1 1 WEST BENGAL INDUSTRIAL INFRASTRUCTURE DEVELOPMENT CORPORATION Notice inviting Expressions of Interest Empanelment of Consultants for Assisting WBIIDC in Evaluation of Industrial Projects and Selection of Private Partners for Industrial Growth Center / Facility Development under the PPP Framework The West Bengal Industrial Infrastructure Development Corporation (WBIIDC) was established under the administrative control of the Department of Commerce and Industries, Government of West Bengal for development of industrial infrastructure to ensure balanced and well-planned industrial development in West Bengal. Please visit WBIIDC s website for further details on the activities of the organisation. WBIIDC proposes to empanel consultants for providing expert services for inducting private sector partners for its projects being developed in PPP mode. WBIIDC invites eligible consulting firms to indicate their interest in providing the services elaborated below. Scope of Work Reviewing of techno-economic feasibility analysis of proposed PPP and other industrial projects including vetting of project reports Evaluating alternate PPP structuring options and advising on the best suited structure Assisting in finalization of the bid evaluation framework and the transaction documentation based on the underlying objectives of the exercise Assisting in drafting and vetting of agreements/ contract templates Advising on bid evaluation, bid process management and selection of preferred bidder Assisting in execution of contract with the selected bidder Key Qualification of Consultants The eligibility criteria are as follows: 1) Firms having a turnover of at least Rs.15crores per annum in each of the past 3 years i.e. FY , FY and FY (Audited financial statements of the respective years to be submitted as supporting) 2) Firms should have an established presence in Kolkata, including some of the key proposed team members being based out of Kolkata 3) Past experience of working with the Government for industrial promotion and development and in public sector reforms including privatization exercises and PPP implementation Interested parties may associate with Firms having adequate legal expertise to meet the requirements of WBIIDC. In such situation, manpower resources and experience of the legal firm alongwith a letter of consent to be associated with the party in the proposed job are to be submitted alongwith the expression of interest. Expressions of Interest (EoIs)comprising the following documents should be submitted in a sealed envelope clearly marked EoI for Empanelment of Consultants for Assisting WBIIDC in Evaluation of Industrial Projects and Selection of Private Partners for Industrial Growth Center / Facility Development under the PPP Framework Section 1: Letter of firm expressing interest (please refer format in Annexure 1) Section 2: Statement of Revenues (please refer format in Annexure 2)

2 2 Section 3: Copies of Audited financial statements for FY , FY and FY Section 4: Letter of Association/ Consortium if applicable Section 5: Brief profile of interested party / ies (not to exceed 2 A4 size paper) Section 6: Details of presence in Kolkata (please refer format in Annexure 3) Section 7: Statement of experience (please refer format in Annexure 4) Section 8: CVs of key personnel having relevant experience in conducting similar studies (please refer format in Annexure 5) Three(3) hard copies and one(1) soft copy of the completed EoIs should be submitted within hours on the 14 th May,2012 at the following address marked to the attention of Sri P. Only the parties that are found eligible as per the criteria laid down above in the sole discretion of WBIIDC will be informed of the same and provided further information. This advertisement does not constitute and will not be deemed to constitute, any commitment on the part of WBIDDC. Furthermore, this advertisement confers neither any right nor expectation on any party to participate in the process for empanelment. WBIIDC reserves the right to withdraw from the process or any part thereof, to accept or reject any or all offers at any stage of the process and/or modify the process or any part thereof or to vary terms at any time without assigning any reason whatsoever. No financial obligation will accrue to WBIIDC in such an event. Further, WBIIDC shall not be responsible for non-receipt of any correspondence sent by post/courier/ /fax.
