1 Edmonton Catholic Schools is now accepting applications for the position of Director, Building and Infrastructure Maintenance (New position) Edmonton Catholic Schools is a large urban school district whose mission is to provide a Catholic education that inspires students to learn and that prepares them to live fully and to serve God in one another. The District is comprised of over 40,000 students and 4,000 employees in 90 schools and other sites. The job is accountable to provide a safe and healthy working environment for district students and staff. This is achieved through the management of three areas: Maintenance Services, Electronics Services and Project Management. The job is responsible for the coordination of major and minor construction projects and maintenance in district schools, buildings and grounds, including associated infrastructure. Services are delivered through a team of managers and supervisors. The incumbent directs the performance review program in the three functional areas and will be involved with management and staff in the orientation and implementation of respective programs to support the successful achievement of the department s goals. This is a permanent, full-time, Level 10, Out of Scope position with a salary range of $124, $155, to commence as soon as possible. Primary Duties and Responsibilities: Lead a team of managers and specialists including assigning and evaluating work, training and coaching, recruitment and selection, employee engagement, workforce and succession planning; In consultation with the respective managers, review, monitor and improve operations to achieve maximum efficiencies and maintain a high level of services; Oversee the three functional areas to ensure activities and deliverables align with district goals, objectives and priorities; Contribute to the district s collective bargaining process with the Alberta Union of Provincial Employees (AUPE) and in progressive discipline and the grievance process. Qualifications: Degree in an area related to architecture or engineering, plus seven years of directly related experience managing complex issues and large projects, leading staff to achieve results, and applying an integrated approach to service delivery; Project Management professional designation an asset; Knowledge of construction and renovation principles, practices and projects; Knowledge of financial policies and procedures, tender processes and contract law; Advanced time management skills and the ability to handle multiple projects of varying sizes and magnitudes simultaneously; Strong written and oral communication skills; Advanced conflict resolution, problem solving and the ability to influence decision making. Direct staff to ensure the district s maintenance, renovation and construction projects are completed within budget, timelines and in compliance with quality and safety standards 5. Direct and guide to ensure the district s buildings and facilities are maintained in a clean and healthy manner providing a safe environment for students, staff and visitors 6. Respond to inquiries from schools and department staff regarding problems within the area of responsibility by providing clients and staff with technical advice and guidance, information and direction on issues of building and infrastructure maintenance and repair 7. Collaborate with principals to develop site-based infrastructure lists 8. Direct and guide the three functional areas to ensure materials, supplies and resources are purchased, distributed and maintained in an efficient and cost-effective manner 9. Contribute to the district s collective bargaining process with the Alberta Union of Provincial Employees (AUPE) and in progressive discipline and the grievance process 10. Manage the creation, maintenance and updating of the district s Infrastructure Maintenance and Renewal (IMR) list. 11. Review and approve drawings and specifications prepared by architects and engineers for capital, modernization and renovation projects 12. Collaborate with the managers of the three functional areas in the maintenance of existing and develop new facility construction specifications and standards 13. Maintain a listing of consultants and general contractors which are evaluated and updated annually 15. Participate in the department s and district s short- and long-term strategic planning activities 16. Maintain technical knowledge through a range of professional development activities 17. Act as Assistant Superintendent during absences PROBLEM SOLVING: Describe difficult or challenging situations the position is typically expected to solve; the degree of originality of the solutions; assistance available; and any problems or decisions that must be referred to a supervisor for resolution or approval The job is responsible for the management of financial and human resources for three separate units. The incumbent determines how to reach desired outcomes within precedents. The incumbent possesses the latitude to work within a broadly defined environment, but within defined policies and guidelines created by the department and district. The incumbent has the authority to resolve contract problems, project scheduling, issues with the general contractors and records management. The incumbent has the authority to communicate construction timelines, progress reports and change orders to stakeholders and conclude with a response to solve the issue in timely manner. In collaboration with the respective manager and in consultation with Human Resource Services employee relations and performance management issues are resolved. The incumbent responds to day-to-day issues such as: policy interpretation; timeline clarification; contractor issues; and process issues. Access to assistance is not readily available as the job s supervisor is not a technical expert. ORGANIZATIONAL DATA: Identify any measurable areas upon which the job has either direct or indirect impact. Measures that may be included are: number of staff supervised, annual operating budget, number and size of projects, clients served or any other significant values. The incumbent provides support to managers, supervisors and specialists on matters relating to maintenance requirements for buildings and associated infrastructure, work priorities, schedules, and delegation of maintenance work to staff or contractors to ensure buildings and grounds are maintained to provide a safe and healthy environment for students, staff and visitors. The job ensures current district maintenance work practices, standards, and procedures are in place to ensure compliance with Provincial Occupational Health and Safety requirements along with all other legislated code requirements are met to minimize the district s exposure to present and future liabilities. Legislated requirements include; Alberta Building Code; Alberta Fire Code; Occupational Health and Safety Act, Code and associated Legislation. The job also serves as department representative on the monthly AUPE Liaison Meeting to discuss ongoing issues, negotiation items and/or relevant successes in the area of employee relations. Manager, Project Services The job manages the capital projects including all major projects. The job is responsible to ensure all outside contractors perform work to what was specified in all drawings and specifications. Hazardous Materials Specialist The job manages and implements the control and abatement of all hazardous materials in the schools and buildings with a primary focus of providing safe and efficient environment. Energy and Environmental Program Specialist The job provides technical support for the energy and environmental initiatives to reduce utilities costs and maintain comfortable environments within the districts buildings.
