1 Terms of Reference Post Title: International Consultant to develop guidance on risk management in the context of UNDPs engagement in the prevention of violent extremism. Duration: Up to 20 working days over a period extending from 1 September till 15 December Location: Project: Home Based assignment including one mission travel to Istanbul Prevention of Violent Extremism CONTEXT/BACKGROUND In the Arab States and across the globe, violent extremist groups exploit endemic conflicts, instability and governance failures, as well as the frustration and marginalization of youth, to recruit individuals through diverse processes of radicalization to violent extremism, leading to devastating levels of violence and suffering. The impact of violent attacks and terrorism have long-lasting ramifications and the devastating effects not only sets in motion a dramatic reversal of development gains already made, but also threatens to stunt prospects of development for decades to come. The Arab States is the region experiencing the impact of violent extremism the most and the situation point to the urgency of improved programming to prevent violent extremism (PVE) and along with that comes also the need to better understand risks of engaging in PVE as well as how to mitigate these. UNDP Regional Hub for Arab States based in Amman, is collaborating with UNDP Regional Hub for ECIS based in Istanbul Hub, in the development of comprehensive global guidance on risk assessment for engagement in the field PVE. This will build upon an initial assessment and ground work done by UNDPs country offices as part of their current programming and analysis work in this area. This guidance will be presented at a workshop for UNDP Country Offices and external experts in Istanbul. The analysis and related products will be reviewed during this workshop, and inform its finalization. SCOPE OF WORK AND DELIVERABLES As part of a risk analysis exercise by one of UNDPs country offices, a background study was done which included experiences by various UNDP programmes, across regions. This showed the need for further research, analysis and case studies on risk management for the use of UNDPs country office working on PVE. This consultancy assignment is a step in this direction by expanding the knowledge gathering in order to develop guidance on risk management for PVE by UNDP. The guidance should be relevant to programming by UNDP Country Offices, using a development approach, with examples from existing work as it exists, in combination with experiences by other organizations as well as through learning from other areas of risk management. The guidance should also frame recommendations of suitable mitigation measures, while recognized these eventually need to be contextualized, to be applied to both UNDP s PVE-specific and PVE-relevant projects. Due to the severity of the crisis in the Arab States, special attention should be paid to the nuances of risk management for this context.

2 Risk management is an enabling process that reduces UNDPs and its stakeholders exposure to risk, and increases the potential for improved programming. As such, the risk management should include different aspects of risk (see OECD INCAF study Managing Risks in Fragile and Transition Contexts: The Price of Success ), e.g reputational, fiduciary, security, operational etc., recognizing the balance between the need for context-specificity with the need to provide useful insights to everyone. The various risks also include the risk of violating UN principles, such the Do No Harm principle, and for PVE it will be important to consider ways in which to mitigate stigmatization or other risks to beneficiaries. Further, this work should also consider political risks, including consideration to environments in which some actors push forward a more securitized approach (such as CT or CVE), rather than PVE, and how to analyze and mitigate potential risks for UNDP. Under the general guidance of the Regional Programme Coordinator and the direct supervision of the Conduct a desk review of risk management in the PVE domain. Conduct an agreed upon number of in-depth case studies on PVE programming and key risks, as well as interviews with risk assessment experts on their views on these issues and mitigation measures they would take. Produce a guide that demonstrates how to conduct a risk assessment of PVE, provides examples of identified risks, elaborates mitigation measures, and provides recommendations for work in this area. Present findings in a workshop in Istanbul. Adapt guidance based on insights and feedback from workshop. EXPECTED OUTPUTS AND DELIVERABLES Deliverables/Outputs Output 1: Conduct a detailed work plan for the assignment. Output 2: Conduct a Desk Review and Case Studies based on experiences in different UNDP offices as well as in other organizations in the area of risk assessment and PVE. Output 3: Draft guidance on how to assess potential risks associated with UNDP work in the area of PVE on the global level including mitigation measures. Output 4: Present the findings in a workshop that will be held in Istanbul. Output 5: Finalize the guidance based on feedback from expert workshop. 3 The individual is required to exhibit his or her commitment to this assignment with UNDP- RBAS; S/He shall perform tasks under the general guidance of the Regional Programme Coordinator and the direct supervision of the. The supervision will include approvals/acceptance of the outputs as identified in previous sections; The individual is expected to liaise and collaborate in the course of performing the work with other consultants, suppliers and UN colleagues; The individual is required to maintain close communication with the UNDP-RBAS on regular and needed basis at any period throughout the assignment in order to monitor progress. In the event of any delay, s/he will inform UNDP promptly so that decisions and remedial action may be taken accordingly. Delays that would affect the flow of the collaborative work and the delivery of outputs on schedule will lead to termination of contract; and Should UNDP deem it necessary, it reserves the right to commission additional inputs, reviews or revisions, as needed to ensure the quality and relevance of the work. DURATION OF THE WORK The duration of this assignment is expected be up to 20 working days over a period extending from 1 September till 15 December DUTY STATION This is a home-based assignment. TRAVEL PLAN This assignment requires the expert to travel in line with the preliminary travel plan/schedule hereunder: City, County Duration Number of Missions No. of Round Economy Tickets Istanbul, Turkey 3 working days in Istanbul 1 1 Round trip ticket Home City / Istanbul / Home City QUALIFICATIONS OF THE SUCCESSFUL INDIVIDUAL CONTRACTOR I. Academic Qualification: Master s Degree in International Development, Studies or any other related field. II. Years of Experience: At least 8 years of professional experience working in related areas such as development, conflict-related work and prevention of violent extremism. III. Technical experience: Proven experience with research, analysis, and reporting on conflict issues, prevention of violent extremism polices and frameworks; Proven research and work experience on prevention of violent extremism in several different

4 countries and contexts; Experience working with risk management in the field of PVE is essential, with a good understanding of risk management models; Proven experience in creating presentations; experience drafting reports and policy documents to the United Nations, including UNDP; Experience working with UN agencies, including UNDP, on risk management is preferred. IV. Language Requirements Fluency in written and spoken English is required. French is a strong asset. V. SCOPE OF PRICE PROPOSAL AND SCHEDULE OF PAYMENTS All proposals must be expressed in a lump sum amount. This amount must be all-inclusive. Please note that the terms all-inclusive implies that all costs (professional fees, travel costs, living allowances, communications, consumables, etc.) that could possibly be incurred are already factored into the final amounts submitted in the proposal. The contractor will be paid an all-inclusive Deliverables/Outputs based lump sum amounts over the assignment period, subject to the submission of Certification of Payment (CoP) duly certified and confirmation of satisfactory performance of achieved work (deliverables/outputs) in line with the schedule of payments table hereunder:
