8 The SPM focuses on: Sector Planning Manual 1. Aligning end of SP outcomes with priority areas identified in the SDS to the budget development and performance monitoring processes to support the MTEF and PSIP; 2. Developing SPs that are jointly owned across key stakeholders with prioritized outcomes that support the identification and development of the priority costed programs needed to achieve the end of SP outcomes; 3. Improving engagement with and participation by all stakeholders in sector plan developments; 4. Increasing focus on the incorporation of cross cutting issues of vulnerable groups, gender equality and climate change in every sector plan.

9 Samoa Monitoring Evaluation Reporting Framework (SMERF) Provide the context and method for assessment of progress towards achievement of end of SP outcomes and key outcomes of the SDS Looks at achieving clarity of description of outcomes desired in the SP and using an OM as a framework for the development of M&E plans. M&E targets the intended investments Have we made a difference? Were we effective? Did benefits exceed costs? Is what we did appropriate, long lasting and compliant?
