2 NCS Programme Manager (Delivery) Join The Challenge s core staff team as a Delivery Programme Manager during our 2019 Summer NCS programme. The NCS Delivery Programme Manager is responsible for managing the operational delivery of our National Citizen Service (NCS) programme within a specific geographical area. You will line manage and develop a team of logistics and pastoral staff, providing leadership and coaching as appropriate. You will be expected to ensure high quality and safe programme delivery, with the ability to respond quickly and effectively to incidents, safeguarding concerns and emergencies. More information on the role can be found in the supplementary information below. main responsibilities Provide effective leadership for the delivery and quality of the NCS programmes, building a strong team which is well-bonded and clearly directed. Support, develop and directly manage a team of Programme Leaders, Social Action Managers, Community Logistics Managers and Administrators. Indirectly support, develop and manage a range of pastoral support staff including, Team Mentors, Learning & Behaviour Specialists, Youth Inclusion Mentors and Support Workers. Manage the operational delivery of NCS programmes in a defined area making decisions on behavioural, safeguarding and staff management issues in a high pressure environment. Ensure and monitor compliance with Challenge policies and procedures throughout your team with a particular focus on health and safety, safeguarding and finance management. Provide logistical direction and management on areas including transport, venues and residential accommodation, ensuring that these are carried out as cost effectively as possible. Provide out-of-hours on-call cover as part of a rota through delivery periods.

3 Act as the Designated Safeguarding Officer for your area, taking responsibility for managing and reporting concerns about young people and for putting into place procedures to safeguard young people in your area. Person Specification Essential: Youth-work Experience - Safeguarding, Behaviour Management and Inclusion: Prioritise under pressure and make safe decisions, coaching and training direct line reports to make well informed decisions which ensure young person and staff safety and wellbeing. Enable the delivery team to establish inclusive environments for young people and staff to thrive in by supporting action plans that mitigate challenging behaviour and promote positive behaviours. People management: Prioritise and delegate workload effectively during challenging circumstances, identifying underperformance and creating positive strategies to monitor review performance improvement. Use feedback and attainable goal setting to promote a positive work ethic while ensuring staff wellbeing and maintaining a positive working culture. Programme/Operational Management: Manage serious logistical challenges efficiently while managing complex internal and external stakeholder complaints, identifying key issues, and making action plans to resolve and respond professionally and appropriately. Character: Strikingly positive attitude, integrity and resilience. Able to work in a fast paced and demanding environment; adaptable and responsive to changing to situations; flexible to meet the demands of the role.

4 Desirable: Project Management and Logistics: Identify recurring issues during the programme, assessing them for wider organisational risks and putting in place a plan to mitigate them. Report and review quality during and post programme, identifying sensible suggestions for improvements. Community Enagagement & Relationship Management: Experience working successfully with diverse community groups, promoting community engagement and advocating local social change, establishing and maintaining effective relationships with internal and external stakeholders. 5 Please note: The Challenge is a fulfilling but demanding place to work. This is a fulltime, temporary role which requires staff to work evenings & weekends (including on call) on a rota during delivery periods.
