1 TOWN OF OSOYOOS COMMITTEE OF THE WHOLE SEPTEMBER 6, 2016 PRESENT: Mayor McKortoff Councillors Rhodes, Youngberg, Campol and King Staff: Barry Romanko, CAO Brianne Hillson, Deputy Corporate Officer Mayor McKortoff called the meeting to order at 9:00 AM. INTRODUCTION OF LATE ITEMS 1. None MOTION C 36/16 Moved by Councillor Rhodes Seconded by Councillor Campol That the September 6, 2016 Committee of the Whole agenda be adopted. DELEGATIONS CARRIED 1. UBCM - Presentation by Linda Larson, MLA - CR MLA Larson attended the reopening of Osoyoos Secondary School. - The MLA thanked Council as they were the stable group that kept the school on track. It takes a community and government to make things happen. - MLA Larson stated that she is attending the meeting to find out what Council s primary issues will be when they attend the Union of BC Municipalities (UBCM). - MLA inquired to which Ministers Council requested to meet with and what is their most important item. - CAO Romanko stated that the Town submitted four ministerial meeting requests for UBCM. - CAO Romanko specified that Council s first priority was a meeting with the Premier and secondly with the Minster of Education. The subject of the closure of Osoyoos Secondary is Council s top priority, including thanking the government for the money provided but to also raise questions on the regulations and process of school closures. - CAO Romanko further stated that the future of the funding program would be a part of the discussion. Furthermore, Council would like to discuss the regulatory regime and the Education Act governing school closures. - Council would like to see renovations to the Education Act, specifically in the area around School Closures. - Council plans on asking and has also provided suggestions for clear guidelines on consultation, what is consultation and is going to ask for regulatory review for the majority vote on governing school closure on a regional basis. - CAO Romanko further stated that Council would also like to discuss the role of school boards and how they communicate with local governments. In general, it will be a broad discussion on what happened with the closure of Osoyoos Secondary School. - MLA Larson inquired on the amount of time that Council requested for the 1 P a g e

MLA Larson will look into the time allotted for the meeting with Minister and would see if they can extend the time as it is important issue. - Mayor McKortoff stated that the Regional District of the Okanagan Similkameen (RDOS) has also asked for a meeting with the Minister of Education to discuss the school closure and there could be the potential to combine meetings. - Mayor McKortoff stated that the Town would like MLA Larson to attend the meeting with the Minister and Premier as well. - Councillor Campol stated that it is very important to keep the topic of process on the table and not just focus on the end results. - CAO Romanko stated that Councils third priority is a meeting with Minister of Finance regarding the Resort Municipality Initiative. It was suggested to all the Resort Municipalities communities to request a meeting with the Minister as the program is slated to end in spring of The meeting request was denied by the staff of the Minister of Finance. - CAO Romanko stated that the final meeting request is with the Minister of Transportation and Infrastructure (MoTI). Topic of discussions would be illegal highway signage from Oliver to the border. - The second area of discussion is the planned downtown revitalization project by the Town and storm sewer project for Main Street. The Town would like to see if there is plan management and to inquire if there is funding available. - MLA Larson stated that signage is an issue and she has already spoken with the MoTI. MLA Larson further stated that if the signage is on private property it would be the responsibility of the Regional District to remove. - CAO Romanko suggested that if the MoTI takes the initiative to remove illegal signage, it may put pressure on the Regional District to do something. - Mayor McKortoff informed MLA Larson that the Town of Oliver has put in a request with the Minister of Health and the Town of Osoyoos would also attend the meeting. - MLA Larson will talk to Minister of Finance about attending the Monday meeting with the Resort Municipalities, as it would be a great place to talk with all fourteen municipalities who benefit from the funding. 2. Work BC Employment Program of BC - Presentation by Melanie Guza, Program Director and Donelda Wood, Job Developer - A Copy of the PowerPoint Presentation is attached to and forms part of these minutes. - The Open Door Group who is the contractor for Employment Services in BC has an office in Oliver and Osoyoos. The office in Osoyoos is open Mondays, Tuesdays and Fridays. The main office is in Oliver and is open five days a week. - Hoping to share with employers looking for employees or anyone who is looking for work or retraining. - The month of September is Disabilities Month. - Focused on meeting needs of local labour market needs. - Last year a local employment advisory skills panel was created. Local employers and educational institutes were invited to find out what they needed. The purpose of the panel was to ensure the Open Door Group is up to date 2 P a g e

3 BUSINESS None TOWN OF OSOYOOS COMMITTEE OF THE WHOLE SEPTEMBER 6, 2016 with challenges employers are facing. - Will be hosting a workshop for employers for inclusive hiring practices and the benefits of hiring someone with diverse abilities. - Will be giving out award to local employers to let them know they appreciate diverse hiring practices. - Mayor McKortoff thanked Ms. Guza and Ms. Wood for their presentation and what they do in the community. - Mayor McKortoff inquired about how active the Open Door Group was in the recruitment and hiring for the Corrections Centre. - Ms. Guza stated that they worked with the warden from the Corrections Centre on job postings. - Councillor Rhodes inquired about the current job situation in the community. - Ms. Guza stated that there was a shortage of available workers for seasonal jobs in the community. - Ms. Wood further expanded that the crops were earlier this year, pickers came too late and there was a variety of reasons why the season went that way. Overall, it is pretty much balanced in the community. - Councillor Youngberg thanked Ms. Wood and Ms. Guza for their services. The program does work and it is a very effective program. - Ms. Guza stated more feedback that they can get regarding skill set, the more that they know what the community and labour market needs, the more they can get job seekers ready.
