3 Who we are TasRail is a State-Owned Company, established in December 2009 by an Act of the Tasmanian Parliament. The Shareholder Members, being the Tasmanian Treasurer and the Tasmanian Minister for Infrastructure, have agreed a Statement of Expectations for TasRail. This document sets out the Tasmanian Government s broad policy expectations and requirements for the business, and it should be read in conjunction with the Rail Company Act 2009; Rail Safety Act 2009; Rail Infrastructure Act 2007; and Government Business Enterprise Act The Statement of Expectations is available from What we do A transport system that has logistics chain functionality and reliability is essential to underpin business confidence and ensure Tasmania s continued economic competitiveness. Rail needs to be an integral component of that system providing a direct connection between Tasmania s key ports and offering a competitive alternative to the road transport network. Investing in the future of a rail freight system is important for the economic future of Tasmania. In Tasmania, rail has a sustainable competitive advantage for the transport of bulk products such as mineral ores (the Melba Line) and cement (Railton to Devonport) due to the large tonnages carried and the specialised nature of the loading and unloading infrastructure established for these products. Rail also offers a competitive alternative to road for the more generalised intermodal container task, particularly where the rail network efficiently interfaces with the origin/destination of the freight. In a future transport environment characterised by an expected doubling of the freight task by 2020, rising fuel prices, and a greater focus by governments and industry on greenhouse gas abatement, there are significant opportunities for rail. A transport system that meets the needs of the community is important for ensuring that Tasmania continues to maintain its values as a place to live and work. Organisation Structure TasRail is governed by a Board that comprises five non-executive Directors, appointed by the Shareholder Members. The Chief Executive Officer reports directly to the Board. 4 The Role The vacant position of Trainee Rail Operator sits within the Freight Services Division. A Position Description is included later in the pack for more information about the role. Pre-employment The person nominated for this vacancy is to satisfy a pre-employment check before taking up the appointment, promotion or transfer. The following checks are to be conducted: 1. Pre-employment checks (National Police Check) Arson and fire setting Violent crimes and crimes against the person Drug and alcohol related offences Crimes involving dishonesty Crimes involving deception Making false declarations Malicious damage and destruction to property Serious traffic offences Crimes against public order or relating to the Administration of Law and Justice Crimes against Executive or the Legislative Power Crimes involving Conspiracy 2. Disciplinary action in previous employment. 3. Identification check. 4. Satisfactory psychometric test. 5. Pre-employment Medical Workers health and fitness must be assessed prior to engagement, to ensure that they meet the particular standards required for their role. The Health Assessments are undertaken by medical support providers contracted to Tasmanian Railway. Tasmanian Railway has established, based on legislative and National Transport Commission standards, Railway Safety Worker Risk Assessments which form the basis of the criteria for the health assessments undertaken by Railway Safety Workers. This role has been classified as a Safety Critical Worker role under the National Transport Commission (NTC) categories, and as such will require a Category 1 Medical. 5 Position Description Trainee Rail Operator Division Freight Services Location: Position Holder: Reports To: Direct Reports: Position Title Trainee Rail Operator Burnie, Brighton and East Tamar Vacant Terminals Supervisor Nil Primary Position Objective: The primary objective of this position is to undertake shunting, train examination and other relevant duties to meet train operational needs in a safe and efficient way. Working Environment: TasRail is a State-owned Company, established on 1 December 2009 by an Act of the Tasmanian Parliament. The principal objectives of the Company are to operate a rail business in Tasmania effectively and efficiently; to operate with sound commercial practices; and to maximise sustainable returns to its Shareholder Members, being the Minister for Infrastructure, Energy and Resources and the Treasurer. Primary responsibilities/accountabilities: Work under supervision Able to use or acquire the skills to perform Rail Operator duties below; Liaising with and assisting customers on operational issues including compliance with the Freight Loading Manual. Liaise with train control on train running and compile documentation including train manifests, brake test certificates, and dangerous goods advices. Undertake all necessary tasks to shunt trains. Undertake train brake tests and wagon inspections. Implement appropriate OH&S programs in accordance with Tasmanian Railway policies. Assist driver as a second person when required, including locomotive preparation. Undertake minor repairs to rollingstock, including preparation servicing. Perform data entry including RAMS and TRIMS train manifests 6 P a g e

7 Work efficiently to minimise delays to trains. Ensure that trains are shunted in a timely manner so that they depart and arrive on time. Ensure the appropriate operational status and usage of property, assets and equipment (such as radios, motor vehicles, safety equipment, office facilities etc.) by effective maintenance and care to maintain reliable service delivery. Operate TasRail motor vehicles as required, Clean and wash TasRail vehicles as required Provide a quality customer service which enables TasRail to meet its business objectives, Providing freight service advice to customers Provide on the job instruction, mentoring and monitoring to trainee Rail Operators Initiate action to prevent the occurrence of unsafe events. Ensure contribution to the commercial viability of TasRail by effective communication, team participation, and quality of service delivery, compliance with organisational policies and legislation and in the planning of personal work activities. Qualifications, Knowledge and Experience: Essential: Medical Category 1 Satisfactory psychometric assessment Company and Site Inductions Track Safety Awareness Unrestricted Driver s License, A mechanical aptitude, Good problem solving skills, A good level of communications and interpersonal skills. Ability to work in a safe manner in accordance with appropriate OH&S policies and is focused on safety. Customer focused. Is innovative. Fatigue management Manual handling Safe and efficient shunting skills.
