Memo No., s., Enclosure No. 1) Republic of the Philippines Department of Education Region 02 Schools Division of Nueva Vizcaya Bayombong Guidelines and Criteria for the Search for Outstanding Non-Teaching Human Resource of the Schools Division of Nueva Vizcaya Rationale By virtue of Executive Order No. 77 signed by then President Fidel V. Ramos in 1993 establishing the Civil Service Commission Honor Awards Program (HAP) with the nomenclature Lingkod Bayan Award granting awards to government employees who perform extraordinary acts or services beyond public expectations, the office commences this January the Search for Outstanding Non-Teaching Human Resource of Nueva Vizcaya. This undertaking is likewise in consonance with Republic Act 6713, also known as An Act Establishing A Code Of Conduct And Ethical Standards For Public Officials And Employees, To Uphold The Time-Honored Principle Of Public Office Being A Public Trust, Granting Incentives And Rewards For Exemplary Service, Enumerating Prohibited Acts And Transactions And Providing Penalties For Violations Thereof And For Other Purposes which mandates public officials and employees to at all times be accountable to the people and shall discharge their duties with utmost responsibility, integrity, competence, and loyalty, act with patriotism and justice, lead modest lives, and uphold public interest over personal interest. Hence, this search purposely aims to recognize the outstanding performances and to provide due appreciation to deserving non-teaching personnel of the Division in their exemplary conduct of works in line with professional duties and responsibilities. In addition, it distinguishes individual exemplary competence that lead to a strongly motivated personnel performing its defined roles and functions as mandated by the Civil Service and the Department of Education. Who are Qualified to Apply? All non-teaching human resource of the Schools Division of Nueva Vizcaya General Requirements a. All non-teaching human resource in the Schools Division of Nueva Vizcaya for at least five (5) consecutive years. b. Performance rating of Very Satisfactory (6.60 to 8.50 based from the Performance Appraisal System for the Administrative Group PASAG SUPPORT STAFF) for the last three (3) successive school years. c. 2 What are the Different Award Categories for the Search? The following are the various outstanding non-teaching awards included in the search: 1. Outstanding Health and Nutrition Staff Categories: Nurse, Dentist, Dental Aide 2. Outstanding Security Guard 3. Outstanding Administrative Aide Categories: Administrative Aide I Utility Worker, etc. Administrative Aide II - Messenger, etc. Administrative Aide IV Clerk II, etc. Administrative Aide VI Data Encoder Machine Operator, etc. 4. Outstanding Administrative Assistant Categories: Administrative Assistant II - Disbursing, etc. Administrative Assistant III Senior Bookkeeper, etc. Administrative Assistant IV Supply, Cashier, Personnel, Records, etc. 5. 3 What is the Procedure of the Search? 1. The competition will start in the school level where potential candidates should emanate to compete in the district level, of which the winner per district shall move on to compete in the municipal level. 2. For the municipalities with more than one school district, further elimination mechanisms, managed by the District Level Selection, shall be done in order to have only one winner to represent their respective municipality. These procedures apply for both elementary and secondary schools. 3. Candidates should only include those from the field, and have NO teaching experience for the past three (3) years. 4. There shall be only one winner per award category. 5. In the event of sole candidate in one category, s/he should have at least a score of 80 or higher. 6. For the Division Level the members of the shall evaluate the documents submitted based on the set criteria (enclosure No. 1). Who Will Nominate? The winning candidate from the school wide selection for both elementary and secondary schools shall join the District and/or Municipal competition upon nomination by his/her Immediate Superior (preferably Principal), one (1) peer/co-employee, and one (1) community official where the nominee resides. The winners per municipality shall compete to the Division Level where endorsement of tentative winners will be forwarded to the Overall Selection to identify the final winners of the search. What are the Required Documents? The following documents shall be accomplished by the candidates and to be submitted to the respective selection and screening committees. 1. Latest PDS-CSC Form Nomination Form duly accomplished by the authorized person to nominate per level. (see Enclosures) 3. Overall rating from the Municipal Level Selection. 4. Properly labeled and evidence-based portfolio/s containing accomplishments that commensurate with the intended award (see enclosures) being vied for. The District Level Selection shall see to it that the portfolio/s presented from the school level to the division level is/are the same and NO alterations, insertions, and addendums were made. What are the Awards at Stake?
