Society) Ministry of Water Resources, River Development & Ganga Rejuvenation Government of India ABOUT THE ORGANIZATION National Mission for Clean Ganga (NMCG) is the implementation wing of National Ganga River Basin Authority (NGRBA). It is a registered society under Ministry of Water Resources, River Development and Ganga Rejuvenation (MoWR, RD &GR). The Secretary to the Government of India, MoWR, RD & GR is the current chairman of the Governing Council of NMCG. The Mission Director of NMCG is a Joint Secretary (JS) in Government of India. For effective implementation of the projects under the overall supervision of NMCG, the State Level Program Management Groups (SPMGs) are, also headed by senior officers of the concerned States. The organization wishes to recruit professionals (on contractual employment) at all levels under the project structure mentioned below, based in New Delhi: Designation Assistant Communication Specialist Job Code 101 Assist in communications efforts in NGRBA (internal and external) Work closely with other NGRBA units and staff to promote effective strategic communications and facilitating shared vision development and awareness building Graduate / PG Diploma in Journalism and Mass Communication or equivalent /Skillls At least 4 years of relevant experience in planning and executing communications campaigns and events. Should have strong communication skills (written and verbal/ presentations) Designation Community Participation/ Outreach Coordinator Job Code 102 Category / B Lead public outreach activities of NGRBA Develop materials for public awareness on key environmental issues Organize events (physical or online) to stimulate public participation (e.g. competitions, discussion forums, etc.) Work closely with knowledge base, modeling, and communications staff to develop materials (especially multi-media materials like films, etc.) to improve public awareness Graduate with PG Diploma in Journalism and Mass Communication or equivalent 10 years relevant experience in community outreach activities Should have strong communication skills (written and verbal/ presentations)

2 Designation Assistant Real Time Information Specialist Job Code 103 Manage real-time data analysis and information system for Ganga, based on the real-time data collection systems; Set-up real-time water quality monitoring hub/ control center; stimulate development of information products and displays using real-time information; Manages packaging of products and development of applications to improve access to data and tools (e.g. online portals, smartphone apps, crowdsourcing applications). 4 years with B.Tech. or equivalent will be acceptable /Master s degree in Computer Science / Information Technology or equivalent / 4 years experience in real-time dataset generation, analysis, display, and use; Established track-record in information product innovations; conversant with latest information and communication technologies. Designation Asst. Database Specialist Job Code 104 Database management for relevant environmental and other datasets; Interactive spreadsheet development Data quality management Collect, compile and maintain the data on Ganga hydrology, water quality and intervention impacts 4 years with B.Tech. or equivalent will be acceptable /Master s degree in Computer Science/ Database Management or equivalent / At least 4 years of experience in database preparation and management Knowledge of Environmental issues will be a plus Designation Assistant Environment Specialist (Ganga) Job Code 105 Lead the development of knowledge base on diverse environmental aspects of the Ganga with specific focus on assessment and conservation of aquatic biodiversity Responsible for specialized studies and knowledge inputs to the management of environmental assets such as floodplains, wetlands and marshlands Undertake analysis of diversity indices through data collected from the field as well as through remote sensing Provide ecological and environmental inputs to NGRBA program, particularly in the preparation of the State of the Ganga Report. / Master s degree in environmental engineering/ environmental management/ ecology, preferably with specialization in conservation biology or equivalent 4 years of experience d in working on relevant statistical tools like analysis of v a r i a n c e, multi- variate analysis and biological indices.

3 Designation Sr. Environmental Engineer (Waste Water Management) Job Code 106 Category B Conduct technical review and provide guidance on planning and preparation of municipal and industrial wastewater investment proposals Review and provide guidance on sewerage networks aspects of investment design and implementation, including networks maintenance, coverage, house connections, etc. Master s degree in Environmental Engineering/Public Health Engineering or equivalent At least 10 years of experience in wastewater management, preferably in project preparation and execution in planning and design of sewerage network, STP and allied / structures is a must. 4 Designation Assistant River Front Management Specialist Job Code 109 Review and provide guidance on planning, investments preparation and implementation of river front management investments Master s degree in Urban Planning or equivalent / 4years experience in conservation and urban planning, preferably in river front management on working with Tally based systems Designation Assistant Civil Engineer (Construction) Job Code 110 Review and provide guidance on civil works/construction-related aspects of all infrastructure investments Facilitate use of procedures to improve construction quality monitoring and management BE/B.Tech in civil/ structural engineering or equivalent (preferably Post Graduate) / At least 4 years of experience in construction management projects Specialization in construction technology and/or construction management in Wastewater/ Solid Waste/River Front Development/industrial pollution sectors would be a plus Knowledge of national and international bidding and tender processes and other rules and byelaws related to civil construction is a must Designation Public Private Partnership Specialist Job Code 111 Category C Support conceptualization, development, implementation, and monitoring of innovative PPP models Facilitate interaction of NGRBA state-level agencies with private sector MBA/ Post Graduate degree in Finance or equivalent / 8 years experience in financing/designing PPP in infrastructure investments Designation Assistant Systems Analyst Job Code 112 Assist in ensuring proper functioning of all IT systems at NMCG BTech/ MCA 4 years experience in IT management, networking, website management and / Database management in Government / PSU/MNC would be preferred Sound knowledge of IT software s and hardware would be a plus

5 Designation Procurement Specialist Job Code 113 Category C Ensuring that all NGRBA procurements are as per agreed guidelines Developing and using effective systems (including related information management, monitoring, and reporting) for procurement under the NGRBA program Facilitation (including appropriate training) of staff of central, state and other agencies implementing NGRBA activities, on procurement arrangements BE/B.Tech/MBA / 8 years of relevant experience in procurement and execution of projects Strong skills in procurement in infrastructure investments especially in Government/ PSUs/World Bank aided projects of working on procurement aspects of World Bank projects is a must Knowledge of e-procurement and vendor development would be a plus Designation Project Officer -Technical (5 Nos.)
