The SwitchMed Programme is funded by the European Union The SwitchMed Programme is implemented by the United Nations Industrial Development Organization (UNIDO), the UNEP Division of Technology, Industry and Economics (DTIE) and the UNEP Mediterranean Action Plan (MAP), with the Regional Activity Centre for Sustainable Consumption and Production (SCP/RAC) as main executing agency.

2 Context The SwitchMed Programme ( is a multidimensional regional initiative funded by the European Union and implemented thanks to collaboration between the EU the UNIDO 1, the UNEP MAP 2, the SCP/RAC 3 and the UNEP DTIE 4. The global aim of the SwitchMed initiative is to facilitate the transition towards sustainable consumption and production (SCP) in the Southern Mediterranean Region, namely Morocco, Algeria, Tunisia, Libya, Egypt, Israel, Palestine, Jordan and Lebanon. One of the subcomponents of the SwitchMed demonstration component consists of developing SCP and circular economy pilot projects in each partner country within a key sector of the country s economy. The pilot projects will help both the implementation of national sustainable consumption and production policies and the operationalisation of the Regional Action Plan on Sustainable Consumption and Production in the Mediterranean, adopted at the 19th Ordinary Meeting of the Contracting Parties to the Convention for the Protection of Marine Environment and the Coastal Region of the Mediterranean and its Protocols (Athens 9-12 February 2016). Within this context, the SCP/RAC (Regional Activity Centre for Sustainable Consumption and Production), based in Barcelona (Spain), is in charge of the development of pilot projects selected in Algeria. As such, one of the projects selected is the one to be carried out by the Rima Dattes company, which aims to improve theuse of downgraded dates and date byproducts. The Rima Dattes company is a small family business established in 2014, which processes and packages dates. It has 5 full-time employees, 5 part-time employees and 6-8 housewives. Rima Dattes was set up in the Bin Djebline economic activity zone in Ghardaïa, where it has a 100-m 2 workshop. To date, the Ghardaïa date harvest is considered by Rima Dattes to be poorly utilised, since 40% of the fruit are not processed due to the fact that they do not meet the quality standards, and their by-products are rarely used. There is thus a great potential for the implementation of circular economy measures in the sector. On the one hand, the company s project aims to improve this situation by processing the unsuitable dates through direct sales and by turning them into confectionery, syrup, vinegar and paste, which is used to make other projects that can compete with traditional chocolate bars. On the other hand, date pits could be ground in order to extract the oil, which is used to make cosmetics, and the dry residues could be processed to produce fuel for local usage. 3 Activities and mission The objective of the expert s mission within the context of these Terms of Reference will be to train the managers and technical staff at Rima Dattes in local chocolate production (using cocoa beans). At present, the chocolate is imported because the company does not have the knowledge required to manufacture it locally. Rima Dattes would like the training to be carried out in two blocks: first of all with one stage on a chocolate manufacturer s premises in order to master the technique and get to know the technical equipment, and then a second stage involving knowledge transfer on site at Rima Dattes technical workshop. The two training blocks will be carried out at different times (but within the limits of the project) so that Rima Dattes has enough time to acquire any additional material required for launching this new activity. Contract and global schedule The contract will last 6 months and the expert(s) will have to travel to Ghardïa in Algeria once, in order to carry out the training. The travel and accommodation expenses for 1 expert will be covered by the SCP/RAC with the SwitchMed Programme s budget (they should not therefore be included in the financial bid). The following timeline is proposed for the implementation of the activities: Work programme Dec Jan After consulting Rima Dattes, the presentation of the training programme that must be approved by the SCP/RAC. The payments will be made by bank transfer upon presentation of the invoices, in two instalments, in accordance with the proposed budget validated by the SCP/RAC: - Delivery of 25% of the training programme (Dec Jan. 2017) - Delivery of the final report after 75% the training has been carried out (March 2017) of Algerian common dates - SwitchMed Programme, Demonstration component, Rima Dattes. 3

4 Profile and qualifications of the partnership of applicant experts The experts must have knowledge on the area they are applying to work in. More precisely, the qualifications required are: - Academic diploma or proven expertise for developing, preparing and providing highquality training, adapted to meet the needs of Rima Dattes. - Proven and relevant professional experience linked to the required services. - Ability to write in French or English. All documents should preferably be presented in French. If applicable, English will also be a valid option. - Ability to communicate in French or English. - Ability to work in a multicultural and multilingual environment. - Readiness to travel to Algeria. How to apply (selection process) In order to apply, applicants must submit the following documents by 1) Technical and financial bid The bid must describe to what extent the applicants satisfy the conditions (profile and qualifications), show their ability to carry out their mission successfully and how they plan to carry out the activities set out in these terms of reference. The bid must include a financial proposal. 5 Evaluation criteria Applications who meet the requirements will be assessed and rated in accordance with the following criteria (100 points): Points Maximum 50 points Maximum 20 points Maximum 20 points Maximum 10 points Criteria The extent to which technical bid is in line with the TOR and the objectives of the pilot project. Financial bid. Technical expertise in the same type of project. Other qualifications. The SCP/RAC may also conduct personal interviews to facilitate the assessment. Other information: Within the framework of this pilot project with Rima Dattes, two other TOR are published and also involve a call for experts to implement the following activities: Support to improve the valorisation of the by-products of Algerian common dates, in particular for syrup, and date pit oil.
