3 BACKGROUND TO REFORMS IN BOTSWANA Reforms in Botswana date back to independence in 1966 Reforms have been initiated internally Reforms guided and sustained the management of the meagre resources Reforms have been mainly administrative 3

11 Recent Reforms In view of the emerging challenges there was a need to: - shift focus from concentrating on socioeconomic development to developing strategies that increase delivery & productivity in the public service and accountability for results - adopt best practices in Managing the public sector including Results Based Performance Management - Mobilise towards e-government 11

14 Political & Administrative Interface Ruling party manifesto an integral part of the plans Cabinet sets the direction The Minister and the PS work together to set goals for the ministry in line with the mandate from Vision 2016 and NDP Minister reports to the President on the delivery of the strategic plan PS s Performance Agreements with PSP are co-signed by the Minister Continuous consultation to enhance teamwork (retreats & ECC) 14

15 SUCCESSES Focus on our mandate as the public service all ministries have strategic plans that are aligned to the higher national goals Performance reviews conducted quarterly and reports made to cabinet Emerging culture of consultation, team work & customer focus recognition of the importance of measurement in the performance management process Encouraged a leadership driven transformation 15

16 CHALLENGES Mindset transformation not easy in the light of entrenched paradigms Reforms not linked to routine work streams Resource constraints Collaboration and Coordination Involvement of the Parastatals Commitment at all levels (leadership driven) Size of the public service roll out to the entire system Measurement (fear, no baseline) Cost of the reforms Retention HIV/AIDS 16

18 LESSONS LEARNT Need for Leadership Commitment Need to internalise and apply the values performanvce vs customer satisfaction Burning platform There must be compelling reasons for change Reform must be relevant and appropriate Retaining previous reforms Retain those that still add value Ensure integration of reforms Managing chaos Change brings chaos, affects everybody Uncertainty on the process Focus on the whole and not parts (ultimate result) Benchmarking is becoming more critical 18
