Job Status: ull Time Reports To: Building fficial Amount of Travel Required: some Positions Supervised: None Revision Date: 12 /20/2016 PSITIN SUMMARY GENERAL STATEMENT DUTIES Performs inspections on a variety of new and existing industrial, commercial and residential properties for compliance with codes, installation and safety regulations in at least two disciplines. i.e. building and electrical. Performs other duties as required or assigned. DISTINGUISHING EATURES THE CLASS The principal function of an employee in this class is to inspect new and existing industrial, commercial and residential properties for compliance with codes. The work is performed under the supervision and direction of the Building fficial, but considerable leeway is granted for the exercise of independent judgment and initiative. This class is distinguished from other Inspection classes by the performance of complex inspections in more than one area. The nature of the work performed requires that an employee in this class establish and maintain effective working relationships with the Building fficial, other City employees, officials of the governing function, contractors, installers and the general public. Essential unctions Statement(s) Performs inspections on new and existing industrial, commercial and residential properties for compliance to ederal, State, local codes, regulations, specifications, and standards; and confers and provides information on codes to all involved individuals and entities as needed. Interprets construction plans, specifications, and related documents to provide accurate and consistent interpretations of code requirements to builders, contractors, homeowners, developers and the public. Investigates complaints of code violations, including explaining alternatives to correct such violations to builders, contractors, homeowners, developers and the general public. Interprets codes and regulations as they relate to permit programs and compliance conditions to appropriate individuals ensuring they have the most current and correct information. Promptly records accurate incoming inspection requests and schedules same; coordinates inspection work with other City staff in the Building Department. Conducts final inspections with authority to postpone building or project completion based on compliance with enforcement codes and standards. iles reports with property owners and Idaho Power Company, if necessary, for the disconnection of electrical. Maintains accurate records and files on all inspections. Assumes responsibility for other duties as required or assigned. May need to assist City legal staff in the preparation of cases of code and regulation violations, including testifying in court as required. Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions. Attends meetings, conferences, workshops, and training sessions and reviews publications and audio-visual materials to become and remain current on principles, practices, and new developments in assigned work areas. 3 REQUIRED KNWLEDGE Considerable knowledge of the current Corrugated Stainless Steel Tubing Manual, Manufacturer's Specifications, Nampa Electrical Code, State of Idaho Electrical Code IDAPA Rules, National Electrical Code, Underwriters Laboratories, Inc., energy, International Building Code, Residential Building Code, and ADA accessibility regulations. Considerable knowledge of all applicable ederal, State, and City codes and ordinances related to the specific areas of responsibility. Considerable knowledge of basic building construction techniques as related to heating, cooling, gas and electrical systems, including the independent installation of HVAC systems as applicable to function. Considerable knowledge of procedures documenting inspections; correcting violations and carrying through on court procedures. Considerable knowledge of concepts, materials, and terminology related to specific areas of responsibility Substantial knowledge of business and engineering mathematics. SKILLS/ABILITIES Ability to establish and maintain effective working relationships with assigned supervisors, other employees, and the general public. Ability to perform a wide variety of duties and responsibilities with accuracy and speed under the pressure of time-sensitive deadlines. Ability to communicate effectively with others, both orally and in writing, using both technical and non-technical language and deal with a wide range of persons, including situations in which individuals may be upset over some issue involved with City activities and policies. Education: High School Graduate or General Education Degree (GED): Required Bachelors of Applied Science Degree (four year college or technical school) ield of Study: Electrical Internship Program (Required) Experience: 6 plus years of experience as a Journeyman Electrician. 3 years of experience as a Building Inspector or any combination of experience and training which provides the equivalent scope of knowledge, skills, and abilities necessary to perform the work. Computer Skills: Ability to operate a personal computer using standard or customized software applications appropriate to assigned tasks and the ability and willingness to quickly learn and put to use new skills and knowledge brought about by rapidly changing information and/or technology. Certifications & Licenses: Valid State of Idaho Class D Driver s License. Journeyman Electrician s License.
