1 EXECUTIVE DIRECTOR/REGISTRAR Edmonton, AB Position Summary Pursuant to the Health Professions Act (HPA), the College of Medical Laboratory Technologists of Alberta (CMLTA) is delegated t he authority for self-governance of Alberta Medical Laboratory Technologists (MLTs). As the regulatory body, the CMLTA protects and serves the public and our Regulated Members by overseeing entrance to practice requirements, administering and enforcing a Continuing Competence Program, and managing the formal process for the adjudication of complaints of unprofessional conduct. Reporting and accountable to Council, the Executive Director/Registrar (ED/R) is charged with the authority of the CMLTA s self-regulation, as specified by the following: Health Professions Act (HPA), Medical Laboratory Technologists Profession Regulation, Personal Information Protection Act (PIPA), Personal Information Protection and Electronic Document Act (PIPEDA), Alberta Employment Standards Code, and CMLTA Bylaws and Polices. With the delivery of the CMLTA's regulatory mandate, this position upholds the CMLTA's Core Values of integrity, accountability, commitment, respect, objectivity, sustainability, openness, and innovation through the: Leadership and overall direction in organizational management, issues management, and planning; Registrar/registration functions pursuant to the HPA and the Medical Laboratory Technologists Profession Regulation; Complaints Director functions pursuant to the HPA and the Medical Laboratory Technologists Profession Regulation; Privacy Officer functions to ensure all CMLTA's matters are handled in accordance and in compliance with the provisions of PIPA and PIPEDA. The responsibilities of the ED/R change from month to month to meet the business and regulatory needs of the CMLTA. Agility and a disciplined approach to change management are essential. 1

2 Key Accountabilities 1. Executive Director: As the administrative leader of the CMLTA, and in accordance with Council's direction, the Executive Director implements policies and programs; provides Council with current, accurate, complete information and unbiased advice for Council decision making; oversees and administers financial affairs of the CMLTA; and provides the leadership and overall direction in organizational and strategic management. Implements policies and programs in accordance with Council's direction. - Manages the CMLTA office and activities of the organization in accordance with the CMLTA Mission, Vision and Core Values, Bylaws, and Policies governing the CMLTA. - Embodies and values the promotion of the public interest, ethical conduct, fairness, and quality practices. - Executes Annual Strategic Plan priorities and directives and prepares status reports. - Demonstrates commitment to continuous quality improvement through ongoing evaluation of operational processes (e.g. Continuing Competence Program, including online renewal and annual Compliance Audit). - Maintains a Continuing Competence Program in compliance with the HPA. Provides Council with current, accurate, complete information and unbiased advice for Council decision making. - Acquires and analyzes information from diverse internal and external sources for the purpose of managing issues relevant to the CMLTA and preparing Council meeting agendas. - Provides advice, consultation and administrative support to CMLTA Council and committees. - Provides information on professional development opportunities for Council, committees, and members of the Regulated Member Resource List (RMRL). - Coordinates and edits the Annual Report to the Minister of Health, CMLTA Publications and website information. - Coordinates CMLTA Special Meetings as required. Oversees and administers the financial affairs of the CMLTA. - Prepares and manages the CMLTA budget, financial records, revenues and expenditures, and all financial matters and material resources of the organization to ensure fiscal viability and in accordance with generally accepted accounting principles and practice. - Invests CMLTA funds appropriately, as per policy, to maximize interest and manage financial and organizational risk in accordance with the risk management framework. - Oversees the management and maintenance of accurate payroll and benefits records. - Facilitates annual financial audit, including review of audited financial statement. - Maintains appropriate insurance to protect CMLTA Council and staff, facilities, and assets. 2

3 Provides leadership and overall direction in organizational management, issues management, and planning, including all staffing and operational matters. - Fosters a work culture that supports the Core Values of integrity, accountability, commitment, respect, objectivity, sustainability, openness, and planning, including building a team that is consistent with the CMLTA regulatory mandate, Mission, and Vision. - Provides regular, timely, and constructive feedback to all staff, both informally and formally, including conducting employee performance appraisals at regular intervals; and encouraging and approving staff training and professional development. - Recruits, develops, manages, and where needed, disciplines and terminates staff required for the administration and operation of the CMLTA (within the policy and budget parameters as approved by Council). - At the direction of Council; employs, engages, or contracts with external contractors or consultants, as required for the implementation of special projects or initiatives. - Delegates duties and responsibilities to staff and contractors so that they may effectively perform the functions for which they are accountable. - Develops, maintains, and ensures compliance with human resources and employment policies; ensures compliance with workplace legislation and standards. - Liaises with CMLTA Regulated Members, other professional regulatory bodies and professional associations, government agencies, media, and the general public. - Acts as the CMLTA representative and attends the following regularly scheduled meetings: o Alberta Federation of Regulated Health Professions (AFRHP) o Canadian Alliance of Medical Laboratory Professionals Regulators ( CAMLPR) o Canadian Society for Medical Laboratory Science (CSMLS) o Canadian Institute for Health Information (CIHI) 2. Registrar: Acting on CMLTA Council's behalf, carries out the performance of all Registrar/registration functions pursuant to all parts, sections, or divisions of the HPA, as well as the Medical Laboratory Technologists Profession Regulation. Oversees initial, reinstatement, and renewal applications for Regulated Member MLT Practice Permits. Reviews applications for substantially equivalent qualifications for Regulated Member MLT Practice Permit registrations. Provides professional guidance for individuals seeking reinstatement where continuing education is a requirement. Reviews, considers, and issues registrations and MLT Practice Permits with/without conditions; and defers, declines, or in the case of continuing competence program deficiencies, may suspend MLT Practice Permits; all conducted in accordance with the HPA. Maintains Regulated Member registers and all Regulated Member information. Receives applications for review of registration decisions and coordinates appeal to Council. 3

4 Receives request for Ombudsman investigations and coordinates release of information. Receives Ombudsman's report/recommendations and advises Ombudsman's Office of implementation of recommendations. Provides data for Alberta Provider Directory Source Uptake Project and responds to requests for database upgrades. Provides data for Canadian Institute for Health Information (CIHI) and responds to requests for database upgrades. 3. Complaints Director: Ensures performance of all Complaints Director functions pursuant to the HPA and the Medical Laboratory Technologists Profession Regulation are performed. Complaints Director responsibilities may be delegated to an alternate Complaints Director. Receives complaints of unprofessional conduct. Acts as the complainant and initiates a complaint of unprofessional conduct pursuant to the HPA. Receives notice from employers of termination, suspension, or resignation of employees due to unprofessional conduct, and notifies the employer and Regulated Member accordingly. Directs the CMLTA formal response to allegations of unprofessional conduct, including complaint dismissal, suspension, investigation, expert assessment, alternative complaint resolution, and incapacity assessment. Investigates or appoints an investigator and provides Notice of Investigation. Prepares court applications to enforce an investigator's powers. Refers matters to Hearing Tribunals and directs Hearings Director to issue Notices to Attend and/or Notice to Produce. Assists CMLTA legal counsel in preparation of Hearing Tribunal hearings. Attends Hearing Tribunals with CMLTA legal counsel. Advises on particulars of Agreed Statement of Facts, Admission of Unprofessional Conduct, and/or Joint Submissions r egarding penalty. Commences an appeal to CMLTA Council concerning Hearing Tribunal decisions. Prepares applications for variation of a Hearing Tribunal or Council professional conduct order. 4. Privacy Officer Ensures all the CMLTA's matters are handled in accordance and in compliance with the provisions of PIPA and PIPEDA. The Privacy Officer functions include: Responds to requests for access to and correction of personal information and issues concerning personal information. Works with the Office of the Information and Privacy Commissioner (OIPC) during an investigation of a privacy complaint against the CMLTA. Manages changes to the CMLTA information management practices, policies, and procedures, staff training, public relations, and the inquiry and complaint process. 4

5 Knowledge, Skills, Abilities, Experience, Qualifications, Behavioral Attributes Formal training in management and leadership with a combination of certificate, diploma, undergraduate or master's degree. Master s level in a business or human resources related field is preferred. Education supplemented with experience in progressively responsible mid-to-senior level management roles in a health or not-for-profit organization is a requirement of this position. Preference is for a minimum of five (5) years of experience. Experience in smaller organizations is considered an asset. Professional training and/or experience with Not-For-Profit Councils or Boards of Directors, committees, governance practices, and administrative law protocols are all strongly preferred for this position. An undergraduate degree in a health-related field or a combination of relevant education and experience is highly desirable. Experience and/or training in a regulatory environment, preferably within a health regulatory college in Alberta, is strongly preferred for this position. Working knowledge in applicable legislation (e.g., HPA, Medical Laboratory Technologists Profession Regulation, PIPA, PIPEDA, Alberta Employment Standards Code, etc.) is a requirement. Working knowledge gained through a combination of training and experience in: - Financial management and administration - managing financial matters and assets in an organization, reading and understanding financial reports, ability to interpret and explain financial statements into meaningful results for Council, and facilitating annual financial audit. - Human r esources and supervision - recruitment and selection of staff, managing staff performance, setting goals, applying progressive discipline, providing constructive feedback, engaging in difficult conversations, and terminating staff. - Business and strategic planning - establishing goals and objectives, prioritizing based on critical organizational strengths and weaknesses, anticipated impact, and feasibility of completion; managing and mitigating implementation risks; assigning accountability, timelines, and resources; and tracking status. Demonstrates a professional decorum, tact, diplomacy, and a congenial manner, and can network within a forum of both Regulated Members and stakeholders, with the objective of building rapport and relationships. Demonstrates a commitment to organizational values through all communications with all stakeholders. Understands the requirements for credible knowledge-based decision making and seeks out the appropriate information sources, providing Council with the information and tools to make decisions around issues that may impact public protection, the CMLTA, and/or its Regulated Members. Decisive and articulate communicator with the ability to influence and optimize performance and productivity in a team-oriented environment. Demonstrates ability to plan, organize, prioritize, manage time effectively and adhere to short deadlines. Demonstrates a proactive approach and independent problem-solving skills. Demonstrates advanced computer skills including working knowledge of Microsoft Office Suite, QuickBooks (or similair Accounting Program), Ceridian Payroll, and website maintenance. 5
