1 BULLETIN BOARD NOTICE December 20, 2018 PLEASE POST LOCAL 47 IBEW BARGAINING CONTINUED FOR PROGRAM WRITERS, OUTAGE COORDINATORS/SCHEDULERS The sixth day of bargaining was held on Monday, December 17th in Diamond Bar. Present for the Company were Eric Ruquet and Sam Sandoval and from Edison Labor Relations, Steve Crowell, Mike Flenniken, Michelle Martinez, Nick Barson and Curtis Germany. For the Union, Amanda Ramirez, Myrna Maltez and Randy Balmer. From the Local 47 staff, Doug Dedea, Mitch Smith, Robert Cortez, Ernie Lopez and Mike Moore. As you might recall at our last meeting on November 9 th we gave the Company our wage proposal covering all classifications in discussion. As a refresher, the following is that proposal. The following is the Wage Package presented to the Company: All proposals made at the 2018 rate prior to 3.00% increase effective OUTAGE COORDINATOR II $ OUTAGE COORDINATOR 1 $ Entry level DOC Dispatcher Specialist (9 employees, range $ ) Average $37.40 PROGRAM WRITER II $ (approximate 10% increase) PROGRAM WRITER I $ 51.50

2 (18 employees, range $ ) Average - $48.67 SUPERVISING PROGRAM $ WRITER (10% above System Operator rate of pay) SUPERVISING OUTAGE $ COORDINATOR For all employees currently receiving above the proposed rate, Red Circle until new rate catches up The Company began by talking about the two classifications that the Union used to Benchmark the wage proposal (System Operator and DOC Dispatcher). Below see the four exhibits that the Company introduced.

4 As pointed out by the Committee, we choose the two classifications that we did because they are the closest in work relationship to the bargaining at hand. Further, when it comes to Benchmarking it is very rare to find a classification or classifications that are squarely on point to the job duties of the classifications being discussed. In addition, the fact that they have complicated this bargaining by combining the two classifications of Schedulers and Outage Coordinators which makes it even more difficult.

5 After a brief caucus, the Company presented the Committee with its Wage counter. As you can see the there is a huge separation between the parties on the proposed hourly wage rates. In addition as part of their proposal, they want to limit the Red Circle to Three years. The following is the counter proposal that the Union Committee submitted to the Company.

The Company indicated that their proposal on wages creates an $85,000 overage to the current base and the Union s latest proposal on wages creates a $385,000 overage.

7 At this point, we indicated to the Company that we felt it would be best if the Union Committee spent all day on Tuesday trying to figure a way to get this bargaining off dead center. We are currently trying to lock in a date for the next day of bargaining. If you have, any questions do not hesitate to contact any member of the committee.
