1 UN VOLUNTEER DESCRIPTION OF ASSIGNMENT LBYR Programme Specialist - Gender Based Violence (GBV) The United Nations Volunteers (UNV) programme is the UN organization that promotes volunteerism to support peace and development worldwide. Volunteerism can transform the pace and nature of development and it benefits both society at large and the individual volunteer. UNV contributes to peace and development by advocating for volunteerism globally, encouraging partners to integrate volunteerism into development programming, and mobilizing volunteers.in most cultures volunteerism is deeply embedded in long-established, ancient traditions of sharing and support within the communities. In this context, UN Volunteers take part in various forms of volunteerism and play a role in development and peace together with co-workers, host agencies and local communities.in all assignments, UN Volunteers promote volunteerism through their action and conduct. Engaging in volunteer activity can effectively and positively enrich their understanding of local and social realities, as well as create a bridge between themselves and the people in their host community. This will make the time they spend as UN Volunteers even more rewarding and productive. Tripoli, with its metropolitan area, has a population of about 1.1 million people, The city is located in the northwestern part of Libya on the edge of the desert, on a point of rocky land projecting into the Mediterranean and forming a bay. Both the Mediterranean Sea and the desert affect Libya's climate. In the winter, the weather is cool with some rain on the coast and in the drier, the desert temperature can drop to sub-freezing at night. Accommodation, transport, and consumable are as usual available in Tripoli. However, due to current security situation of Libya, Tripoli is a non-family duty station for the International staff. After the fall of the Ghaddafi in 2011, Libya entered a phase of transition from a highly centralized governance structure to a new semi-democratic system. 2 polarization and political fragmentation, culminating in open armed confrontations that erupted in July In 2015, international staff had to be evacuated from Libya due to the security situation. In 2018, UN agencies are relocating to Tripoli and operate from secured compounds where personnel is also accommodated. Assignment Details Assignment Title Programme Specialist - Gender Based Violence (GBV) Organizational Context & Project Description The Programme Specialist GBV facilitates the implementation of UNFPA s GBV programming in a humanitarian emergency. GBV programming in humanitarian emergencies is multi-sectoral and involves organizations and actors from the displaced and host communities, NGO and government implementing partners, UN agencies, and other national and international organizations that engage in comprehensive prevention and response initiatives. The GBV programme consists in protecting and empowering women through training, advocacy and awareness-raising, as well as through the establishment of women community centers where psychosocial support and social activities are provided to internally-displaced and non-displaced women. Project activities are designed and implemented in collaboration with relevant line ministries, local civil society organizations, INGOs and UN agencies. UNFPA opened its office in Libya in In 2014, as the security situation deteriorated, UNFPA evacuated its office to Tunisia and started managing operations remotely, with two UNFPA national staff operating inside the country. Despite the evacuation, UNFPA continued to be actively engaged in humanitarian and development activities and in late 2017, with the approval of the Ministry of Foreign Affairs, UNFPA established an office in Tripoli. Since the lifting of the evacuation status in February 2018, UNFPA has progressively increased its presence in Libya. By March 2019, as part of the new Country Programme Document , UNFPA will increase the number of staff to 32 full-time staff, of whom 22 based in Libya. Two sub-offices will also be located in Benghazi (East) and Sabha (South). In 2018, UNFPA reached 40 municipalities in the East, West and South of Libya, through its four programmes focusing on Sexual and Reproductive Health (SRH), Women s Empowerment and Gender- Based Violence (GBV), Youth Development and Participation and Population Data. Sustainable Development Goals Task description 16. Peace, Justice and Strong Institutions Under the direct supervision of the Assistant Representative, the UN Volunteer will undertake the following tasks: 1. 3 Conduct field assessments and/ or situational analyses to determine needs and gaps for GBV prevention and response. Where possible, ensure that GBV issues are integrated into others assessments. Assessments should consider the needs of women, girls, boys and men separately and should focus on identifying gaps and trends to improve programming; Develop with colleagues and implementing partners if appropriate GBV specific prevention and response interventions in line with UNFPA minimum Standards for prevention and Response to Gender-Based Violence in Emergencies. In emergencies, these should particularly focus on service delivery and protection; Orient and if necessary conduct training UNFPA staff, implementing partners, and national authorities in planning and implementing GBV programmes related to refugees, IDPs/returnees and host communities; Sensitize implementing partners, UN sister agencies and national authorities around the existence and implementation of the Guidelines for Integrating GBV Interventions in Humanitarian Action; Develop proposals and Support in the implementation of activities funded through humanitarian appeals, CERF and UNFPA Emergency Response Fund as well as any other projects in country; Monitor and supervise quality of activities, developing as possible best practices and documentation; Proactively engage with donors to raise additional programme funds in line with overarching vision and work plan; Contribute to UNFPA CO s efforts in Resource Mobilization through collection and analysis of information on donors from sub-national level, drafting of substantive briefs on possible areas of cooperation, and project documents/proposals; In consultation with non-governmental GBV actors and national civil society, identify appropriate mechanisms for working with and collaborating with local authorities on GBV issues. 2. Partnerships Maintain solid working relationships, with the GBV Interagency Coordinator(s) and all humanitarian partners and agencies; Provide regular and comprehensive updates related to UNFPA s progress to address GBV; As requested, represent UNFPA in relevant humanitarian coordination bodies, including the GBV Sub-Cluster to ensure that GBV issues are adequately considered in the context of the humanitarian response efforts; Establish linkages between existing Gender, RH and HIV programmes to ensure synergies between programmes and maximize programme impact. 2. Reporting Monitor GBV assistance provided by UNFPA through implementing partners to crisis affected populations, establishing solid reporting and monitoring processes; Monitor UNFPA s GBV programme activities by keeping a close record of activities, such as capacity building, expenditures and agreements made with local partners; 11 Mar 2019 Page 3 of 8

4 Prepare regular progress reports and document lessons learned and challenges and share with the relevant UNFPA Regional Office, UNFPA Humanitarian and Fragile Contexts Branch, and other units as may be necessary; Support the Emergency Coordinator and the RO on the coordination of humanitarian issues and to prepare reports and SitReps, as required; Perform any other duties as required by the supervisor. Furthermore, UN Volunteers are required to:- Strengthen their knowledge and understanding of the concept of volunteerism by reading relevant UNV and external publications and take active part in UNV activities (for instance in events that mark International Volunteer Day)- Be acquainted with and build on traditional and/or local forms of volunteerism in the host country- Provide annual and end of assignment reports on UN Volunteer actions, results and opportunities using UNV s Volunteer Reporting Application- Contribute articles/write-ups on field experiences and submit them for UNV publications/websites, newsletters, press releases, etc.- Assist with the UNV Buddy Programme for newly-arrived UN Volunteers- Promote or advise local groups in the use of online volunteering, or encourage relevant local individuals and organizations to use the UNV Online Volunteering service whenever technically possible. Results/Expected Outputs GBV interventions assessed and planned; Partnerships developed for the GBV programme; Training and sensitization about GBV conducted; GBV initiatives monitored and evaluated; Available global guidelines and standards implemented, in line with UNFPA s Minimum Standards for Addressing GBV in Emergencies. The development of capacity through coaching, mentoring and formal on-the-job training, when working with (including supervising) national staff or (non-) governmental counter-parts, including Implementing Partners (IPs); Age, Gender and Diversity (AGD) perspective is systematically applied, integrated and documented in all activities throughout the assignment A final statement of achievements towards volunteerism for peace and development dur-ing the assignment, such as reporting on the number of volunteers mobilized, activities participated in and capacities developed Qualifications/Requirements Required Degree Level Education - Additional Comments Master degree or equivalent Advanced degree with specialization in areas such as law/human rights, international relations, public health, gender studies, and/or other related social science disciplines. 6 Conditions of Service and other information Condition of Service Click here to view Conditions of Service Conditions of Service for International Specialist: The contract lasts for the period indicated above with possibility of extensions subject to availability of funding, operational necessity and satisfactory performance. However, there is no expectation of renewal of the assignment. A UN Volunteer receives a Volunteer Living Allowance (VLA) which is composed of the Monthly Living Allowance (MLA) and a Family Allowance (FA) for those with dependents (maximum three). The Volunteer Living Allowance (VLA) is paid at the end of each month to cover housing, utilities, transportation, communications and other basic needs. The VLA can be computed by applying the Post- Adjustment Multiplier (PAM) to the VLA base rate of US$ 1,631. The VLA base rate is a global rate across the world, while the PAM is duty station/country-specific and fluctuates on a monthly basis according to the cost of living. This method ensures that international UN Volunteers have comparable purchasing power at all duty stations irrespective of varying costs of living. The PAM is established by the International Civil Service Commission (ICSC) and is published at the beginning of every month on the ICSC website For UN Volunteer entitlements, kindly refer to the link In non-family duty stations that belong to hardship categories D or E, as classified by the ICSC, international UN Volunteers receive a Well-Being Differential (WBD) on a monthly basis. Furthermore, UN Volunteers are provided a settling-in-grant (SIG) at the start of the assignment (if the volunteer did not reside in the duty station for at least 6 months prior to taking up the assignment) and in the event of a permanent reassignment to another duty station. UNV provides life, health, permanent disability insurances as well as assignment travel, annual leave, full integration in the UN security framework (including residential security reimbursements). UN Volunteers are paid Daily Subsistence Allowance at the UN rate for official travels, flight tickets for 11 Mar 2019 Page 6 of 8

7 periodic home visit and for the final repatriation travel (if applicable). Resettlement allowance is paid for satisfactory service at the end of the assignment. UNV will provide, together with the offer of assignment, a copy of the Conditions of Service, including Code of conduct, to the successful candidate. Supervision, induction and duty of care of UN Volunteers UN Volunteers should be provided equal duty of care as extended to all host entity personnel. Host entity support to the UN Volunteer includes, but is not limited to: - Introductory briefings about the organisation and office-related context including security, emergency procedures, good cultural practice and orientation to the local environment; - Support with arrival administration including setting-up of bank accounts, residence permit applications and completion of other official processes as required by the host government or host entity; - Structured guidance, mentoring and coaching by a supervisor including a clear workplan and performance appraisal; - Access to office space, equipment, IT support and any other systems and tools required to complete the objectives of the assignment including a host entity address; - Access to shared host entity corporate knowledge, training and learning; - Inclusion of the volunteer in emergency procedures such as evacuations; - Leave management; - DSA for official travel, when applicable; - All changes in the Description of Assignment occurring between recruitment and arrival or during the assignment need to be formalized with the United Nations Volunteer Programme.
