1 FP&M SETA s SKILLS PLANNING, RESEARCH & REPORTING DIVISION QUALITY ASSURANCE FP&M SETA AGM OCT 2014 Vision of the New Business Model The FP&M SETA Business Model analyses key issues such as ineffective systems and poor communication and reporting which contributes to negative stakeholder perceptions. The model promotes improved performance aligned to minimum standards as the cornerstone to triggering increased organizational performance efficiency. Design reporting systems to ensure that the pre-determined set of planned and systemic activities comply with legislative requirements & regulations which will provide confidence in the SETA s services & satisfies all requirements for quality 1

2 Quality Assurance QA s Strategic Intent Drives industry occupationally-directed qualifications and development Develops and implements learning programmes Quality assures and certificates industry learning programmes Organises framing for occupations Reports on the progress realised against the departmental annual, quarterly and monthly targets Reviews OFO Codes and Qualifications Frameworks of FP&M sub-sectors Qualifications Development Strategy New Business Model changed reporting lines, with the former ETQA Manager being appointed as Qualifications Development manager. Objective: Develop and implement occupational qualifications in order to: Close identified skills development gaps in the sector Provide a pool for a skilled workforce Objective: Conduct accreditation of the providers in order to: Support and monitor them. Objective: Develop and implement the QMS. Objective: Ensure the certification of learners 2

3 Occupational Qualifications Occupational Qualifications identified with QCTO: 54 Occupational Qualifications registered with QCTO: 3 Qualifications still in the process of registration: 4 footwear qualifications SLAs signed: 25 MOAs signed: 9 Learning Programmes Strategy New Business Model: Changed reporting lines, with the former Skills Planning & Research Manager being appointed as Learning Programmes Manager. The ETQA Coordinator and Administrator have also moved to Learning Programmes. Objective: Register and certificate artisans. Objective: Manage Learning Programmes Contracts in order to: Ensure proper filling of all contracts Ensure online system contracts are kept Objective: Manage the apprentice programmes and the workplaces 3

4 The New Qualifications Landscape Training providers will be required to re-apply for newly developed QCTO qualifications. Legacy qualifications will become redundant. Grants will be approved based on the new QCTO model. Funding will be directed through the Quality Development Partners(QDPs) and the Assessment Quality Partners(AQPs). All the certificates, including the trades will be printed by the QCTO QA Turnaround QMS implementation and finalization Certificates backlogs Systemic streamlining of all contracts Identification, development and registration of occupational qualifications Review legacy qualifications(clean-up) and align them to the QCTO MIS data inputs, updates, drawing reports, etc. 4
