1 The City of Aqaba s baseline Measurement of the current level of Urban Resilience against the drafted new Ten Essentials Urban Local Indicators Jonkoping,Sweden 4 7 April,2016

2 The Goal To enable the City of Aqaba assess its resilience by testing Local urban indicators which are based on the the ten Essential for making cities resilient in line with the Sendai Framework for Disaster Risk Reduction by engaging relevant stakeholders in the process for at least the foundation essentials To arrive to some findings that may form a resilience strategy or action plan for the City of Aqaba Get feedback to improve the local urban indicators

3 the Approach. ASEZA has engaged in a participatory campaign at the local level through a consultation process with relevant stakeholders One to one meetings between ASEZA and relevant stakeholders Experts focused workshop Validation process by stakeholders

4 The first testing workshop. 15 relevant stakeholder from deferent sectors were involved in the consultation and testing process The feedback and outputs of the workshop were based on layer 1 and layer 2 open ended questions of the draft 1 of local urban indicators of the new ten essential of making cites resilient. The Aqaba LG Sat and the city profile The collection of the feed back andoutcomeswerecompiledand documented in a report for UNISDER approval

5 The Findings of the 1 st workshop Stakeholders identification Gaps and challenges per each essentials were identified using layer 1,2 Potential area for improvement thought a DRR strategy or action plan Clarity,Relevance and use at the local level Need for a regional urban Resilience expert consultation meeting to review the drafted indictors and findings of the Aqaba 1 st meeting

7 Findings of the 2 nd work shop in Aqaba Relevant stakeholders for each essential have been identified ; Challenges and Gaps are more analyzed and discussed with key stakeholders; Outcomes and proposed activities to bridge the gaps and challenges are rolled out

8 Essential No.1 Organize for Resilience Indicator Description scale from Organization and co ordination Explanation for Answer Co ordination of pre event planning 3.00 Due to legal and legislative vacuum pre event planning is still not well coordinated.yet the instiutiolization of DRR at the local level at ASEZA has managed to lead the efforts and Co ordination of event response 3.7 It is under the governor mandate and he is heading the table and running the show Participation of all relevant organizations in the structures defined 4.00 Roles and resposiblities are well defined but yet to be Stuctured with legal mandate of a legal

Description Identifying probable and worst case risk scenarios based on understanding of multiple and changing hazards, geographical and economic exposure, and vulnerability, in order to inform current and future investment decisions which contribute to improved resilience. Relevant Stakeholders National Government, City, and Local Authority departments e.g. Planning, and Disaster Management, Health, Environment, Utility provision, Emergency Services. Other actors in the disaster risk reduction and resilience sector working in the city such as NGOs, Civil society organizations, Academic and research institutions, UN organizations, donor organizations, and private sector. Gaps & Challenges : Current risk assessment is not multi hazard. Risk assessments are not updated through multi stakeholder engagement Policies to develop a data paltform is in place However, it is not enable stakeholders to access and exchange risk related information. Outcomes: Risk assessment updated to include all hazards in city of Aqaba with multi stakeholder engagement. Data platform established Activities: Update risk assessment to include all hazards in Aqaba city including through a multistakeholder engagement. Establish a data platform/ or update current ASEZA website to allow for risk related information to be accesible and allow for stakeholder engagements ( ie. Facebook?(

Description Understand the economic impact of disasters and develop financial mechanisms to support resilience activities. Relevant Stakeholders National Government, City, and Local Authority departments related to Finance, Planning, and Disaster Management, Hazard and Risk. Other actors with expertise in financial mechanisms and risk, such as Academic and research institutions, donor organizations, and private sector. Gaps & Challenges : There is no functional or clear financial plan in place for resilience efforts from all hazards and resilience activities ( only currently for floods( Outcomes: Put in place a strategy to access finances for response and recovery Activities:

Continue in the consultation and coordination one to one and focused groups process among stakeholders both at the local and national level; Create templates to collect, update,validate and store data Expert meeting on identified issues followed by validation by a multi stakeholder group Drafting action plan for implementation Seeking Partnerships with other cities.
