULTURAL IDENTITY We are secure within our cultural identity. Strategic and Annual Planning Supports the Board with developing and/or reviewing the Trust strategic plan and annual plan; reporting to the Board on achievement of objectives. Relationship Management a) Develop and maintain effective, ethical and long lasting relationships with key Raukawa stakeholders including marae, hapū and uri that enable participation and advocate the interests of Raukawa and the RCT organisation. b) Undertake all activities always with the integrated and best interests of the wider Raukawa Settlement Trust group in mind. WELLBEING We are resilient and healthy people. Leadership Influence and drive a culture of excellence and performance across the organisation, consistent with RST Vision and the RCT Mission. In conjunction with the Board, develops short, medium and long term strategies and an annual plan for the Trust. Implements the Trust strategies and annual plan including budget in conjunction with direct reports, ensuring direct reports are appropriately trained and resourced to undertake planned actions. Manages and achieves the budget for the Trust in accordance with the strategies and annual plan. Reports to the Board on achievement of strategic objectives, the annual plan and the budget. Proactively maintain relationships with key Raukawa stakeholders including other iwi entities, funding agencies, suppliers, relevant government department and staff, and other Raukawa entities. Proactively develop new relationships with organisations that align with RCT s interests. At all high level or significant meetings that are important to Raukawa or require advocacy, ensure that there is agreement with the Chair regarding representation. Develop a strong Partnership and Information Brokerage approach to stakeholder relationships which benefits the Raukawa group overall. Maintain effective relationships with the Chair and all Trustees of the Board. 3 Team Management Provide effective leadership to the RCT Executive Management Team (EMT), to ensure key accountabilities are met or exceeded. ENVIRONMENT The environment is nurtured, healthy and sustainable. Reporting Reporting to the RCT and RST Boards is always transparent, accurate and on a no surprise basis. Operational Management a) Oversee the delivery of the key operational services of RCT, assisting the Managers to make sound decisions that support and achieve business objectives. b) Ensure RCT complies with approved funding agreements with the RST. c) Ensure sound business policies and procedures are in place to: 1. Support, manage and monitor the use of consultants and outside service providers. 2. Ensure effective project management support across the organisation. 3. Provide a robust framework for the interface between governance and o Effective recruitment; o Ensuring staff performance and disciplinary issues are managed fairly and sensitively by following policies and procedures to minimise risk exposure; o Being visible to staff across the organisation, and demonstrating integrity and fairness at all times; o Making informed decisions based on logic and sound thinking; o Effective management of change; and o Preservation and protection of Deeds. Establish KPIs/performance goals for all direct reports that align with the RCT Board s vision and goals. Monitor and manage staff performance in accordance with established processes and policies. Review staff performance in accordance with KPI s providing coaching, professional development opportunities, performance management and leadership as necessary to assist the individuals with meeting objectives and KPI s. Where appropriate, provide resources to the EMT (individually or severally) as required to assist with meeting objectives and KPI s. Submit Board reports to both the RCT and RST (financial and non-financial) that are accurate, relevant, timely, easy to understand, and which provide sufficient information. Board reports provided to RCT & RST are aligned to Strategic plans reporting on progress towards achieving strategic goals and the mission of RCT. Support Trustees by providing them with the information needed to enable them to conduct their governance roles and responsibilities. Attend and participate in RCT and RST Board meetings and other meetings, including all matters relating to the Raukawa group (e.g. AGM, Annual report, etc.). Ensure the Board is informed of progress towards achieving strategic goals and the mission of RCT. Coordinate with the RST, the Annual Meeting, reporting and other beneficiary engagements and communications. Provide and present RST s financial reports to RST. Provide and present RCT s financial reports to RCT and RST. Implement the annual business plan. Deliver results and report against agreed performance objectives in the business plan within agreed timelines and budget. Ensure effective management and use of resources - people, finance and physical resources. Identify and manage any potential risks. Drive initiatives in the management team and organisationally that contribute to long-term operational excellence and best practice operational systems and processes. Ensure there are documented business processes and procedures, and appropriate controls in place for all activities that are undertaken within RCT. 4 management including clear delegated authorities (e.g. external policy submissions, marae/trustees/staff interface on operational issues). d) Take a continuous process improvement focus when reviewing processes and procedures. e) Ensure that a structured strategic and planning process is in place to produce effective annual Business Plans, including budgets, for approval and ratification. Health & Safety a) Ensure compliance with the Health and Safety at Work Act 2015 and associated statutes. b) Ensure health and safety issues at RCT are effectively addressed. c) Encourage a corporate culture in which health and safety is given a high profile. d) Promote excellence in health and safety management. e) Comply with all H&S policies and procedures. Ensure that all processes, procedures and controls are followed, and non-compliance is dealt with expediently. Regularly review all procedures and processes to ensure operational effectiveness. Ensure robust processes are used to identify and engage professional service providers, where required and with Board approval. EMT meetings are to be effective and efficient. Implement strategy and policy as approved by the Board. Ensure managers have sufficient resources, including the understanding and training to implement and achieve their health and safety and wellness duties. Ensure managers implement and uphold health and safety policies within their group. Assist with the implementation of programmes that assist the organisation to develop the capacity required to ensure operational wellness, health and safety. Ensure RCT meet their required health and safety objectives. Support Managers to resolve issues of non-compliance where necessary. Ensure sound policies and procedures are developed, maintained and implemented across the organisation. Where work place accidents and incidents are reported, ensure remedies have been implemented. To ensure that all business groups have the required support, understanding and training to implement H&S and wellness. CAPABILITY Our resources are abundant and our people are held in high regard. Influence Position RCT so that it is consulted with by government departments on all policy and legislation that impact RCT. Position RCT so that when key stakeholders are developing/updating their strategies and positions, RCT s viewpoint is taken into consideration. Understand Crown direction/strategies and other influential entities. Lay the platform for future negotiations. Become the Go to Iwi on the national stage. Financial management a) Manage the financial operations of RCT by making sound financial decisions that support and achieve financial business objectives. b) Ensure that the financial requirements of each operating and business area are met in accordance with strategies and policies. The organisation s financial risk is minimised and mitigated. Budgets and financial reports for RCT are prepared for the Trustees consideration and / or approval in a timely manner (including explanations for variances). Ensure staff understand the functions of the various business groups; and that they understand the direction and goals of the organisation. Staff and trustees are informed of all relevant matters in a timely and constructive manner. There is a coordinated and deliberate approach to the attendance of tribal events. As appropriate and with agreement from the RCT Chair, develop and implement sound internal and external communication policies. Projects are delivered to meet agreed standards, timelines and budgets. Skills and Experience: Experience in leading Māori organisations, especially in leading cultural, social and environmental business groups Experience and/or knowledge of leading a complex organisation within a wider group structure. Experience and/or knowledge of leading an organisation with a large, diverse beneficiary register. Knowledge of or the ability to understand the Raukawa perspective, particularly with respect to our philosophies, relationships with people and the environment. Ability to translate Raukawa knowledge and information into the mainstream framework and vice versa. Knowledge or the ability to understand Raukawa and Te Ao Māori (Māori worldview) particularly with respect to iwi, and crown relationships. Respects, values and works in partnership with stakeholders in a manner consistent with the Treaty of Waitangi. 6 Has a basic understanding of Te Reo Māori Demonstrated ability to work with multiple stakeholders, establishing and maintaining positive working relationships at all levels with a strong business partner orientation. Experience in Treasury management and the ability to apply sound financial principles Can effectively identify and manage organisational risks. Demonstrates knowledge and understanding of Government processes, including the interpretation and application of legislation, strategic and operational functions. Previous experience in working with a governance board. High level of political and business acumen, tact and diplomacy. Knowledge of the post settlement environment would be advantageous.
