3 Why Local Plans Matter? Local Plans are at the heart of the planning system Local Plans set out a vision and a framework for the future development of the area, addressing needs and opportunities in relation to housing, the economy, community facilities and infrastructure as well as a basis for safeguarding the environment, adapting to climate change and securing good design It is essential that they are in place and kept up to date They are also a critical tool in guiding decisions about individual development proposals Help provide certainty and confidence for future investment and growth

6 A New Framework for Plan-Making? 7 National Planning Policy Framework First published March 2012 and replaced old PPS s Sets out the government s planning policies for England and Wales Must be taken into account in preparing local plans Is a material consideration in planning decisions At the heart of the framework is a presumption in favour of sustainable development Accompanied by large volume of guidance New revised NPPF published for consultation March 5 th Consultation closes May 10 th 2018 Plans need to show an appropriate strategy for the area

8 The London Plan It is the overall strategic plan for London. It sets out an integrated economic, environmental, transport and social framework for the development of the London over the next 25 years. Legally part of each of London s LPA s development plan. Must be in general conformity Planning applications should be determined in accordance with it unless sound planning reasons (or other material considerations) suggest otherwise.

9 The New London Plan (2017): Structure of the Draft Plan Foreword by the Mayor of London Introduction explains what the London Plan is, how to use it and how it is produced Chapter 1 sets out six core good growth principles Chapter 2 sets out the overall spatial development pattern for London Chapter 3-12 sets out topic based policies and implementation Annexes explain the town centre network, inner and outer London boroughs and provides a glossary of terms

10 The New London Plan (2017): A Brief Overview A fatter plan but slightly fewer policies More logically organised More useful as a DM tool but could do better! Better focus on design Ambitious! A step change i deliver is required Sets some seriously challenging targets for the Boroughs Much more funding required

16 Ealing s Existing Local Plan Development (or Core) Strategy DPD - sets out a vision for the future development in the borough and was adopted on April 3rd Development Sites DPD sets out planning requirements for those 48 key sites with significant development potential in the borough and was adopted on December 10th Development Management DPD guides decisions on planning applications and was adopted on December 10th Joint West London Waste Plan DPD identifies possible sites for managing the area's waste and sets out a strategy for the sustainable management of waste arising in the area over a 17-year period up to It was adopted on July 28th Planning for Schools DPD identifies possible sites for new schools and sites for extensions to existing schools in the borough and was adopted on May 10 th 2016.

18 Scope and Form of a New Local Plan Existing plan already concise, but want to go much further! London Plan is Ealing s development plan unless: The London Plan is silent A specific policy is required because the London Plan directs us to have one e.g. providing spatial expression to certain policies such as Green Belt/MOL Because Ealing wants to do something differently and has the evidence base to support any local variation e.g. release of Green Belt/MOL Provides helpful clarity on application of London Plan Avoids duplication and repetition Reduce considerably the costs and length of the process Reconsolidate the local plan into one document with three sections: Strategy, Sites and Management plus accompanying Policies Map

22 Governance? Member level Local Development Plan Advisory Committee chaired by Leader of the Council from Summer 2018? LDP Board chaired by senior Director to embed objectives of Future Ealing and cross cutting themes - to be set up shortly LSP reflect Borough Plan objectives Relevant strategies e.g. Place-based plan, Transport Strategy, Health, Schools Planning, etc. Local development plan is effectively the spatial expression of all of the above!

23 What is Neighbourhood Planning? Initiated and led by the community Not compulsory Prepared following a statutory planning process by a qualifying body Must be in line with national and local planning policy i.e. it happens alongside and does not replace borough wide local planning About shaping new development: not stopping it If adopted becomes part of the planning policy against which applications will be assessed

24 How is a neighbourhood plan prepared? Define the neighborhood Designate the Neighbourhood Forum Plan prepared by local communities with the local authority providing support and advice on the shape and content of the plan Extensive community engagement Validation by the LPA to check that it is in line with the strategic objectives of the Core Strategy Examined by independent examiner considering fit with a number of EU Directives (e.g. EIA, HRA and ECHR), national policy, local development plan and alignment with other neighbouring plans. Leading to a non-binding report Proceed to referendum. The referendum area can be wider than the neighbourhood if proposals impact on others. Simple majority in favour to progress to adoption Neighbourhood Plan adopted by local authority

25 Neighbourhood Planning: Progress to Date? Within the borough three neighbourhood areas/forums have been designated by the Council and one by the OPDC Central Ealing Neighbourhood Plan was adopted after a referendum on October 12th 2017 and this was reported to Full Council on December 19th 2017 West Ealing Neighbourhood Plan will be subject of referenda on May 3rd 2018 and if a majority is secured will be also be adopted Greater Central Acton has yet to produce a draft plan and officers are continuing to provide advice and support The Old Oak Neighbourhood Plan will be mainly a matter for the OPDC but the Council will have to pick up the costs of running any eventual referendum

26 Neighbourhood Planning: Opportunities? Greater awareness and understanding of planning Scope to engage many more people in the planning process than ever before Capacity building Giving a voice (and a vote?) to the business community Promote engagement about new and existing regeneration and town centre projects Preparing Neighbourhood Plans and/or Orders. Creates awareness of other (better?) planning tools e.g. Local Development Orders

27 Neighbourhood Planning: Challenges? Expectations dampened? Lack of understanding about simple development economics Promote schemes/proposals that are not viable Difficulties of engaging the wider community in the process Resolving differences Avoiding undermining/dilution of strategic objectives in higher order plans Getting the vote out!
