Johnson, Chancellor Appointment of Paul Patton as Vice Chancellor for Human Resources of the State University of New York Action Requested The proposed resolution approves the appointment of Paul N. Patton as Vice Chancellor for Human Resources of the State University of New York. Resolution Background I recommend that the Board of Trustees adopt the following resolution: Resolved that the appointment of Paul N. Patton as Vice Chancellor for Human Resources of the State University of New York, effective immediately, be and hereby is, approved. Mr. Patton will be paid a state appropriated salary of $218,000 for this service. Paul N. Patton is an accomplished executive with a strong background in human resources, labor relations, operations, government affairs and communications. His public and private sector leadership roles include work at Yale New Haven Health as vice president of human resources and operations, OhioHealth as vice president of human resources, MetroHealth as chief human resources officer and vice president of government affairs, marketing and communications. He was also employed by the City of Cleveland as chief human resources officer and executive assistant to the Mayor. A Cleveland, Ohio native, Mr. Patton earned a Master of Science degree in Public Administration from Cleveland State University ( CSU ) and a Bachelor of Science degree in Communications from Ohio University. He completed the Senior Executive in State and Local Government Program at Harvard University s John F. Kennedy School of Government and was a national association of public hospitals fellow.

2 Board Resolution -2- November 15, 2018 Mr. Patton enjoys teaching and was a member of the adjunct faculty at Cleveland State University and the University of Akron. He has lectured internationally and earned the Excellence in Graduate Teaching Award from the CSU Levin College of Urban Affairs and the Distinguished Alumni Award from the same college. With extensive community and civic involvement, Mr. Patton is committed to helping others achieve their full potential. A copy of Mr. Patton s resume is attached.

Within the first 18 months consolidated four clinical services, decreased cost per case by 4.9% exceeded financial savings projections, implemented EPIC medical record system and maintained 4.5% operating margin. In addition to Human Resources, assumed executive leadership responsibility for support functions including Environmental Services, Food and Nutrition, Protective Services and Parking Systems at two hospital locations. Integrated functional strategies, utilizing best practice methodology to achieve financial and operational improvements and increasing net savings by $5.2 million in 1 year.
