1 GENERAL DESCRIPTION/PURPOSE: The main focus of this position is accountability for the strategic, operational, and/or management outcomes for health care services. The Inmate Healthcare Program Administrator, otherwise known as the Health Services Administrator or designated responsible health authority (RHA), arranges for all levels of health care and assures quality, accessible and timely health services for inmates. The position implements, monitors and manages the Inmate Healthcare activities, and all required services; is familiar with a variety of the field concepts, practices, and procedures; relies on extensive experience and judgment to plan and accomplish goals. The position supervises subordinate supervisory and non-supervisory personnel. The position reports to the Commander of the Support and Health Services Bureau. ESSENTIAL FUNCTIONS: Essential functions are fundamental job duties. They do not include marginal tasks, which are also performed but are not incidental to the primary functions. The omission of specific statements of duties does not exclude them from the position if the work is similar, related or a logical assignment to the position, nor does every position allocated to the job necessarily perform every duty listed. The essential functions identified for this job are: Provide direct supervisory responsibilities for the entire Medical Division with the exception of clinical treatment plans for the inmate population; Reviews division operations to ensure compliance with established standards and all applicable national and state health care standards, laws, regulations, codes and rules for correctional facilities; Monitors fiscal resources, including budget preparation, office/medical supplies, contract services, etc.; makes recommendations for decreasing costs; provides necessary information to the Medical Director for review/action; Directs and monitors processes to assure compliance with all healthcare related accreditation standards; notifies appropriate personnel of any deviations from standards. Reviews, revises and annually approves site specific healthcare policies and procedures, job descriptions, staffing analysis, healthcare training for corrections and health care personnel, orientation lesson plans, emergency response plans, patient and staff safety systems, nursing assessment protocols, etc.; Develops mechanisms to assure the appropriate type and scope of service is provided and properly monitored; coordinates care among multidisciplinary health care providers; Monitors the implementation and effectiveness of health services policies, procedures, and programs; ensures that all patients receive quality care in keeping with community standard; REV: 12/2014 1

2 Directs, monitors and maintains a quality management and cost containment program; recommending methods for improving operation, efficiency, workload, and cost effectiveness; Monitors all potential inmate catastrophic illnesses and the use of available resources to maintain costs; monitors the use of pharmaceutical, diagnostic and contract service costs; Assists in recruiting and obtaining written agreements with contracted professional providers; monitors the services rendered by contract providers; Reviews collected data, performs analysis and trending from monthly statistical reports along with explanations and recommendations; Provides for 24 hour on-call administrative services to the jail; Monitors the recruitment, retention, orientation, and performance of all health services personnel; ensures appropriate licensure and certification for all division personnel; Develops and monitors employee health training and new member orientation; Attends health and administrative meetings as required; ensures the proper flow of relevant information to detention and health services personnel. Schedules and chairs various meetings e.g. Practitioners, Mental Health, Pharmacy & Therapeutics, Medical Audit Committee, Continuous Quality Improvement, as well as impromptu problem oriented brainstorming sessions; Conducts performance evaluations, remedial training, and discipline when necessary and appropriate; Reviews and improves operational procedures to mitigate risk and program inefficiencies; Reviews and approves payroll, overtime, uniform disbursement and healthcare related invoices; Works closely with the Medical Director and Detention and Corrections staff to assure the goals of the organization are met. KNOWLEDGE, SKILLS, AND ABILITIES: Knowledge, skill and experience in management as required for the day to day effective management of the fiscal, human resource and quality of service needs for the division; Knowledge of budget development, preparation and maintenance as applied for daily operations and assisting with meeting organizational fiscal responsibilities; Communication skills, both verbal and in writing as necessary for successful performance of job duties; REV: 12/2014 2

3 Ability to compile, organize and analyze data, research, and prepare reports and assist with day to day monitoring/planning of strategic/operational goals and objectives; Knowledge and experience in correctional healthcare operations to include NCCHC, ACA, and FMJS accreditation standards. Working knowledge of Microsoft Word, Excel, and Publisher. EQUIPMENT: The position requires the use of a variety of office and computer equipment and related software, including equipment and software unique to job responsibilities. The position uses communication devices (i.e. radio). The position requires the ability to drive a vehicle. EDUCATIONAL REQUIREMENTS: Applicant must possess a Bachelor s Degree in a health related field, or a Master s Degree in Business or a health related field. EXPERIENCE REQUIRED: This position requires a minimum of two (2) years managing staff and processes in a correctional healthcare environment. CERTIFICATIONS/LICENSES/REGISTRATIONS REQUIRED: Applicant shall maintain the Certified Correctional Health Professional (CCHP); CPR or ACLS; and a valid Florida driver s license. JOB REQUIREMENTS: Writing Skills Required: Composes moderately complex documentation of a routine nature, (i.e. documenting studies or summarizing annual department/section results); composes sensitive, non-routine correspondence requiring tact and diplomacy and/or composes reports or summaries for which established formats generally do not exist; composes major reports, policy or procedure manuals, proposals and brochures. Speaking/Presentation Skills Required: Answers questions with a brief response or provides standard information to customers/citizens, visitors, callers, supervisors, or other employees; interviews or discusses detailed information, frequently involving customer/citizen problems or complaints; delivers informational speeches, reports, and orientation before audiences and groups that include people that are not organization employees; delivers presentations regarding potentially controversial issues; negotiates with outsiders in sensitive and complex situations. 4 Problem-Solving Skills Required: Solve a wide range of highly complex, multidisciplinary problems, which must consider long-term, organization-wide planning. Job Related Communication: The employee has daily contact with employees within their department, other agency departments and the public, and weekly contact with employees in other organizations. Planning and Scheduling: A substantial level of planning responsibilities exists, usually affecting numerous employees and activities and requiring a significant amount of time. Difficulty of Work: Work consists of complex, varied, non-standardized tasks, requiring application of numerous laws, rules, regulations, and procedures. Assignment of Work: Supervisor provides general guidance allowing for employee planning of procedures and methods to attain objective. Effects of Work Errors: Errors may cause delays in work or losses in expenditures for material and/or equipment or unjustified work time. SUPERVISORY OR MANAGEMENT RESPONSIBILITIES: The types of supervisory activities performed by the position are planning and scheduling work, setting objectives, developing and managing a budget, instructing on work procedures, setting work standards and procedures, reviewing work of others, training employees, counseling and disciplining employees, appraising performance, hiring new employees, granting overtime and time off.
